Unas y otras tensionescoinciden, y se intensifican en consecuencia, al anunciar el presidente Obamala intención de normalizar relaciones con La Habana. En lo que a Españase refiere, el auge y la diversificación que se observa en las relacionesbilaterales y la simpatía de que goza Obama, una vez más se diagnosticancomo desequilibradas respecto al discreto nivel de las relaciones políticas,visitas, cumbres, diálogo, etc., entre las dos capitales.Abstract2014 has been a difficult year for the Obama Administration. First, themid-term elections held in November resulted in a Republican Senate,after Republicans had already assumed control of the House of Representativesin a previous poll. This implies that President Obama will haveto face increasing challenges at both foreign and domestic levels in termsof new initiatives and legislation. Against this backdrop, the role of the USin the world and its prominence in the international liberal order is againbeing put into question, and so is the scope, organizational make-up andpowers of the Federal State. With only two years left of his presidentialterm, President Obama is being criticized for not having fulfilled all of hiselectoral promises. While President Obama is better valued abroad thanat home, he is nevertheless acclaimed for his efforts to reform the healthsector, solve the problem of illegal migration and recover the economy,as well as for his capacity to move in a world that is far more complexthan his peace-building, consensus-building and negotiation policies andinitiatives. His Administration in particular and the Democrats in generalhave to face increasing political polarization at the domestic level and theghosts of unfinished and announced wars internationally, amidst growingcompetitiveness from China, Russia and other nations. All these tensionscoincide and intensify when President Obama announces his intention ofnormalizing relations with Cuba.
