Main responsible for the existence (since 1952 till now) of a<br />
Research Institute, the<br />
INSTITUTO DE FÍSICA TEÓRICA (IFT),<br />
internationally recognized for research activities in Physics. Located<br />
in Rua Pamplona, 145 – Bela Vista, São <strong>Paulo</strong>, IFT is today the main<br />
institution for research and graduate studies in Physics of UNESP -<br />
Universida<strong>de</strong> Estadual Paulista; and one of the main Physics<br />
research institution of our Country.<br />

Before the creation of IFT, in 1946, <strong>Paulo</strong> <strong>Leal</strong> <strong>Ferreira</strong> was an assistent<br />
professor of Gleb Wataghin and David Bohm in the University of São <strong>Paulo</strong><br />
(USP). From that time, it was registered a letter from Leite Lopes to<br />
Wataghin, with offer of an assistent position to <strong>Paulo</strong> <strong>Leal</strong> <strong>Ferreira</strong> in Rio <strong>de</strong><br />
Janeiro. In the words of Leite Lopes (see Leite Lopes virtual library):<br />
“Passei os anos entre 1946 e 1949 tentando obter algum apoio, alguma<br />
bolsa para estudantes, uma vaga <strong>de</strong> assistente - quando tentei, em vão,<br />
nomear <strong>Paulo</strong> <strong>Leal</strong> <strong>Ferreira</strong> que, com o seu irmão Jorge, cursara Física em<br />
São <strong>Paulo</strong> - e dinheiro para aquisição <strong>de</strong> livros e revistas científicas.”<br />

Near the year 1950, <strong>Paulo</strong> and Jorge were already engaged in the same<br />
i<strong>de</strong>al of their father, Eng. José Hugo <strong>Leal</strong> <strong>Ferreira</strong>, of a research<br />
institution in São <strong>Paulo</strong>.<br />
In all his life, since 1952, <strong>Paulo</strong> <strong>Leal</strong> <strong>Ferreira</strong> was completely<br />
<strong>de</strong>dicated to this i<strong>de</strong>al represented by IFT, a research institution in<br />
Physics. His personal history and scientific achievements can be<br />
traced by the history of IFT.<br />

The existence of IFT till now became possible due to the <strong>de</strong>dication<br />
of <strong>Paulo</strong> <strong>Leal</strong> <strong>Ferreira</strong>, that with the help of his brother Jorge <strong>Leal</strong><br />
<strong>Ferreira</strong> (1928-1995), followed the i<strong>de</strong>al of their father, Eng. José<br />
Hugo <strong>Leal</strong> <strong>Ferreira</strong>.<br />
The i<strong>de</strong>al of Eng. José Hugo <strong>Leal</strong> <strong>Ferreira</strong> was a research<br />
institution <strong>de</strong>dicated to fundamental science, in a time when research<br />
activities are very rare in Brazil. In his words (documented in 1971):<br />
``Os instituidores tiveram por principal escopo realizar duas tarefas<br />
básicas: assegurar, <strong>de</strong> início, a presença <strong>de</strong> cientistas autênticos e <strong>de</strong><br />
alto nível, e organizar o IFT como fundação para <strong>de</strong>sfrutar <strong>de</strong> plena<br />
liberda<strong>de</strong> <strong>de</strong> pesquisas e <strong>de</strong> administração, a coberto <strong>de</strong> influências<br />
perturbadoras <strong>de</strong> qualquer natureza e procedência.´´<br />

Among the friends that help him to realize this i<strong>de</strong>al,<br />
Eng. José Hugo <strong>Leal</strong> <strong>Ferreira</strong> never forget to pay a tribute to<br />
Lauro Monteiro da Cruz, member of the Fe<strong>de</strong>ral parlament, representing<br />
São <strong>Paulo</strong> for several years, physician and physicist by USP, professor<br />
(Medical Physics) in the Escola Paulista <strong>de</strong> Medicina; and<br />
Henrique B. D. Teixeira Lott, a militar that, after returning from a mission<br />
in United States, got a clear consciousness of the necessity to support the<br />
fundamental science. He studied how the financial support was being done<br />
in USA, from institutions and people donations.<br />
When returning to Brazil, he promptly join the mouvement for the foundation<br />
of the IFT. As <strong>de</strong>clared by Hugo <strong>Leal</strong> <strong>Ferreira</strong> in 1971, without Lott, IFT<br />
could not have being created and subsisted.<br />

We should note that these people were not physicists, or even engaged in research activities.<br />
Eng. José Hugo <strong>Leal</strong> <strong>Ferreira</strong>, Lauro Monteiro da Cruz, Henrique B. D.<br />
Teixeira Lott, and others that follow the same i<strong>de</strong>al, like Samuel Ribeiro (that ma<strong>de</strong> a<br />
donation for the IFT original instalation), José Reis (a member of the Board of IFT for about<br />
20 years), and Francisco Luiz Ribeiro (lawyer) had just the patriotism and the clear<br />
perception of the necessity to <strong>de</strong>velop fundamental research in a institution outsi<strong>de</strong> of the<br />
conventional university structure existent in Brasil at that time.<br />
The time was the same of the creation of the CBPF, the Brazilian Center for Physics Research,<br />
by J. Leite Lopes, J. Tiomno and others in Rio <strong>de</strong> Janeiro. CBPF was also created un<strong>de</strong>r the<br />
same perception, as a research institution, in<strong>de</strong>pen<strong>de</strong>nt of any existent University structure.<br />

original organization of IFT, by contacting well-known physicists in Europe to<br />
conduct the scientific direction of the institution.<br />
In the following years, their main role was with the administration of the new<br />
institution, as well as organizing scientific activities with the visitor scientists.<br />
We should note that, <strong>Paulo</strong> <strong>Leal</strong> <strong>Ferreira</strong> try to administrate the institution<br />
in a way to give conditions to the visitors to produce research, as well as to<br />
the young group of Brazilians working in IFT to learn with them, such that in<br />
future could produce in<strong>de</strong>pen<strong>de</strong>nt research.<br />

