9.4 Operativo en Aeropuertos9.4.1. Todos los aeropuertos deberán contar con laaprobacion de SENASA y APHIS de áreas limpias pararealizar el acondicionamiento de los pallets tratados.9.4.2. Pallets protegidos con manta térmica y stretch filmpodrán ser manipulados por la terminal de carga del aeropuertopara su consolidación en pallet de avión en zona debodega/sectores de almacenaje/depósitos (fuera del área limpia)con supervisión de SENASA y/o APHIS, siempre y cuando secompruebe que los mismos estén herméticamente sellados.9.4.3. Pallets protegidos con manta térmica sin stretch filmsólo podrán ser manipulados en areas consideradas porSENASA/USDA APHIS como limpias.9.4.4. Pallets sin el adecuado ajuste entre la manta térmica yel piso podrán ser rechazados por SENASA/APHIS.9.4.5. El aeropuerto deberá proporcionar una oficinaequipada y bien ubicada para uso del SENASA y USDA-APHIS en sus labores de supervisión.9.4.6. Toda la actividad de manejo y resguardo de la frutacertificada, podrá ser supervisada por Inspectores SENASA.9.4.7. Todos las plataformas y contenedores aéreos utilizadospara el transporte de fruta fumigada deben encontrarse limpiosantes de que se efectue la carga de productos certificados.Caso contrario, se deberá limpiar o rechazar.9.4.8. Toda el área del Recinto de Resguardo debe estarsiempre limpia, y en el interior de ella no deben almacenarsemateriales de embalaje o cualquier otro material.9.4.9. En caso de desarmarse un pallet para embarcar la cargaen contenedor de linea aerea ULD (Unit Load Device), elmismo será precintada por un Inspector de SENASA y/oAPHIS IS con un precinto de APHIS en area limpia. El numerodel precinto será colocado en el PPQ 203.9.4.10. SENASA deberá ser notificado por las compañíasaéreas y/o cargadores de cualquier incidente que implique laejecución de algún procedimiento de excepción, como porejemplo: repaletizado/sellado de manta rota/apertura de mantatérmica, que signifique una circunstancia no habitual para elPlan de Trabajo, aunque contemplada como práctica autorizadapor las autoridades del SENASA y USDA-APHIS. De nocumplirse el aviso notificando la situación, la partida encuestión será rechazada.9.4.11. Adicionalmente SENASA y USDA-APHIS podránrealizar auditorias de los pallets fumigados tanto en losempaques como en los puntos de salida.9.4. Airport Operations:9.4.1. Any airport which handles program fruit must provideclean areas for storage of treated pallets of fruit that will requireprevious authorization from SENASA and APHIS before theexport season starts.9.4.2. Pallets protected by thermal blankets and stretch filmmay be handled at the airplane cargo terminal warehouse duringthe consolidation process (outside the chamber and prechamber)under the supervision of SENASA and/or APHIS ifhermetically sealed.9.4.3. Pallets protected by thermal blankets with no stretchfilm will only be handled in areas considered by SENASA andUSDA-APHIS as clean areas.9.4.4. Pallets without an adequate seal between the thermalblanket and to the base of the pallet can be rejected bySENASA/APHIS.9.4.5. Airport must provide a well located and equipped officeto be used by SENASA and USDA-APHIS for official duties.9.4.6. All safeguarding activities for certified fruit can be atany time supervised by SENASA Inspectors.9.4.7. All platforms/skids and air containers used for thetransport of fumigated fruit must be clean before the fumigatedproduct is loaded. If not they must be cleaned or rejected.9.4.8. Provision of a clean safeguarding area where nocontaminating materials of any kind are stored is required.9.4.9. APHIS-IS and/or SENASA Inspector will seal anydisassembled pallet to be shipped in an airline container airlinecontainer ULD (Unit Load Device), in a clean area, with anAPHIS seal.9.4.10. SENASA must be notified by airlines and/or cargocompanies of any irregularities requiring exceptionalprocedures, such as opening a thermal blanket, etc.,representing an unusual circumstance for the Program, eventhough it is thought of as a normal practice by the SENASA andUSDA-APHIS authorities. Any infringement to this practicewill cause shipment cancellation.9.4.11. In addition, an audit of the fumigated pallets may beperformed at any time by USDA APHIS and SENASA at thepacking facilities or at the Airport.9.5 Operativo en ContainersLos containers serán cargados desde centros de fumigacion y/ositios de transferencia aprobados para tal fin y supervisados porun Inspector de SENASA y/o USDA APHIS IS.El container deberá ser consolidado con un precinto oficial deUSDA-APHIS.9.5. Containers:Containers will be loaded at fumigation centers and/or approvedtransference sites under the supervision of SENASA and/orUSDA APHIS IS. Consolidation of a container will require anofficial USDA APHIS seal.
