bad; the government needed<br />
a solution; Roosevelt needed to remain;<br />
they needed a war. Fort Russell<br />
used to be Camp Marfa, established<br />
to control the border during<br />
the revolution in Mexico, with horses,<br />
but <strong>al</strong>so with some airplanes east<br />
of town. <strong>The</strong>re was a list of twenty<br />
rules for pilots. Number eighteen<br />
was that pilots were forbidden to fly<br />
with their spurs on. In the late thirties<br />
the present large fort was built and<br />
a large airfield east of town, both<br />
for training, Fort Russell for artillery.<br />
It <strong>al</strong>so had a Chemic<strong>al</strong> Warfare<br />
Unit. Later there were German prisoners,<br />
probably from North Africa.<br />
<strong>The</strong> fort and the airfield were not<br />
built after Pearl Harbor. War was<br />
needed. War was planned. A lot of<br />
money had been spent. It couldn’t<br />
be wasted, as someone said of the<br />
atomic bomb. Maybe both the tombstone<br />
and the monument are a<br />
memori<strong>al</strong> to the good old days of<br />
Fort Kearny, though not good for the<br />
Omahas.<br />
Now we should discuss the<br />
metaphoric<strong>al</strong> aspects of the work, its<br />
paradigmatic content, even its metametaphorics.<br />
Of course low relief on<br />
a w<strong>al</strong>l has occurred everywhere up<br />
to now. Free standing low relief is<br />
rare, pierced or open free standing<br />
low relief even more so. <strong>The</strong> next is<br />
sculpture against a w<strong>al</strong>l in one<br />
plane, which is perhaps high relief,<br />
not open. <strong>The</strong>n there is free-standing<br />
high relief, closed. Almost the only<br />
open sculptures in one plane, a little<br />
more than one plane, are David<br />
Smith’s, such as Hudson River Landscape.<br />
Claes’s horseshoe is related<br />
to this form. It’s not in one plane as<br />
the mock-up was, it’s definitely threedimension<strong>al</strong>,<br />
but it’s based on the<br />
flat horseshoe; it was flat and now<br />
it’s twisted into a shape probably<br />
sever<strong>al</strong> feet deep, sometimes c<strong>al</strong>led<br />
three-dimension<strong>al</strong> form by old scholars.<br />
This is a very nice curve, a single<br />
curve, like a gesture, like a question<br />
mark, like the grin of a question<br />
mark, or of a metaphor. <strong>The</strong> resemblance<br />
to a relief and to David<br />
Smith’s open planar sculpture is emphasized<br />
by one side, the origin<strong>al</strong><br />
top of the horseshoe, being smooth,<br />
and the other being rough, maybe<br />
mud, adobe, Texas cowshit, even<br />
American bullshit, maybe chocolate.<br />
No more buff<strong>al</strong>o. An exaggerated<br />
nail pierces the depth of the horseshoe,<br />
extends its depth, clarifies its<br />
depth, through the upper rim like an<br />
arrow from an honest Injun. Or,<br />
metaphoric<strong>al</strong>ly, like Machiavelli’s<br />

Claes’s interest is a new world of interest,<br />
his new-found land. In an old<br />
movie about new sculptors that I first<br />
saw lately, Claes, w<strong>al</strong>king toward<br />
the camera, says, more or less, that<br />
this is a new civilization. No one<br />
says this. In his nice speech before<br />
the monument he said, as I wrote<br />
earlier, that we could make of it<br />
what we want. This is a new civilization<br />
and we can make of it what we<br />
want.<br />
I don’t think that there can be good<br />
public and good private art, good<br />
art in categories, since a category is<br />
an institution, therefore placing<br />
large works in public spaces is a<br />
new problem, its first aspect being<br />
that the spaces are <strong>al</strong>most <strong>al</strong>ways<br />
threateningly mediocre. <strong>The</strong> second<br />
aspect is that the regard for large<br />
work is so low that the artist may as<br />
well negotiate at the same time the<br />
price of the work and the extent of<br />
the beating for it, knowing that the<br />
first will decrease and the second increase.<br />
Large size in public seems to<br />
make the work public, but I think<br />
that the work only occurs in public.<br />
A third aspect is that the mediocre<br />
spaces are not public spaces in the<br />
old sense of being politic<strong>al</strong>, soci<strong>al</strong>,<br />
or civil spaces. <strong>The</strong>re is now no common<strong>al</strong>ity<br />
for that. <strong>The</strong> spaces are imposed<br />
by commerce or by the government’s<br />
idea of what is good for<br />
the people, which means what is<br />
good for the government. <strong>The</strong><br />
spaces are not a public endeavor.<br />
Because of this, and because a<br />
large work is simply art, the work<br />
cannot represent a public endeavor,<br />
be a monument in the old sense.<br />
<strong>The</strong>re are no believable new monuments.<br />
<strong>The</strong> re<strong>al</strong>ity of soci<strong>al</strong> conformity<br />
is still present but the admission of<br />
it is contrary to its democratic<br />
mythology. <strong>The</strong>refore the United<br />
States Government cannot make believable<br />
monuments, either the academic,<br />
representation<strong>al</strong> one for the<br />
soldiers of Iwo Jima or the academic<br />

