dialogue and this project in a letter of identity. This
was drafted and distributed to all employees, so that
they would know what the project bases and
intentions were. In July 1998, we completed
negotiations and the support engineering action
procedures were at a significantly advanced stage.
Another major milestone was reached in December
1998, when an agreement was reached with the
social partners to regulate staff and move to the
headquarters in Vandellós which we were building.
In February of last year, we received the formal
approval that permitted us to go ahead with staff
regulation, as formerly agreed with the social
partners.
In April 1999, Vandellós II had a refueling, during
which a power uprate and main turbine replacement
were simultaneously performed. This refueling is
significant, because for the first time we began to
move in-house personnel and some contractor
personnel from Ascó to Vandellós, establishing the
first collaborations in different areas of maintenance.
In May we closed the two work centers in Barcelona,
which were adjoining but separate units, and the
entire organization moved to Vandellós. In the
month of June, we implemented an economic
system to administer the two associations and the
three co-ownerships, which already had a common
principle based on a SAP R4 system, which is the SIE
2000. By July we had completed the entire process
of drafting procedures for the administrative and
management process and the main processes of
technical intercommunication between the different
Managements, and we received the first external
management sanction in the form of the ISO 9001
certification for Ascó and Vandellós as a joint entity.
Also that month we began the refueling and power
uprate in Ascó Unit II. The power uprate of the Ascó
units was sequenced, first replacing the turbines and
then uprating the nuclear reactor; this was done for
Ascó II in 1999 and is about to be completed this
months for Ascó I. In December, continuing with the
integration processes, we received environmental
management certification 14001 jointly for Ascó and
Vandellós. Finally, last month we received the Osart
verification mission, which had visited Ascó in the
spring of 1998 and with which we made the
commitment to apply the lessons learned in the
preparation during and after the mission to the Ascó
and Vandellós plants.
It is obvious that since neither one of the plants,
each of which has its own highly reputed track
record, could abandon its projects, we had to carry
out the integration by completing the projects in
which the plants complemented each other.
One of the issues that I would stress in these

es significativa porque por
primera vez empezamos a trasladar
personal propio y algún personal de
contratista desde Ascó a Vandellós,
estableciéndose las primeras colaboraciones
en diversas áreas de
mantenimiento. En el mes de mayo
cerramos los dos centros laborales
de Barcelona, que estaban contiguos
pero eran distintos, y toda la
organización se trasladó a
Vandellós. En el mes de junio pusimos
en marcha un sistema económico
administrando las dos asociaciones
y las tres comunidades de
bienes, pero ya tenía un principio
común basado en un sistema SAP
R4, que es el SIE 2000. En el mes de
julio habíamos terminado todo el
proceso de procedimentación de los
procesos administrativos y de gestión
y los principales procesos de
intercomunicación técnica entre las
diversas Direcciones, y recibido la
primera sanción exterior, en términos
de gestión, al vernos otorgada la
certificación ISO 9001, ya como entidad
conjunta Ascó y Vandellós.
También este mes iniciamos la recarga,
de aumento de potencia, de
la Unidad II de Ascó. El aumento de
potencia de las unidades de Ascó se
secuenció, primero cambiando las
turbinas y, a continuación, hecho ya
en 1999 para Ascó II y a punto de
culminar este mes para Ascó I, el
aumento de potencia de la caldera
nuclear. En diciembre, continuando
con los procesos de integración, recibimos
la certificación 14001, conjunta
para Ascó y Vandellós, de gestión
medioambiental. Y, finalmente,
durante el pasado mes recibimos la
visita de verificación de la misión
Osart, que había estado en la primavera
de 1998 en Ascó, y con la que
nos comprometimos a aplicar a la
central de Ascó y a la de Vandellós
las lecciones aprendidas en la preparación
durante y después de la
misión.
Como se ve y dado que cada una
de las centrales, que tenía una biografía
plena y reputada, no podía
dejar sus proyectos, tuvimos que llevar
a cabo la integración cumpliendo
los programas en los que las centrales
estaban complementadas.
Una de las cuestiones que yo destacaría
en estas reflexiones es la importancia
en estos procesos de
aceptar el tempo de cada cosa. El
proceso de análisis de los dos mantenimientos
en que nos encontramos
inmersos es un proceso necesariamente
lento en maduración, es
un proceso en profundidad. Una de
las cuestiones más importantes es
dar con el tempo de cada uno de
los aspectos que mueve este tipo de
integraciones.
Los conceptos básicos de la organización
son: tener una gerencia común,
tener unas direcciones de servicios
comunes a ambas plantas y,
en lo que corresponde a las centrales,
hacerles una estructura lo más
homogénea posible para facilitar las
sinergias, lo cual no quiere decir
que sea una estructura absolutamente
clónica, porque en una central
