Austin: Surge pricing cannot be implemented during a period of “abnormal market <br />
disruption.” This is defined as: <br />
“any change in the ground transportation market, whether actual or imminently <br />
threatened, resulting from stress of weather, convulsion of nature, failure or shortage of <br />
electric power or other source of energy, strike, civil disorder, war, military action, national <br />
or local emergency, or other cause of an abnormal disruption of the market which results in <br />
the declaration of a state of emergency by the governor” <br />
DC: During a state of emergency, the surge multiplier may only be as high as the next <br />
multiplier down from the highest three multiples seen on separate days over the past 60 <br />
days. <br />
Chattanooga: Surge pricing is prohibited during times of “abnormal market disruption.” <br />
This covers any circumstance where a state of emergency is declared by the Mayor, County <br />
Mayor, Governor, or President. <br />
Illinois: Taxis are permitted to charge TNC fares, if they are summoned through a TNC app. <br />
