3.1.2 TENDENCIAS DEL SECTOR MARÍTIMO 39La globalización ha empujado a todos los sectores <strong>de</strong> las economías a ir especializándose en sus funciones<strong>de</strong> tal forma que ahora las empresas para que sean competitivas <strong>de</strong>ben cumplir con estándares <strong>de</strong> serviciosque les permitan incrementar sus beneficios económicos.Es así como <strong>el</strong> sector publico <strong>de</strong>be irse transformando en un ente activo en la economía <strong>de</strong> un país, es por<strong>el</strong>lo que <strong>el</strong> nuevo pap<strong>el</strong> <strong>de</strong>l sector publico e ser planificador, facilitador y regulador, mientras que <strong>el</strong> sectorprivado actuará en la operación, presentación <strong>de</strong> servicios y <strong>el</strong> <strong>de</strong>sarrollo <strong>de</strong> soluciones logísticas.El cambio <strong>de</strong>l pap<strong>el</strong> tradicional <strong>de</strong> convertir los puertos <strong>de</strong> primera, a segunda, o tercera generación, seconcentra en los servicios <strong>de</strong> ―valor agregado‖. Estos servicios portuarios <strong>de</strong>l valor agregado pue<strong>de</strong>n serdivididos en tres categorías:1. Servicios logísticos generales - Las activida<strong>de</strong>s tradicionales <strong>de</strong> la carga, <strong>de</strong> la <strong>de</strong>scarga <strong>de</strong> naves, <strong>de</strong>lretiro <strong>de</strong> productos <strong>de</strong> contenedores implican, almacenaje general y convencional <strong>de</strong> la carga común y cargarefrigerada, almacenaje <strong>de</strong> grán<strong>el</strong>es sólidos en silos, grán<strong>el</strong>es líquidos en tanques;2. Servicios logísticos <strong>de</strong> la integración <strong>de</strong> la ca<strong>de</strong>na – va más allá <strong>de</strong> la póliza <strong>de</strong>l producto al servicio <strong>de</strong>lcontrol <strong>de</strong> la calidad, inspecciones, procedimientos <strong>de</strong>l v<strong>el</strong>ocidad-embalaje, reparaciones, estandarización,técnica <strong>de</strong> la supervisión <strong>de</strong> operaciones, la reutilización logística <strong>de</strong> materiales;3. Servicios logísticos <strong>de</strong> la ayuda/<strong>de</strong> las sencilleces - Se conocen como servicios <strong>de</strong> integración con laciudad. ILUSTRACIÓN 8 PRESENCIA DE OPERADORES PRIVADOS EN LOS PUERTOS LATINOAMERICANOSFuente: Elaboración propia a partir <strong>de</strong> investigacionesA continuación se presenta, <strong>el</strong> <strong>de</strong>sempeño portuario (medido en TEUs) <strong>de</strong> cien puertos <strong>de</strong> América Latina(tabla #7), en los que <strong>de</strong>staca:Puerto Balboa, que <strong>de</strong>s<strong>de</strong> su inauguración en noviembre <strong>de</strong>l año 2000, la terminal <strong>de</strong> contenedores <strong>de</strong>lPuerto <strong>de</strong> Balboa se ha consolidado como una <strong>de</strong> las terminales más importantes <strong>de</strong> Panamá. Para <strong>el</strong>año 2001, tan solo seis meses <strong>de</strong>spués, había logrado un manejo <strong>de</strong> más <strong>de</strong> 380,000 TEU, alcanzandosu máxima capacidad. Este acontecimiento condujo a la construcción <strong>de</strong> la tercera fase <strong>de</strong> expansión ymo<strong>de</strong>rnización <strong>de</strong>l puerto, la cual fue concluida e inaugurada en enero <strong>de</strong> 2005, incrementando <strong>de</strong>manera notable la capacidad y <strong>el</strong> manejo <strong>de</strong> la carga en este puerto, logrando para 2010 un total <strong>de</strong> 2.7millones <strong>de</strong> TEUS, superando en más <strong>de</strong> 7 veces la capacidad inicial <strong>de</strong> construcción. Sirviendo a<strong>de</strong>más<strong>de</strong> enlace (―HUB‖) para la carga <strong>de</strong> la costa oeste <strong>de</strong> Suramérica y <strong>el</strong> Caribe, a<strong>de</strong>más <strong>de</strong> ser un centro <strong>de</strong>reposicionamiento <strong>de</strong> contenedores vacíos 40 .Ejemplo <strong>de</strong> <strong>de</strong>sarrollo portuario es <strong>el</strong> caso <strong>de</strong>l Puerto Cartagena en <strong>el</strong> Atlántico Colombiano, dicho puertohasta diciembre <strong>de</strong> 1993 fue operado por <strong>el</strong> Estado, pasando en concesión para 40 años, a partir <strong>de</strong>l 13<strong>de</strong> diciembre a manos la Sociedad Portuaria <strong>de</strong> Cartagena [capital privado (83% entre algunos extrabajadores) y público (17% Alcaldía <strong>de</strong> la localidad)], pasando <strong>de</strong> manejar 150,000 TEUs a 1.6 millones40http://www.ppc.com.pa/balboa_es.php73
