Introducción Introduction
Estimados colegas:
Bienvenidos a la XXXIII edición del Philips LED Rally
Argentina 2013.
Nos resulta grato presentarles el Libro de Seguridad para
la Prensa, esperando que sea de utilidad para desarrollar sus
tareas de la manera más eficiente y en el respeto de las
normativas de seguridad. En cada temporada del
Campeonato del Mundo de Rally FIA las exigencias en materia
de seguridad van creciendo y, junto a ellas, las condiciones
de trabajo para la prensa, fundamentalmente para fotógrafos
y camarógrafos. Hemos procurado con este libro proponerles
una serie de ubicaciones recomendadas para llevar a cabo
sus tareas.
Se trata de los puntos más concurridos por el público,
debido a que representan las características generales de
nuestra carrera. En alguna de estas ubicaciones, la
Organización ha previsto personal bilingüe cuya tarea es
ayudar a los representantes de la Prensa acreditada a realizar
su trabajo y colaborar con el operativo de seguridad de la
Policía. Les solicitamos puedan seguir sus instrucciones o
recurrir a ellos en caso de alguna necesidad.
La mayoría de las ubicaciones sugeridas permiten un
ingreso y un egreso relativamente accesible, con intersecciones
que llegan hasta puntos cercanos a las áreas de fotógrafos,
otros obligan a caminar algunos metros, en tanto que los
menos no son prácticos por encontrarse lejos de los accesos
posibles.
Hay algunos puntos de acceso con helicóptero. Se trata
de sectores con muy buenos paisajes que se encuentran, por
lo general, a mitad de los especiales. Los mismos están
identificados con su posición por puntos de GPS, como
también por su ubicación en el Libro de Ruta. Las medidas de
seguridad para el público, en estos lugares, no son tan
severas, ya que no registran una presencia masiva de
fanáticos, precisamente por estar lejos de los accesos
vehiculares.
Dear Media colleagues,
Welcome to the XXXIII edition of 2013 Philips LED
Rally Argentina.
We are glad to introduce this Media Safety Book. We hope it
would be helpful to facilitate your professional work in safety
matters. Every new season FIA World Rally Championship
increases its demand regarding safety measures as well as
better media working conditions, mainly for photographers and
cameramen. This Book aims at providing recommended
locations for these professionals.
These locations receive largest crowds of fans as they
represent the most relevant characteristics of our race. At some
of these places, Organisers have foreseen the presence of
bilingual staff to help accredited photographers to carry on their
task safely and to co-operate with the safety plan of Police
forces. We ask you to follow their instructions and ask for their
help in case of any situation you need to solve.
As you will see, most of these locations allow an easy
way-in and way-out, with intersections that get close to
photographers’ area; while others demand some walking. A
few of them are not practical as they are far from possible
entrances.
There are some points only reachable by helicopter.
They have beautiful landscapes usually placed at mid stage,
identified by GPS and indicated in the Road Book. There are
no strict public limits in these areas as they are not easily
accessible to fans, situated far away from vehicle entrances.
We hope you enjoy our beautiful

