Si bien las diferencias encontradas entras las diversas versiones (al margen de puntuación y capitalización) no son significativas, es interesante observar cómo todas las otras versiones comparadas –todas ellas americanas– mantienen un texto común. Nota histórica: El 11 de julio de 1787 un comité encabezado por Nathan Dane de Massachusetts presentó al congreso continental un proyecto de ley para organizar el gobierno de los territorios al noroeste del río Ohio. Al día siguiente se añadió una cláusula prohibiendo la esclavitud en dichos territorios, y al siguiente se aprobó la ley. Esta es la última legislación de carácter constitucional que se promulgó antes de que se completara la redacción de la Constitución Federal. De hecho, la convención constituyente ya estaba reunida en Filadelfia (25 de mayo) cuando se aprobó este Decreto-Ley (13 de julio). El Decreto-ley revoca y sustituye a las Resoluciones de 1784 sobre la misma materia, y a su vez sería modificado por la ley de 7 de agosto de 1789 del Congreso federal. La norma es también importante por ser la primera que trata, desde el gobierno federal, el problema de la esclavitud que se había soslayado en las Resoluciones de 1784. 1.
