Lo que usted debe saber<br />
¿No existe un hispano competente para servir<br />
como el próximo Comisionado de la Policía<br />
de Nueva York?<br />
Usted debe saber que los días del Alcalde Michael<br />
Bloomberg están contados como Alcalde de la Ciudad<br />
de Nueva York. El tiene solamente un poquito<br />
menos de tres meses antes que esté afuera de la oficina<br />
pública.<br />
Usted también debe saber que junto con la partida<br />
del Alcalde Bloomberg también vendrá la partida<br />
de los Comisionados de la Ciudad de Nueva<br />
York, asistentes especiales, y muchos trabajadores<br />
que fueron contratados y nombrados para servir al<br />
placer del Alcalde. En otras palabras, miles de personas<br />
que no conducen vehículos especiales y viajan<br />
con choferes y guardaespaldas – comenzando<br />
el 1 de enero, 2014 – serán vistos caminando por las<br />
calles y viajando en el tren subterráneo como cualquier<br />
otro.<br />
Una de esas muchas posiciones que estará vacante<br />
es la del Comisionado del Departamento de Policía<br />
de la Ciudad de Nueva York. Raymond Kelly, el<br />
actual Comisionado de Policía quien ha servido por<br />
los últimos 12 años en la Administración del Alcalde<br />
Bloomberg, es una de esas tantas personas que<br />
tendrán que empacar sus maletas y seguir adelante.<br />
Una de las primeras órdenes de negocio para el<br />
Nuevo Alcalde elegido será seleccionar todos sus<br />
nuevos Comisionados – incluyendo el más importante<br />
de todos: El Comisionado del Departamento<br />
de Policía de la Ciudad de Nueva York. Este departamento<br />
nunca ha tenido un Comisionado hispano.<br />
Los Comisionados de la Policía han sido afroamericanos,<br />
judíos, irlandeses, italianos, etc.- pero nunca<br />
hispanos.<br />
Usted debe saber que la posición más alta alcanzada<br />
alguna vez por cualquier hispano del Departamento<br />
de Policía de la Ciudad de Nueva York es desempeñada<br />
por Rafael Pineiro, el hijo de un padre<br />
español y una madre cubana. Rafael Pineiro ocupa<br />
la posición de 1er Vice-Comisionado del Departamento<br />
de Policía de la Ciudad de Nueva York. En<br />
otras palabras él es el que dirige las operaciones día<br />
a día dentro del departamento.<br />
Usted debe saber que este tópico ha sido cubierto<br />
muchas veces en impreso, en la radio y televisión,<br />
y en línea – y sabemos que Bill de Blasio tiene una<br />
lista de potenciales candidatos. También sabemos<br />
que la lista potencial de Bill de Blasio ni siquiera<br />
menciona nombres que sean hispanos.<br />
Todos escuchamos a Bill De Blasio decir: “ Una<br />
persona que ha sido un asesor clave para mi es Bill<br />
Bratton. Ciertamente lo consideraré a él”. Bill Bratton<br />
fue un Comisionado de la Policía bajo la Administración<br />
de Rudy Giuliani.<br />
Otro nombre mencionado para servir como Comisionado<br />
de Policía de la Ciudad de Nueva York es<br />
Philip Banks, quien es afroamericano y sirve como<br />
Jefe del Departamento en el Departamento de Policía<br />
de la Ciudad de Nueva York de Bloomberg. Bill<br />
de Blasio describió al Jefe del Departamento Phi-<br />
llip Banks como: “alguien yo consideraría”.<br />
Hasta la fecha, no ha habido uno de ascendencia<br />
hispana que Bill de Blasio haya mencionado para<br />
servir como Comisionado de la Policía de Nueva<br />
York.<br />
Me pregunto ¿cuál es la razón que entre toda la gente<br />
que Bill de Blasio puede estar considerando para<br />
Comisionado de Policía, no hay siquiera un hispano<br />
en la lista? ¿Podría ser que entre tantos miles<br />
de hispanos en la Ciudad de Nueva York nadie está<br />
calificado para servir como Comisionado de la<br />
Policía?<br />
Usted debe saber que yo no apoyé a Bill de<br />
Blasio en las Primarias Democráticas,<br />
así que no tengo ningún derecho<br />
de pedir mucho de él.<br />
De hecho, la mayoría de<br />
los oficiales hispanos<br />
electos de Nueva York<br />
no endosaron a Bill<br />
de Blasio tampoco.<br />
Aún el periódico<br />
en español más<br />
grande de Nueva<br />
York, El Diario La<br />
Prensa – cuyo logo<br />
es “El Campeón de<br />
los Hispanos” – no<br />
le dio su endoso a Bill<br />
de Blasio.<br />
Me niego a creer que esta<br />
es la razón por la cual ningún<br />
hispano esta siendo considerado<br />
para el rol de Comisionado<br />
del Departamento de Policía<br />
de la Ciudad de Nueva York.Mi<br />
querido lector, aunque no hubo mucho apoyo para<br />
Bill de Blasio por los oficiales hispanos electos, es<br />
bien conocido que la comunidad hispana y el voto<br />
hispano salió y abrumadamente apoyó a Bill de<br />
Blasio el día de las elecciones. ¡Como tal, nuestra<br />
comunidad merece mucha consideración – y respeto!<br />
Usted debe saber que el especialista de relaciones<br />
públicas de Bill De Blasio, Roberto Pérez, analizó<br />
el detalle de los votantes y escribió una columna<br />
que nos muestra a todos que la comunidad hispana<br />
salió a votar por Bill de Blasio aunque los líderes<br />
hispanos no apoyaron a Bill de Blasio.<br />
Damas y caballeros, me gustaría recomendarle a<br />
Roberto Pérez que se asegure de mostrarle su columna<br />
a Bill de Blasio para que su jefe entienda y<br />
aprecie que el ganó el voto hispano aún sin el apoyo<br />
de sus líderes. Haciéndole llegar estos hechos, entonces<br />
