Austin: TNCs cannot allow drivers to refuse or charge more to passengers u<strong>sin</strong>g mobility <br />

assistance equipment or service animals. If transporting a service animal would pose a <br />

serious health threat to the driver, the TNC must provide an alternate driver. <br />

Chicago A&B: TNPs have an affirmative duty to respond for requests from designated <br />

underserved areas. They must report drivers who fail to comply. <br />

Passengers must be able to opt out of being rated. <br />

Columbus: Drivers may not discriminate based on starting point or end point. <br />

Dallas: Drivers may not refuse a customer unless, the customer is disorderly, the driver is <br />

already engaged, the driver has reason to suspect the customer is engaged in unlawful <br />

conduct, the driver reasonably fears for their safety. <br />

Houston: Drivers may not discriminate. Drivers must operate their vehicles in such a way as <br />

to accommodate the comfort of their passengers. Drivers may not use offensive, violent, or <br />

threatening language or gestures. Drivers may not “create by chemical means any noxious <br />

and unreasonable odor.” Drivers must inspect their vehicles after each fare, ensuring <br />

cleanliness and reporting any items left behind. <br />

Minneapolis: Drivers may not refuse to convey an orderly passenger and licensees have an <br />

affirmative duty to respond to requests. Licensees may be held responsible if their drivers <br />

fail to respond to a request from an orderly passenger. <br />

Seattle: Payment may only be made via the TNC’s electronic dispatch system. Drivers may <br />

not refuse to transport someone unless, the passenger is acting in an endangering manner, <br />

the passenger fails to provide a destination, the driver has already been dispatched to <br />

another customer. <br />

St. Paul: Drivers may not refuse to convey an orderly passenger and licensees have an <br />

affirmative duty to respond to requests. Licensees may be held responsible if their drivers <br />

fail to respond to a request from an orderly passenger. <br />

Tulsa: Discrimination is prohibited. <br />