No creo que pueda haber buen arte público,<br />
buen arte privado, buen arte en<br />
categorías, ya que una categoría es<br />
una institución y por ende el colocar las<br />
obras grandes en espacios públicos es<br />
un problema nuevo cuyo primer obstáculo<br />
es que los espacios son casi siempre<br />
amenazadoramente mediocres. El<br />
segundo aspecto es que la estima en<br />
que se tiene la obra a gran esc<strong>al</strong>a es<br />
tan baja que el artista haría bien en negociar<br />
el precio de la obra y el grado<br />
en que se le va a criticar, sabiendo que<br />
disminuirá el primero y aumentará el<br />
segundo. El tamaño grande en público<br />
parece convertir la obra en pública, pero<br />
creo que la obra sólo ocurre en público.<br />
Un tercer aspecto es que los espacios<br />
mediocres no son espacios<br />
públicos en el sentido tradicion<strong>al</strong> de ser<br />
espacios políticos, soci<strong>al</strong>es o civiles.<br />
Eso ya no funciona así. Los espacios<br />
son impuestos por el comercio o por el<br />
concepto del gobierno de lo que le conviene<br />
a la gente, o sea lo que le conviene<br />
<strong>al</strong> gobierno. Los espacios no son una<br />
empresa pública. Por eso, y porque<br />
una obra grande es arte sencillamente,<br />
la obra no puede representar una empresa<br />
pública o ser un monumento en el<br />
sentido tradicion<strong>al</strong>. No hay monumentos<br />
nuevos dignos de tomarse en serio.<br />
La re<strong>al</strong>idad del conformismo soci<strong>al</strong> está<br />
presente todavía, pero reconocer este<br />
hecho contradice su mitología democrática.<br />
En consecuencia, el gobierno<br />
de Estados Unidos no puede hacer monumentos<br />
dignos de tomarse en serio,<br />

<strong>al</strong>so satyric<strong>al</strong>.<br />
Practic<strong>al</strong>ly, there are large questions<br />
about what an urban space should<br />
be like. It should not be wildly eclectic<br />
as in Seoul or Tokyo or wherever<br />
postmodern architects build enclaves.<br />
Buildings should have some<br />
correspondence, but some diversity<br />
is necessary. Artifici<strong>al</strong> diversity has<br />
not yet been made, diversity at<br />
once. More than a while ago in Missouri,<br />
I thought that the art noveau<br />
subway entrances in Paris were a<br />
good idea, strange but discrete. Later<br />
I thought that Miró’s sculptures<br />
could help. In this way Oldenburg’s<br />
large works help a lot. Art can be<br />
fantastic, or prosaic<strong>al</strong>ly fantastic,<br />
but not architecture. <strong>The</strong> distinction<br />
is clear, for example, in old Japanese<br />
art and architecture, where the<br />
ferocious guardian defends the quiet<br />
open gate.<br />
Over Texas there is a vast and empty<br />
donkey and vast and empty elephant,<br />
or maybe an empty horse,<br />
like a wh<strong>al</strong>e, or a vast and empty<br />
government. Inside, without touching<br />
the w<strong>al</strong>ls, little black airplanes<br />
fly around, each costing more that<br />
the budget of a year for a city,<br />
spending in one flight the s<strong>al</strong>ary of a<br />
year. <strong>The</strong> United States Government<br />
intends to build a high fence of nearly<br />
a thousand miles <strong>al</strong>ong the Rio<br />
Grande in Texas to keep the “wetbacks”<br />
out, the Mexican workers. It<br />
<strong>al</strong>ready has huge b<strong>al</strong>loons to watch<br />
the drug business. Having learned<br />
from this sc<strong>al</strong>e and inflation, they<br />
plan to inflate a tent over Texas so<br />
that the military planes can fly in<br />
peace. <strong>The</strong> noxious gases of the<br />
sewage sent from New York to Texas<br />
will keep the tent inflated. S<strong>al</strong>t won’t<br />
be necessary. <strong>The</strong> map of Texas has<br />
an interesting shape and is a symbol<br />
so that a vast bulbous tent shaped<br />
like Texas will look impressive as<br />
you fly toward it, more so than the<br />
D<strong>al</strong>las skyline. It can be air-conditioned<br />
too. <strong>The</strong>re will have to be an<br />
orifice for the D<strong>al</strong>las-Fort Worth airport,<br />
an eye of Texas.<br />
Clearly this is a new civilization, if<br />
