This investigative work is intended to compile and present analytical information on professional training in general and specifically on the “Technological and Scientific Training of the Accounting Professional in the Universities of the city of Lima,” so as to give a reference diagnosis of the academic and administrative situation of higher education institutions as well as of those which have the sublime commitment of giving basic and intermediate instruction, so that the data here given will become a reference framework to formulate an integral reform of the education in Peru, taking into consideration both the short-term and the long-term plans. In order to achieve the objective of the above-mentioned investigative work and the causes that originate the deficient professional training of the Public Accountant, nine universities of the city of Lima with Account Schools were surveyed, which is the representation of the corresponding sample. The answers to the questions posed to the university authorities or the officials support the graphs and comments which are part of the body of this work. Prior to what has just been mentioned, a presentation on the situation of the education in Peru is made in this paper, considering its historical records; the instruction levels: pre-school, primary school, secondary school and university. Considering the existent bibliography of distinguished Peruvian specialists concerned about the problematic situation of universities, we include a comment on its evolution, starting from the times of the colony, then the republic and finally the university in Peru by the end of the 2Oth century. With regards to the problematical of the professional university training in our country in general, we have self-criticized the administrative and academic work which is undoubtedly and basically influenced by political, social, economic and other aspects which in turn causes the professional resulting as the final product of this process to be one according to the best understanding of each institution and very far from a real and coherent professional-forming policy required by the country. Then we present the execution of the investigation, which by means of graphs, analysis and interpretation of the results obtained, constitute the basis of the conclusions and recommendations which we consider are the basement of the project for the professional training of the public accountant in particular and, in general, which involve the professional training in the city of Lima, in the hope that it will be a reference framework for the formulation of an education plan accordingly to our own reality. Finally as our main conclusion we maintain that the current professional of the city of Lima is the result of the deep deterioration of the existent education system, which originated in the times of the Viceroys, continued during the Republic and has been getting worse through history, basically due to the influence of politics and private interests beyond the national and international requirements. This is the reason why we suggest, to overcome what has just been pointed out, that the Peruvian State, in coordination with the different sectors: economic, political and social and with the participation of the society in general, design a general ruling framework in which the guidelines for the systematization of the regional and national education in the country be established, without any political or private interest, involving an Integral Education Development Plan both for the short-term and long-term plan and adapting it to the situation of each region.