En este Libro de Seguridad de Prensa, ustedes encontrarán:
• Un mapa de cada prueba especial, para ubicarlos en los
accesos más importantes, puntos de largada y llegada,
distancia del especial, horario de largada, horario de cierre
de ruta para la prensa.
• Un mapa similar con la ubicación de las áreas de fotógrafos,
las intersecciones para llegar a los mismos y los
estacionamientos para la prensa.
• Una descripción indicando cómo acceder a las
intersecciones, cómo transitar por las mismas y donde está
ubicado el estacionamiento. Otra indicando las
características del lugar y las medidas de seguridad.
Importante
La organización del Philips LED Rally Argentina 2013 ha dispuesto
en cada una de las áreas de fotógrafos más críticas la presencia
de un personal bilingüe Inglés >< Castellano cuyas tareas son:
• Indicar a la prensa acreditada dónde ubicarse en función de
la seguridad y continuidad del evento. Por favor, acatar
sus indicaciones ya que las mismas han sido estudiadas
y evaluadas por los encargados de seguridad de la
organización
• Trabajar junto con la Policía como medio de
comunicación y contacto entre ellos y la organización en
caso de conflictos o emergencias; y para lograr mantener
los sectores de fotógrafos sin que sean ocupados por
personas no autorizadas.
• Igualmente, como contacto entre prensa y policía
explicándoles a las fuerzas policiales los derechos y
prerrogativas de la prensa debidamente acreditada.
Les pedimos colaborar con ellos ya que responden a
instrucciones del Director de la Prueba y del Responsable de
Seguridad. En caso de observar irregularidades deben elevar
un informe al Director o a la Delegada de Prensa FIA.
Seguridad e identificación de la prensa
Es reconocido que la Prensa juega un rol muy importante en el
Campeonato del Mundo de Rally FIA, y cada miembro de los
equipos de trabajo de la prensa deben poder llevar a cabo su
trabajo en las mejores condiciones posibles.
De todas formas, los miembros de la Prensa no están exentos
de respetar las reglas de seguridad. En general, esto no debe
interferir con sus posibilidades para poder llevar a cabo su
trabajo. Sin embargo, la seguridad siempre tiene prioridad.
La Prensa se divide en dos grupos:
PRENSA
Periodistas, reporteros de radio y otros trabajadores de prensa
identificados con una credencial de prensa emitida por la FIA o el
Organizador del Evento. En los tramos de carrera, usted siempre
deberá ubicarse en los sectores designados para el público.
Las credenciales de prensa son entregadas para su uso personal y
no son transferibles. Cualquier incumplimiento a esta norma derivará
en el retiro inmediato de la credencial. El incumplimiento de las
indicaciones de los oficiales de seguridad de moverse a un lugar
más seguro en una prueba especial también será una posible causa
para el retiro de la credencial.
This Media Safety Book includes:
• A map of every special stage so that you can get an orientation
about most relevant access roads, start and finish points, SS
distance, start time, closing road schedule for media.
• A layout with Photographers’area location, intersections to
get there, and media parking areas.
• A short description of how to get access to intersections, how
to drive along them and the parking location. A description
of the stage features and safety measures will also be
included.

