El uso de herramientas de medición de la calidad de las instituciones públicas en la cooperación internacional144 Se puede ver por lo tanto que los retos actuales para que los donantes utilicen de formaadecuada las herramientas de análisis de la calidad institucional existentes, están directamenterelacionados con la necesidad de que establezcan de forma clara, precisa y transparentecuáles son sus objetivos de cooperación y cuáles sus métodos de asignación de ayuday de los distintos canales de financiación posibles. Este proceso necesita de una fuertevoluntad política para llevarlo a cabo, ya que es frecuente encontrar distintos objetivos dela cooperación que pueden ser contradictorios entre sí y, consecuentemente, mecanismosde asignación de ayuda opacos que permiten la mayor discrecionalidad posible tanto a losgobiernos donantes como receptores de ayuda.ANEXO 1.
