Thepastoral discourse admonishes,comforts, teaches and <strong>en</strong>couragesthe believing community.Destruction of <strong>de</strong>mocraticinstitutions hampers politica<strong>la</strong>ction, which makes nationalcoexist<strong>en</strong>ce impossible and thecountry ungovernable. Nationalreconciliation and <strong>de</strong>f<strong>en</strong>ce ofhuman rights presuppose a wishto counteract impunity anduncover truth.Faith in the God of life impliesan unconditional option for life.Life, not <strong>de</strong>ath will have the finalword in history. Solidarity withthe poor is “prompted by faith”.The joy of Easter gives reasonfor hope. Hope is not onlysomething to simply wait for;it is a source for action andcommitm<strong>en</strong>t to those who suffer.Focus in the liberal political discourse is on national unity, <strong>de</strong>mocraticcoexist<strong>en</strong>ce, ethics in politics, peace, respect for human rights and nationalreconciliation. The big chall<strong>en</strong>ge is how national harmony could bepromoted in such a fragm<strong>en</strong>tised and afflicted society as the Peru of the1980s and 1990s. Does it make any s<strong>en</strong>se to speak about Peru as a nation?The liberal political discourse focuses on human rights and peacefulreforms rather than on viol<strong>en</strong>t means.