1971 – Establishment of the Graduate School at the IFT<br />
Financial support: BNDES (Banco Nacional <strong>de</strong><br />
Desenvolvimento Econômico e Social), and<br />
FINEP (Financiadora <strong>de</strong> estudos e Projetos).<br />
FINEP was the main funding agency providing support to pay salaries, after<br />
the first years of the institution when the support was also possible to obtain<br />
from banks and private institutions. In the 1980’s, Finep stop providing support<br />
to pay salaries to scientists and staff of IFT.<br />
1986 – Agreement with UNESP to provi<strong>de</strong> payment of salaries<br />
1987 – All the personal of the IFT are transferred to the Universida<strong>de</strong> Estadual<br />
Paulista (UNESP), creating the <strong>Instituto</strong> <strong>de</strong> Física Teórica of UNESP. The<br />
Fundação IFT, owner of the land and predial instalations, remains giving<br />
support to the scientific activities of this institution.<br />

In the period of the Japanese scientific direction (Taketani and Miyasima) the research<br />
and collaborations were better stablished in IFT.<br />
It is from this period the introduction of a bulletim published in IFT from 1958 to 1967,<br />
named Boletim <strong>de</strong> Física Teórica e Experimental - Informações entre<br />
Físicos. This bulletim was inspired by Taketani, as informed by <strong>Paulo</strong> <strong>Leal</strong><br />
<strong>Ferreira</strong>, the General Editor of the Bulletim.<br />
The bulletim, circulating among Brazilian scientists in a period when the communications<br />
between continents were very limited, became an important element to people working in<br />
our institutions, to obtain information on research being ma<strong>de</strong> in other countries (usually<br />
from Brazilians visiting other laboratories and institutions).<br />
This bulletim, edited by <strong>Paulo</strong> <strong>Leal</strong> <strong>Ferreira</strong>, was followed by the Brazilian<br />
Journal of Physics, which started with the name Revista Brasileira <strong>de</strong> Física. It was<br />
edited in IFT from 1971 to 1978 by Jorge <strong>Leal</strong> <strong>Ferreira</strong> (30/03/1928-26/02/1995).<br />
Jorge <strong>Leal</strong> <strong>Ferreira</strong> was the Presi<strong>de</strong>nt of Fundação IFT from 1973 till 1985.<br />

III A SBF na ditadura - 1969<br />
Em abril <strong>de</strong> 69 foram aposentados pelo regime militar o presi<strong>de</strong>nte da SBF, Jose Leite Lopes, no seu segundo<br />
mandato, o vice-presi<strong>de</strong>nte, Jaime Tiomno, e o conselheiro Mario Schenberg. Jaime Tiomno nem chega<br />
a tomar posse - numa carta comovida a diretoria apresenta a sua renúncia e faz um apelo para que a socieda<strong>de</strong><br />
continue funcionando. Leite Lopes também renuncia e viaja para os Estados Unidos. ...O Boletim numero 1 da<br />
SBF, editado pelo secretário-geral Ernst W. Hamburger, surge em novembro <strong>de</strong> 69 sob o signo do<br />
protesto. O CNPq havia recusado um pedido <strong>de</strong> recursos da Diretoria anterior para publicar uma revista<br />
científica. Nessas condições, a solução foi conseguir o patrocínio <strong>de</strong> anunciantes para publicar um boletim com<br />
informações <strong>de</strong> interesse para os professores e pesquisadores <strong>de</strong> física brasileiros". A idéia consistia em<br />
suplementar os boletins do Centro Latino-Americano <strong>de</strong> Física, CLAF, que <strong>de</strong>sapareceriam logo <strong>de</strong>pois, e<br />
preencher o papel das antigas ‘‘Informações entre Físicos", publicadas pelo IFT em São <strong>Paulo</strong>.<br />
IV A SBF na ditadura – Primeira meta<strong>de</strong> da década <strong>de</strong> setenta<br />
Durante os anos mais difíceis da ditadura, embora permanecendo no exterior, Leite Lopes foi mantido na<br />
presidência da socieda<strong>de</strong>...<br />

About his retirement<br />
He was retired compulsory, un<strong>de</strong>r the Fe<strong>de</strong>ral legislation, CLT, due to<br />
an internal normative rule of UNESP. The University did not pay<br />
attention to the fact that the retirement at the age of 70 is not, in<br />
principle, compulsory un<strong>de</strong>r the CLT legislation.<br />
In case being allowed by <strong>Unesp</strong> to remain active for a few years after<br />
the age 70, he will be benefited by the transformation of the working<br />
regime law.<br />
Previously, all the working contracts of people in IFT was regulated by<br />
the fe<strong>de</strong>ral CLT regime. In 1998, the contracts are transfered to the<br />
public São <strong>Paulo</strong> state regime, with the advantage of full salary<br />
retirement.<br />
As a result, his retirement pension was less that 20% of his previous<br />
salary (obviously not enough to pay his expensive medications).<br />
