All jurisdictions require that TNC companies maintain a zero tolerance policy
towards intoxicated driving. In many, a complaint alleging that a driver is operating
a TNC vehicle under the influence must result in the immediate suspension of the
driver and an investigation. Drivers may only be reinstated if cleared.
Some jurisdictions also require that complaints and the results of the ensuing
investigations be reported on an annual basis. As far as it applied to p2p
transportation platforms, both zero tolerance policies and reporting the results of
zero tolerance investigations to regulators originated in the California PUC’s
September 2013 rulemaking.
DC: Washington DC also has zero tolerance policies for refusing service based on pickup
location, drop off location, or a protected characteristic (including the use of a service
animal) as well as derogatory language and rating a passenger on the basis of a protected
characteristic.
