Themovement of people and goods within and around cities has grownexponentially, resulting in ever increasing congestion, pollution,energy consumption and many other ill effects.At the outset of this new, 21st Century, it is time to bring about asustainable mobility for everyone, modernising the transportnetworks and services while respecting each city’s unique spirit andhistory.On behalf of the European Commission, I am pleased to invite youto participate actively in this not-to-be-missed event, and thus tojoin the pioneers in re-shaping our vision of sustainable citymobility.La Comisión Europea considera que las ciudades de tamaño mediojuegan un papel importante en la sociedad de hoy en día.El siglo XX ha estado marcado por un notable desplazamiento depoblación del campo a las ciudades, muy a menudo de forma noplanificada. El movimiento de personas y mercancías dentro yalrededor de las ciudades ha crecido considerablemente,originando problemas de congestión, contaminación y muchosotros efectos adversos.Al comienzo de este nuevo siglo XXI, es hora de aportar a cada unade estas ciudades una movilidad sostenible para todos, mediante lamodernización de las redes de transportes y servicios, respetandoen todo momento la historia y el espíritu únicos de cada ciudad.En nombre de la Comisión Europea, me complace invitarle aparticipar de forma activa en este acontecimiento de "obligadaasistencia" y, de este modo, unirse a los pioneros que estáncambiando nuestra visión para preservar la movilidad en lasciudades.Josu BergaraPrime MinisterDiputado General de BizkaiaBreathtaking changes in communications and the Internet havemade it possible to access travel information and services anytime,anywhere - a revolution superbly captured by the Congress theme"The City at Your Fingertips". Internet access is joining forces withinnovations such as WAP, GPRS and precise positioning technologiesto make possible a whole new world of location-based ITS services.But mid-sized cities face specific and unique challenges when itcomes to implementing ITS. To reap the rewards ITS offers willrequire new partnerships, even new policies. Public administrationand transport operators must be joined by the financial andinsurance sectors, media, telecom operators and Internet serviceproviders to help weave the new web of relationships that willenable efficient transport networks and critical services such as realtimetraffic information. @Bilbao 2001 will home in these needs andindeed place “The City at Your Fingertips”.Los impresionantes cambios que han supuesto las comunicaciones eInternet han hecho posible el acceso, en cualquier momento ylugar, a información y servicios de viaje. Una revolución muy biencaptada por el lema del congreso: "La ciudad en la punta de susdedos". El acceso a Internet combina su potencial con innovacionestales como WAP, GPRS y otras tecnologías de posicionamiento deprecisión, haciendo posible todo un mundo de servicios SITasociados a una ubicación concreta.Pero cuando se trata de implantar SIT, las ciudades de tamañomedio se enfrentan a desafíos específicos. Para sacarle partido alpotencial de los SIT es necesario establecer nuevas vías decooperación con varios actores del sistema de transporte, inclusonuevas políticas. Las autoridades públicas y los operadores detransporte deben unirse al sector financiero y de seguros, losmedios de comunicación, los operadores de telecomunicaciones ylos proveedores de servicios de Internet para ayudar a crear unnuevo sistema de intercambios que contribuya a crear redes detransporte eficientes y servicios críticos, como la información detráfico en tiempo real. @Bilbao 2001 dará una multitud de ofertasque harán hincapié en todas estas necesidades, poniendoautomáticamente “La ciudad en la punta de sus dedos”.4

Breakingnew ground in ITS Congresses, Bilbao2001 will focus on theperspective of medium-sized cities (population centres around amillion), their transport and mobility issues and solutions. Cityauthorities, solution providers, service operators and userrepresentatives will collaborate in small, targeted sessions, whereeveryone can share their concerns, views and experiences.Plus, for the first time, Congress and Exhibition will be seamlesslyintegrated, linking presentations and workshops with actual ITSsolutions.
