340 IWGIA – EL MUNDO INDIGENA – 2013ISRAELLos árabes beduinos de Israel son indígenas del Neguev-Naqab. Han sidotradicionalmente un pueblo seminómada, que combina la ganadería y la agriculturaen aldeas relacionadas por sistemas tribales y de familia que determinan,en gran medida, los patrones de propiedad de la tierra. Antes de 1948,cerca de 90.000 beduinos vivían en el Neguev. Después de 1948, la mayoríafueron expulsados a Jordania y el Sinaí. Sólo unos 11.000 se quedaron enIsrael. A principios de 1950, el gobierno israelí concentró a esta poblacióndentro de un área geográfica restringida de alrededor del diez por ciento delterritorio original de los beduinos, con la promesa de que los beduinos pudieranvolver a algunas de sus tierras de origen en un plazo de seis meses.Esta promesa aún no se ha cumplido. Según la Oficina Central de Estadística,53.111 beduinos viven en 35 “aldeas no reconocidas”, que carecen deservicios básicos e infraestructura. Los otros 148.729 viven en siete municipiosy diez aldeas que han sido reconocidos durante la última década. Sinembargo, estos municipios y aldeas no respetan la forma de vida tradicionalde los beduinos y brindan pocas oportunidades de empleo.Israel no ha ratificado el Convenio 169 de la OIT y ha violado muchasde sus disposiciones. Además, Israel no participó en la votación sobre laDeclaración de la ONU sobre los Derechos de los Pueblos Indígenas y no hacumplido con las disposiciones de esta Declaración.La política hacia los beduinosEl Plan Prawer-Amidror y el Plan Maestro para el área Metropolitana de Beershevarepresentan, actualmente, amenazas masivas para los beduinos (ver El MundoIndígena 2012). El primero desplazaría al menos a 30.000 ciudadanos beduinos.Del mismo modo, el Plan Maestro, que fue aprobado en septiembre de 2012, obligaría,por ejemplo, a que los 1.000 residentes de las aldeas no reconocidas de Atir yUmm el-Hiran fuesen evacuados y sus casas destruidas con el fin de desarrollar unbosque en la tierra de Atir y un pueblo judío en la tierra de Umm el-Hiran. 1 Las ONGpresentaron objeciones al Plan Maestro, pero el 5 de junio de 2012 el Comité Nacionalde Planificación y Construcción rechazó la mayoría de estos cargos. 2
