1. INTRODUCCION Y OBJETIVO:Desarrollar el presente Plan de Trabajo para la Certificación enOrigen de frutos de Arándanos Frescos de Argentina, contratamiento de Fumigación con Bromuro de Metilo con destino aEstados Unidos entre el United States Department Of.Agriculture, Animal and Plant Health Inspection ServiceInternacional Services (USDA-APHIS-IS), Servicio Nacional deSanidad y Calidad Agroalimentaria (SENASA) y el Comité deProductores y Exportadores de Frutas y Hortalizas Frescas paralos EE.UU. (COPEXEU).El plan de trabajo contiene los lineamientos para el tratamientode fumigación, resguardo, certificación y exportación dearándanos frescos hacia los Estados Unidos. No se permitirá lavariación de estos lineamientos sin la previa autorización porescrito de las partes firmantes.2. PRODUCTOS INCLUIDOS EN EL PLAN DE TRABAJOFruta fresca de Arándanos (Vaccinium spp.) originarios de laArgentina, que se encuentran autorizados para ingresar a losE.U.A. con el requerimiento específico de fumigación comocondición de entrada.3. REGLAMENTOS Y POLITICAS DE USDA-APHIS-PPQQUE REGULAN LA ENTRADA DE ARANDANOS A LOSESTADOS UNIDOS DE AMERICA.Los arándanos de Argentina están reglamentados en lacuarentena de frutas y hortalizas 7CFR 319.56 y este Plan deTrabajo cumple con los Lineamientos de Manejo para losProgramas de Certificación de Pre-embarque de USDA-APHIS-PPQ.Para ingresar a Estados Unidos de América, los arándanos deArgentina que no provengan de la región Patagónica reconocidapor USDA-APHIS-PPQ como área libre de Moscas de la Fruta,deberán someterse a un tratamiento de bromuro de metilo segúnse especifica en el manual de tratamientos de USDA-APHIS-PPQ.Para el Programa de Certificación en origen de arándanosfrescos, el tratamiento Cuarentenario a aplicar es el T101 (i-1.1)Fumigación con Bromuro de Metilo, para el control de Ceratitiscapitata (Mediterranean fruit fly) y Anastrepha fraterculus(South American fruit fly), especies que utilizan como hospederoal fruto de Arándano.El material de embalaje de madera que se utiliza para laexportación de arándanos frescos a los E.U.A. deberá tratarseconforme a las regulaciones de la NIMF 15.La política de USDA-APHIS-IS respecto al Programa deCertificación en origen de arándanos frescos requiere que:Exista un convenio para cubrir todos los costos de USDA-APHIS-IS asociados al Plan de Trabajo.Las actividades se llevarán a cabo en Argentina bajo lasupervisión/auditoría del/ la director/a de Área de APHIS orepresentante.1. INTRODUCTION AND OBJECTIVESThis Work Plan was developed for the certification in origin offresh blueberry fruit from Argentina with a methyl bromidefumigation treatment, for destination to the United States injoint agreement with the United States Department ofAgriculture - Animal and Plant Health Inspection Service -International Services (USDA-APHIS-IS), Servicio Nacionalde Sanidad y Calidad Agroalimentaria (SENASA) and theCommittee of Growers and Exporters of Produce to the USA(COPEXEU)This work plan outlines the procedures of the fumigationtreatment, storage, certification and exportation of blueberries tothe United States. No modification to these procedures will bepermitted without a previous written authorization from theparties involved.2. PRODUCTS INCLUDED IN THE WORK PLANAny fresh blueberry fruit (Vaccinium spp) from Argentina,authorized to be imported in the United States with the specificrequirement of fumigation as an entry condition.3. USDA-APHIS-PPQ REGULATIONS AND POLICIESTHAT REGULATE THE ENTRY OF BLUEBERRY INTOTHE UNITED STATES OF AMERICABlueberries from Argentina are regulated by the 7CFR 319 56and this Work Plan will comply with all procedures of theUSDA-APHIS-PPQ Handling Guidelines for the CertificationProgram in Origin.Blueberries from Argentina, except those originating inPatagonia which is recognized by USDA-APHIS-PPQ as a fruitfly free area, will require methyl bromide treatment as specifiedin the USDA-APHIS-PPQ treatment manual.For the Certification in origin of fresh blueberries Program thetreatment to be applied is T101(i.1.1.) corresponding toFumigation with Methyl Bromide for the control of Ceratitiscapitata (Mediterranean fruit fly) and Anastrepha fraterculus(South American fruit fly) species that use blueberries as hosts.Wood packing material used for the exportation of freshblueberries to the United States should be treated according toregulations of ISPM 15.USDA-APHIS-IS policy regarding the certification in origin offresh blueberries program requires an agreement to cover allUSDA-APHIS-IS costs associated with the program.All activities will be carried out in Argentina under theaudit/supervision of the Area Director of APHIS or itsrepresentative.
