Illinois: “Transportation network company” or “TNC” means an entity operating in this <br />

State that uses a digital network or software application service to connect passengers to <br />

transportation network company services provided by transportation network company <br />

drivers. A TNC is not deemed to own, control, operate, or manage the vehicles used by TNC <br />

drivers, and is not a taxicab association or a for-­‐hire vehicle owner. <br />

Milwaukee: “Network company means a transportation company or bu<strong>sin</strong>ess that uses an <br />

online, digital or electronic platform to connect passengers with network vehicles operated <br />

by public passenger drivers.” <br />

“Network vehicle means a public passenger vehicle operated as a taxicab under contract <br />

service arranged through a network company” <br />

Minneapolis: “Transportation network company (TNC): A person or entities affiliated with <br />

TNC drivers that provide transportation application services via one (1) unique <br />

transportation application system to connect TNC endorsed drivers with passengers for the <br />

transport of passengers for compensation and meeting the licen<strong>sin</strong>g requirements of <br />

section 343.20 and any other requirements under this chapter.” <br />

Oklahoma City: “Transportation network company or TNC means a company that enables <br />

passengers to request, only through its digital network, digital platform or the internet, <br />

transportation network vehicle services from permittees u<strong>sin</strong>g transportation network <br />

vehicles.” <br />

Seattle: “Transportation network companies (TNC) provide application dispatch services <br />

(technology that allows consumers to directly request dispatch of for-­‐hire drivers for trips <br />

via the internet u<strong>sin</strong>g mobile interfaces such as smartphone applications,) to connect <br />

drivers with passengers for transportation services. ” <br />

Spokane: “Uber refers to itself as a ride-­‐sharing network that uses a digital <br />

platform to connect passengers to ridesharing operators u<strong>sin</strong>g their personal vehicles <br />

for the purpose of transportation. The City has referred to this form of transportation <br />

service as a a transportation network company. Regardless of how this form of <br />

transportation service is defined now by either of the parties, it is essentially an <br />

organization that matches drivers and riders on a prearranged basis, for trips provided <br />

by drivers u<strong>sin</strong>g their personal vehicles” <br />

St. Paul: “Transportation network company (TNC) means a person or entity affiliated with <br />

TNC drivers that arranges transportation services via one (1) unique internet-­‐based <br />

transportation application system, connecting TNC-­‐endorsed drivers with passengers for <br />

the transport of passengers for compensation, and meeting the licen<strong>sin</strong>g requirements of <br />

section 373.05 and any other requirements under this chapter.” <br />

Tulsa: “Transportation network company or TNC means a company that enables passengers <br />

to request transportation network vehicle services only through a digital platform.” <br />

Virginia: ‘A "Transportation Network Company" or "TNC" shall mean a company that
