3. Life Management, through evaluation of the
current situation; degradation mitigation; and a main
equipment upgrade program.
With these approaches, we will be able to
preserve our assets and create value, as has already
been demonstrated in other nuclear power plants,
such as TVO, with high capacity factors. The basis
of the Technology Plan is recognizing that there is a
close relationship between safety, life management
and cost and investment effectiveness that should be
integrally focused on maintaining and improving
long-term Plant operation.
PSR: PERIODIC SAFETY REVIEW
In conclusion, I would like to refer to an important
matter for Cofrentes NPP and any nuclear power
plant, which is the Periodic Safety Review (PSR),
which in 1999 involved a significant effort by the
entire Plant organization to review and assess the
historical evolution of operation, from the current
perspective, in order to improve safety management
in the search for operational excellence and thus
attain high safety and reliability standards.
Con estos planteamientos podremos
preservar nuestros activos y crear
valor, como ya se ha demostrado
en otras centrales nucleares, como
TVO, con altos factores de capacidad.
El fundamento del Plan
Tecnológico consiste en reconocer
que existe una fuerte relación entre
seguridad, gestión de vida y eficiencia
en costes e inversiones que deben
enfocarse de forma integrada
para mantener o mejorar el funcionamiento
de la Central a largo plazo.
RPS: REVISIîN PERIîDICA
DE SEGURIDAD
Por último y para finalizar mi intervención,
me gustaría referirme a
un tema importante para C.N.
Cofrentes y para cualquier central
nuclear como es la Revisión
Periódica de Seguridad (RPS) que
en 1999 ha constituido un esfuerzo
significativo para toda la organización
de la Central a fin de revisar y
evaluar, con la perspectiva actual,
la evolución histórica de la operación
con el objetivo de mejorar la
gestión de la seguridad en la búsqueda
de la excelencia operacional
y conseguir con ello altas cotas en
seguridad y fiabilidad.
Este trabajo ha supuesto la participación
de todas las Unidades y
Secciones de C.N. Cofrentes, bajo
la coordinación y supervisión de un
equipo independiente liderado por
Seguridad Independiente y
Licenciamiento. El examen ha sido
exhaustivo en relación a datos, archivos
y registros, reflejo de la historia
operativa de la Central.
En la RPS hay que destacar la
evolución continua que se ha producido
en el campo de la reglamentación
y normativa, que ha
resultado en modificaciones importantes
en el diseño y procedimientos
de explotación que la
Central ha ido implantando durante
sus quince años de funcionamiento,
sin que se haya detectado
ninguna desviación digna de
mención.
Aunque es comprensible que en
algunos temas la situación actual es
apreciablemente diferente a la del
inicio de la operación comercial, se
puede concluir como resultado final
de esta RPS, que la explotación
de C.N. Cofrentes, durante el periodo
que comprende la revisión, ha
sido fiable y segura, siendo su respuesta
totalmente positiva e inmediata
en todos los casos y aspectos,
frente a los requerimientos de seguridad
y fiabilidad que se han presentado.
Se constata que no sólo se han
mantenido sino que incluso se ha
mejorado el nivel de seguridad y
fiabilidad operacional de la Central
con las medidas y proyectos
de mejora llevadas
a cabo a lo largo
de los primeros quince
años de operación comercial.

ACTIVIDADES DE
OPERACIîN 1999
Durante el periodo
1999 lo más destacable
All units and divisions of Cofrentes NPP have
taken part in this effort, under the coordination and
supervision of an independent team headed by
Independent Safety and Licensing. A thorough
review was made of data, files and records that
reflect the Plant’s operating history.
The PSR addresses continuous evolution in the
field of regulations and standards, which has
resulted in major modifications in design and
operating procedures that the Plant has been
implementing throughout its fifteen years of
operation, without having detected any deviation
worth mentioning.
Although understandably the current situation of
some issues is appreciably different from the
situation existing at the beginning of commercial
operation, it can be concluded, as a final result of
this PSR, that Cofrentes NPP operation during the
period covered by the review has been reliable and
safe, and that in all cases and circumstances it has
responded positively and immediately to the safety
and reliability requirements that have emerged.
It is seen that, with the enhancement measures
and projects undertaken throughout the first fifteen
years of commercial operation, the Plant’s
operational safety and reliability levels have not
only been maintained, but they have even been
improved.

OPERATION ACTIVITIES 1999
During 1999, the most
noteworthy fact was that Unit I
stayed online from the beginning
of the preceding cycle (cycle XIII,
December 17, 1997) until it was
uncoupled for the thirteenth
refueling outage (May 29),
amounting to a total of 528 days
of uninterrupted operation. This
milestone is a world record for
operation at power for three-loop
Westinghouse plants. Gross
electricity output generated
during the cycle was 11,945,090
MWh, the highest ever in an
Almaraz NPP operating cycle.
