Peer-­‐to-­‐Peer Transportation Regulations In <br />

the United States <br />

Intro <br />

The purpose of this document is to provide an overview of different aspects of the <br />

regulations various US jurisdictions have passed that apply to UberX. This summary covers <br />

regulatory documents as written and does not address issues of interpretation. <br />

This is a living document, and is constantly being updated. If you see something <br />

mis<strong>sin</strong>g or a detail that is wrong, please leave a comment. <br />

A Note on Chicago <br />

Chicago has two separate classes of “transportation network providers” (TNPs), with <br />

different levels of regulation. Class A TNPs are those whose total driver pool averages 20 or <br />

fewer hours of operation per week. Class B TNPs are those whose driver pool averages <br />

more than 20. For the purposes of classification, average hours per week are calculated by <br />

dividing the number of hours network vehicles operated within the city (and on trips <br />

originating within the city), over a six month period, by the total number of active drivers <br />

during that period and the number of weeks in that period (hours/drivers/weeks). <br />

For the purposes of this section, information pertaining to these licen<strong>sin</strong>g classes will be <br />

explicitly denoted as Chicago A and Chicago B. <br />