PRENSA CON CHALECO
Camarógrafos y fotógrafos estarán identificados con chalecos
numerados emitidos por la FIA. Las áreas de prensa descriptas
en este libro son exclusivamente para ustedes. Sólo
representantes de medios de prensa utilizando una credencial
de prensa y chaleco FIA WRC tendrán acceso permitido a
estas áreas en las pruebas especiales, donde el público
general no puede ubicarse.
Estas áreas están demarcadas en este Libro de Seguridad para
la Prensa como zonas exclusivas para periodistas con chaleco
FIA WRC. El resto de los trabajadores de prensa con credencial
deberán permanecer en las zonas de espectadores.
Sólo quienes utilicen chaleco FIA WRC más credencial
tendrán permitido caminar por los tramos especiales en el
intervalo entre el paso de un auto y otro, siempre bajo la
supervisión del oficial presente.
Se recuerda que el chaleco deberá estar siempre visible y no
podrá estar cubierto de ninguna forma. Cada chaleco FIA
WRC es identificado a la persona que lo recibe y no es
transferible. El incumplimiento de esta norma podrá resultar en
el retiro inmediato del chaleco.
Incumplimiento de las normas
Si en la opinión de un oficial de policía, oficial deportivo o el
Delegado de Seguridad de la FIA el portador de un chaleco es
identificado en un área de peligro, se le solicitará que se mueva
a una zona segura. Si esta instrucción es ignorada, se realizará
un reporte escrito del incidente indicando el número de chaleco.
Este reporte será remitido al Director de la Prueba, quien
inmediatamente lo reenviará a la Delegada de Prensa WRC de
la FIA para su investigación quien, a su criterio, puede citar a
las partes involucradas. Habiendo escuchado a cada una de
las partes, la Delegada de Prensa WRC de la FIA puede a)
imponer un apercibimiento, que será tenido en cuenta en el
transcurso del evento en caso de una nueva infracción, b) retirar
la acreditación por uno o más días del presente o futuros
eventos, c) remitir el asunto a los Comisarios de la Prueba, d)
remitir el asunto al Consejo de Prensa de la FIA.
Zonas de Fotógrafos
Las zonas más interesantes para el trabajo de la Prensa lo son
también para el público, que se da cita en gran número. En
este libro de Seguridad para la Prensa hay planos con la
ubicación designada por la organización para la Prensa. En
muchos de esos sectores hay estacionamientos exclusivos para
los vehículos de prensa, les pedimos que colaboren con los
encargados de cada sector para que todos sus colegas tengan
las mismas oportunidades.
Los fotógrafos que lleven chaleco:
• Pueden ubicarse y movilizarse dentro de las zonas
designadas para los fotógrafos, siempre priorizando la
seguridad.
• En las pruebas con áreas de fotógrafos, pueden movilizarse
por la prueba siempre siguiendo las instrucciones de los
oficiales, pero nunca ubicarse por debajo del nivel del
camino.
• Pueden cruzar el camino mientras se corre el tramo pero
SOLO si es completamente seguro.
• NO PUEDEN ubicarse en los sectores prohibidos ya que
son potencialmente peligrosos.
• Pueden ingresar al tramo en el horario estipulado en el
cronograma de cierres de rutas (1 hora antes de la largada
del primer auto en la prueba especial).
• Retirarse del tramo en la dirección en que se corre SOLO
luego del paso del auto de barrido. En los tramos con
segunda pasada, SOLO los periodistas con chaleco
pueden abandonar el tramo luego de la primera pasada
de los competidores y del auto de barrido.
• Pueden ubicarse en los sectores del público en general. En
donde fuere seguro, podrán ubicarse por delante de la
cinta/barrera para el público SOLO si el oficial de la
prueba lo permite. Por favor, acatar su criterio.
TABARD MEDIA
TV cameraman and photographers will be identified with
numbered tabards issued by the FIA. Photo areas described in
this book are exclusively for you. Only media representatives
wearing a media pass and FIA WRC tabard will be allowed
to access to these reserved areas on special stages where
spectators are not permitted. These areas are marked in this
Media Safety Book as designated tabard media zones. All
other media members must remain in designated spectator
areas on the stages.
Only tabard holders are allowed to walk along the stage in the
intervals between the passings of rally cars, under marshal’s
supervision.
Media representatives wearing a tabard must ensure it is clearly
visible at all times and not covered in any way. The tabard is
allocated on a strictly named basis and is non-transferable.
Failure to comply with this provision will result in the immediate
withdrawal of the tabard.
Failure to comply with the regulations
If in the opinion of a marshal, official or the FIA Safety Delegate,
the wearer of a tabard is located in an area of danger he/she
will be asked to move. If this instruction is ignored, a written
report of the incident, notifying the number of the tabard holder,
must be sent to the Clerk of the Course, who will immediately
forward it to FIA WRC Media Delegate for its investigation. The
FIA WRC Media Delegate, having examined the matter, may
at his/her discretion, summon relevant parties.
Having heard the parties, the FIA WRC Media Delegate may
a) impose a reprimand, which will be taken into account in the
event of a further offence, b) withdraw the accreditation for one
or more days of the current or following event(s), c) refer the
matter to the Stewards of the Meeting, d) refer the matter to FIA
Press Council.
Photographers’ Areas
Most interesting locations for Media are also for spectators who
gather in the hills in large numbers. In this Media Safety Book
you will find maps with areas chosen by Organisers for the
Media. There are parking spaces solely for vehicles used by
Media. We kindly ask for your cooperation to achieve fair
working conditions to everyone, helping the persons in charge
of every SS.
Photographers wearing Media Tabard:
• Are allowed to move within the confines of these safe zones.
Safety is first.
• At designated photo areas, media is able to move along the
stage, always following marshal’s instructions, but never
standing below the level of the road.
• When a special stage is run, crossing the track is permitted
ONLY when safe.
• Must stay out of the NO-GO areas as they have been
designated potentially hazardous
• Access with vehicles through the start of a special stage is
permitted until the media road closing time published in this
Media Safety Book (usually 1 hour before the starting time
for the first car).
• Are allowed to leave the special stage, in the direction of
the rally route, ONLY after the passage of the sweeper car.
In some stages that are run twice in one leg, ONLY tabard
media will be permitted to leave the stage after the first
passage of rally cars and the sweeper car.
• Spectator areas as defined in media guide and/or official
program can also be used by tabard media. Where safe,
marshals will allow you to stand just in front of spectator
barrier/fencing. Please, respect marshals’ criteria.