veremos si Bill De Blasio puede demostrar<br />
respeto para los hispanos.<br />

Is There No Competent Hispanic to Serve as<br />
New York City’s Next Police Commissioner?<br />
You should know that Mayor Michael<br />
Bloomberg’s days are numbered as Mayor of the<br />
City of New York. He has only a little less than<br />
three months before he’s out of public office.<br />
You should also know that along with Mayor<br />
Bloomberg’s departure will also come the departure<br />
of New York City’s Commissioners,<br />
special assistants, and<br />
many workers who were hired<br />
and appointed to serve at the<br />
pleasure of the Mayor. In<br />
other words, thousands<br />
of people who now drive<br />
special vehicles and<br />
travel with drivers and<br />
bodyguards - beginning<br />
on January 1,<br />
2014 - will be seen<br />
walking down the<br />
street and riding the<br />
subway like anybody<br />
else.<br />
One of those many positions<br />
that will become vacant<br />
is the Commissioner of New<br />
York City Police Department. Raymond<br />
Kelly, the current Police<br />
Commissioner who has served for<br />
the past twelve (12) years in Mayor<br />
Bloomberg’s Administration, is one of those many<br />
people who will have to pack his bags and move on.<br />
One of the first orders of business for the newly<br />
elected Mayor will be to select all of his new Commissioners<br />
- including the most important Commissioner<br />
of all: the Commissioner of New York<br />
City Police Department. This department has never<br />
had a Hispanic Commissioner. Police Commissioners<br />
have been African American, Jewish,<br />
Irish, Italian, etc. - but never Hispanic.<br />
You should know that the highest position ever reached<br />
by any Hispanic in the New York City Police<br />
Department is held by Rafael Pineiro, the son of a<br />
Spaniard father and a Cuban mother. Rafael Pineiro<br />
holds the position of the 1st Vice-Commissioner<br />
of New York City Police Department. In other<br />
words, he is the one who directs the day-to-day<br />
operations within the department.<br />
We have all heard that New York City’s Democratic<br />
Mayoral Candidate, Bill de Blasio, has already<br />
begun to prepare a list of names, so if he is elected,<br />
he will be prepared to choose from that list and nominate<br />
the next Police Commissioner.<br />
You should know that this topic has been covered<br />
several times in print, on the radio and television,<br />

and online – and we know that Bill de Blasio does<br />
have a list of potential nominees. We also know that<br />
Bill de Blasio’s list for potential Police Commissioner<br />
does not even mention names that are Hispanic.<br />
We all heard Bill de Blasio say: “One person who’s<br />
been a very key adviser to me is Bill Bratton. I will<br />
certainly consider him.” Bill Bratton was Police<br />
Commissioner under Rudy Giuliani’s Administration.<br />
Another name mentioned to serve as New York<br />
City’s Police Commissioner is Philip Banks, who<br />
is an African-American and serves as the Chief of<br />
Department in Bloomberg’s New York City Police<br />
Department. Bill de Blasio described Chief of Department<br />
Philip Banks as: “someone I’d consider.”<br />
To this date, there has been no one of Hispanic descent<br />
that Bill de Blasio has mentioned to serve as<br />
New York City’s Police Commissioner.<br />
I wonder what is the reason that among all of the<br />
people who Bill de Blasio may be considering for<br />
Police Commissioner, that there is not even one<br />
Hispanic on that list? Could it be that among so<br />
many thousands of Hispanics in New York City, no<br />
one is qualified to serve as Police Commissioner?<br />
You should know that I did not support Bill de Blasio<br />
in the Democratic Primary, so I really have no<br />
right to demand much from him. In fact, the majority<br />
of New York’s Hispanic elected officials did<br />
not endorse Bill de Blasio either. Even New York’s<br />
largest Spanish language newspaper, El Diario La<br />
Prensa - whose logo is “The Champion of the Hispanics”<br />
- did not give its endorsement to Bill de Blasio.<br />
I refuse to believe this is the reason that no Hispanic<br />
is being considered for the role of Commissioner of<br />
the New York City Police Department.<br />
My dear reader, although there was not much support<br />
for Bill de Blasio by Hispanic elected officials,<br />
it is well known that the Hispanic community and<br />
the Hispanic vote came out and overwhelmingly<br />
supported Bill de Blasio on election day. As such,<br />
our community deserves a lot more consideration<br />
- and respect!<br />
You should know Bill de Blasio’s public relations<br />
specialist, Roberto Perez, analyzed the voter breakdown<br />
and wrote a column to show all of us that the<br />
Hispanic community got out the vote for Bill de<br />
Blasio even though Hispanic leaders did not support<br />
Bill de Blasio.<br />
Ladies and gentlemen, I would like to recommend<br />
to Roberto Perez that he be sure to show his column<br />
to Bill de Blasio so his boss understands and appreciates<br />
that he won the Hispanic vote - even without<br />
the support of their leaders. With these facts available<br />
to him, we will then see if Bill de Blasio can demonstrate<br />
respect for Hispanics.<br />