Requisitos para transitar en rutas y caminos de la provincia de Córdoba
Requirements for transit in routes and roads in Córdoba province
• Licencia para conducir: Debe estar en buen estado y
habilitada en tiempo y forma. No mostrar el carné es infracción.
• Seguro: Se solicita el comprobante de constitución de
póliza de seguro.
• Ocupantes: Utilizar siempre el cinturón de seguridad. La
cantidad de ocupantes permitida está determinada por el
número de cinturones de seguridad que tenga el auto.
• Espejos retrovisores: Deben estar en buenas
condiciones los dos retrovisores externos.
• Baliza triangular: Puede ir guardada en el baúl hasta
ser utilizada.
• Matafuego: Dentro del habitáculo, fijo y al alcance de la mano.
• Luces: A cualquier hora del día en rutas, llevar encendida
la luz baja, las luces de posición y patentes. Deben estar
limpias y en correcto funcionamiento: freno, giro, retroceso,
antiniebla, emergencia, baja, alta y posición.
• Velocidades máximas: En rutas 110Km/h y en
autopistas 130Km/h.
• Driver's license: Must be in good conditions and in force.
Not showing this card is considered infringement.
• Insurance: proof of insurance constitution is requested.
• Occupants: Always wear seat belts. The number of
occupants allowed is determined by the number of seat belts
available in the car.
• Rearview Mirrors Both external mirrors must be in good
conditions.
• Red reflective triangle: It may be stored in the boot.
• Fire extinguisher: Inside the cockpit, fixed and
reachable.
• Lighting: Lights must be on at any time of day in routes.
Brake, turn, reverse, low, high and position lights must be
clean and working properly in every moment.
• Maximum speed: 110Km/h in routes and 130Km/h in
highways.
ZONAS PROHIBIDAS AL PÚBLICO
FORBIDDEN AREAS FOR SPECTATORS
Por motivos de seguridad y conservación del patrimonio
natural y cultural de la Provincia de Córdoba, el Comité de
Organización del Philips Led Rally Argentina 2013 ha
dispuesto que los siguientes sectores de la carrera
permanezcan cerrados al acceso del público:
For safety reasons and Córdoba natural and cultural patrimony
conservation, the Philips LED Rally Argentina 2013
Organisation Committee has decided that the following areas
of the Rally remain closed to spectators and media access:
PE 2 y 4 – SANTA CATALINA / LA PAMPA
Sector comprendido entre la largada y el kilómetro 1 del
especial de competencia, específicamente en toda el área
de la iglesia Santa Catalina.
Referencia del Libro de Ruta: Pág. 35, Cuadros 1 y 2
Este sector estará permitido SOLO a fotógrafos y
camarógrafos CON CHALECO DE PRENSA y únicamente en el
sector indicado como punto de prensa especificado en este
Libro de Seguridad.
PE 7 y 9 – AMBOY / YACANTO
Desde el kilómetro 17 hasta el kilómetro 37 será zona
vedada al público. Antes y después de ese sector habrá
zonas de público con amplios estacionamientos.

Este sector estará permitido SOLO a fotógrafos y
camarógrafos CON CHALECO DE PRENSA y únicamente en el
sector indicado como punto de prensa especificado en este
Libro de Seguridad.
SS 2 & 4 – SANTA CATALINA / LA PAMPA
Special stage section between Start and Km. 1. Specific
area of the Santa Catalina church.

This section will be allowed ONLY for phtographers and
cameramans with MEDIA TABARD and only in the Media
Zone indicated in this Safety Media Book.
SS 9 & 12 – AMBOY / YACANTO
There will be a forbidden area for spectators from Km. 17 to
Km. 37 on safety reasons. Wide spectators areas will be set
before and after this forbidden section, near the start and the
end of the SS.

This section will be allowed ONLY for phtographers and
cameramans with MEDIA TABARD and only in the Media

“Casilla de Turismo” (Referencia GPS:

del cartel “Oficina de Turismo”. Una vez en
el camino de tierra, hacer 100 metros y
doblar a la izquierda. Desde allí continuar
por el camino principal 3,6Km hasta el
estacionamiento, próximo a la llegada del
especial. El Punto de prensa se encuentra
1.400 metros en el sentido contrario del
especial.

tramo de carrera 7,50km hasta el puente.
Recuerde que no podrá mover su vehículo
hasta el paso del auto de barrido.
OPCION 2: Desde el Parque de Servicio,
seguir las indicaciones del Road Book (Pág.
19) hasta la Página 23, Cuadro 25 del
Road Book y NO tomar el acceso. Seguir
derecho hasta el siguiente puente y tomar la
salida hacia Jesús María (Referencia GPS:
S31 21.279 / W064 11.382). Desde allí
continuar 65,9 kilómetros, pasar la ciudad de
Jesús María hasta el desvío por R60
(Referencia GPS: S30 47.614 / W064
04.145). Doblar a la izquierda en R60 y
continuar 3,9 kilómetros hasta R17 (camino de
tierra a la izquierda) (Referencia GPS: S30
46.203 / W064 05.536). Desde allí
continuar 23 kilómetros hasta desvío a la
izquierda en (Referencia GPS: S30
46.725 / W064 18.315). esde este punto
continuar 10,2 kilómetros hasta el poblado de
Colonia Hogar donde podrá estacionar. El
punto de prensa se encuentra a 2.200 metros
en el sentido del especial.

don’t take the exit. Continue straight until you
get the next extit at your right referente Jesús
María (GPS Reference: S31 21.279 /
W064 11.382). From there continue over
R9 65,9 Km, cross Jesús María city until you
get R60 exit at your left (GPS Reference:
S30 47.614 / W064 04.145). Take
R60 and continue 3,9 Km until you get R17

Se accede por ruta 38 (dirección Carlos
Paz – La Cumbre). 1,6Km después del
peaje “Villa Giardino” tomar a la derecha
por camino de tierra, luego del cartel que
indica: “Candonga, Ascochinga, Jesús
María” (Referencia GPS: 31 00 913 S
/ 64 30 469 W). A los 3,7 kilómetros en
cruce doblar a derecha, seguir por camino
principal en dirección al especial. A los
4,3km sector de estacionamiento. El Punto
de Prensa se encuentra a 500 metros en el
sentido del tramo.

road 1,6Km after the Villa Giardino
tollbooths at sign of “Candonga –
Ascochinga – Jesús María” (GPS
Reference: 31 00 913 S / 64 30
469 W). On that road, go ahead 3,7Km
and turn right at the crossroad. Follow
main road 4,3Km until you get to Parking.
Media Point is 500 meters away into
super special direction.

Clásico paisaje “lunar” con excelente fondo
panorámico del Valle de Traslasierras, el
especial transita entre enormes piedras.
No está encintado, porque sólo es posible
ubicarse en los sectores altos, sobre las
piedras, ya que no hay lugar posible al
costado del camino.
No hay un punto fijo, es posible conseguir
distintas tomas desde los sectores elevados
que rodean al camino.
Sobre Ruta provincial Jorge Recalde, en
dirección Carlos Paz Mina Clavero, en
zona Giulio Cesare sobre el costado de la
ruta (Referencia GPS: 31 36 772 S /
64 54 423 W). Se debe ingresar a pie,
aproximadamente 1.000 metros desde la
ruta.

valley. Stage along huge stones at the side
of the road.
No tape needed as spectators can only
find a place to stand at very high positions
on the rocks. Not enough space to stand
on along roadside.

trata de una zona donde el camino pasa
entre grandes piedras con excelente
paisaje.
No está encintado, pero no es posible
ubicarse al costado del camino por falta de
lugar, solo en sectores altos.
Es posible en toda la zona, sobre las piedras
en sectores elevados. Muy buen paisaje. No
hay posibilidades de estar al borde del
camino por no existir espacio físico.

Book (acceso a largada PE).
Estacionamiento posible en paraje El

Condor”, ingresar a la derecha por
camino de tierra hasta el estacionamiento
cercano a la largada del especial.

Prensa se encuentra a 500 metros.
