With the concern over the use of drugs and alcohol by adolescents,<br />
how a community and its schools deal with the<br />
problem can make a significant difference. In Larchmont-Mamaroneck,<br />
there is a close collaboration between the Mamaro-<br />
neck School District and RADAR (Responsible Action: A Drug<br />
and Alcohol Resource), a community organization, led by Janet<br />
Buchbinder, whose objective is to reduce the use of alcohol,<br />
drugs, and other harmful substances among adolescents.<br />

Several members of the Westchester<br />
County Board of Legislators (BOL)<br />
expressed cautious and guarded optimism<br />
regarding the first meeting of Westchester<br />
County’s Local Development Corporation<br />
(LDC). While LDCs are certainly<br />
useful in being able to raise private funding<br />
and qualify for grants to benefit small businesses<br />
and not-for-profit organizations, they<br />
have often drawn criticism for existing outside<br />
the purview of public scrutiny and laws<br />
governing local government operations.<br />
New York State Comptroller Thomas<br />
P. DiNapoli issued a report recently stating<br />
that use of LDCs was “out of control” and<br />
offered a number of reforms to limit their<br />
use by local governments. Too often public<br />
funds were being used to subsidize questionable<br />
activities without much input or monitoring<br />
granted to the public.<br />

of the Westchester LDC was helmed by the<br />

in the NYS Assembly.<br />
“This confluence of the Industrial Development<br />
Agency of Westchester (IDA) and<br />
LDC boards cannot be good for Westchester,”<br />
said Legislator Judy Myers (D-Larchmont),<br />
chair of the BOL’s Budget & Appropriations<br />
Committee. “Right now, there are<br />
questions about the number of jobs created<br />
or retained by the IDA, the scope of IDA<br />
oversight and project eligibility. The assistance<br />
an LDC may be able to offer has to be<br />
weighed against the extent and transparency<br />
of that assistance.”<br />

Prevención del uso indebido<br />
de drogas y alcohol<br />

En la High School, trabajadora social<br />
y consejera de drogas y alcohol,<br />
Helene Fremder, trabaja<br />
con “Above the Influence – Por encima<br />
de la influencia,” grupo de unos 25 estudiantes<br />
recomendados por sus consejeros<br />
escolares y seleccionados por estar libres<br />
de drogas y alcohol. Estos estudiantes se<br />
comprometen a permitir que se sepa que<br />
están “Por encima de la influencia,” en<br />
RADAR, y que no usan drogas ni alcohol.<br />
Sirven de modelos y trabajan para fomentar<br />
una vida saludable sin drogas. La meta<br />
para estos estudiantes es que sepan que “es<br />
saludable que sean quienes son”. Algunos<br />
asisten a un taller de cuatro días en julio,<br />
donde participan en actividades que pueden<br />
hacerse sin drogas. Entonces traen a<br />
la High School algunas de las actividades<br />
que han aprendido. Éstas incluyen Café<br />
Thursdays, que tiene lugar un jueves de<br />
cada mes con juegos de video, ping pong,<br />
clases de baile, la buenaventura, cabina de<br />
fotos, lucha libre Sumo, pared de escalar,<br />
carreras de muelle tensor y pizza y bocadillos;<br />
la YMCA de Rye colabora en Café<br />
Thursdays.<br />

21!!!”) a cervezas y refrescos de vino. En<br />
“Role Models,” estudiantes en grupos de<br />
3-4 hablan con clases de grados 5 y 8 sobre<br />
tomar decisiones saludables. “Myths<br />
and Facts” tiene factores semanales y<br />
mensuales en carteles por los pasillos y en<br />

Prevention of drug and alcohol abuse<br />

At the High School, social worker<br />
and drug and alcohol counselor,<br />
Helene Fremder, works<br />
with “Above the Influence,” a group<br />
of about 25 students recommended by<br />
their guidance counselor and selected<br />
because they are drug and alcohol free.<br />
These students agree to let it be known<br />
that they are in “Above the Influence,”<br />
in RADAR, and do not use drugs or alcohol.<br />
They serve as models and work<br />
to encourage healthy living without<br />
drugs. The goal for these students is for<br />
them to know that “it is healthy for them<br />
to be who they are”. Some go to a fourday<br />
workshop in July, where they experience<br />
activities one can do without drugs.<br />
They then bring to the High School some<br />
of the activities they have learned. These<br />
include Café Thursdays, which is held one<br />
Thursday a month with video games, ping<br />
pong, dance instruction, fortune telling, a<br />
picture booth, Sumo wrestling, a climbing<br />
wall, bungee races, and pizza and snacks;<br />
the Rye YMCA is a partner in Café Thursdays.<br />
Currently, students are creating a Public<br />
Service Announcement to be shown in<br />
Larchmont-Mamaroneck theatres for the<br />
Mamaroneck High School “Above the Influence” students preparing a Public Service<br />

Friend”, directed at parents, which begins<br />
on Tuesday, April 17. Parenting and prevention<br />
expert, Mike Nerney, will address<br />
the community at the Hommocks Auditorium<br />
that evening at 7:30pm. He will discuss<br />
why it is so important to make certain<br />
teens do not drink and how they can be<br />
parented more effectively to accomplish<br />
this. The campaign will highlight the important<br />
role parents can play in the life of<br />
a teenager. Teenagers have said that their<br />
parents are the persons they trust the most<br />
and they depend on them to guide them.<br />
There are programs in which students<br />
participate each year. “Sticker Shock,”<br />
occurs in April-May; students go to<br />
A&P, Stop and Shop, delis, bodegas,<br />
and attach stickers (“Hey you!!! It is<br />
ILLEGAL to provide alcohol for people<br />
under 21!!!”) to beers and wine<br />
coolers. In “Role Models,” students<br />
in groups of 3-4 speak to 5th and 8th<br />
grade classes about making healthy<br />
decisions. “Myths and Facts” has factors<br />
for the week and month on posters<br />
throughout the halls and on MHS<br />

mujer<br />
El día de las elecciones en 1920, millones<br />
de mujeres estadounidenses<br />
ejercieron su derecho al voto por<br />
primera vez. Les tomó a los activistas y reformistas<br />
cerca de 100 años para ganar ese<br />
derecho, y la campaña no fue fácil: Desacuerdos<br />
sobre la estrategia amenazaron<br />
paralizar el movimiento más de una vez.<br />
Pero el 26 de agosto de 1920, la Enmienda<br />
XIX de la Constitución fue finalmente<br />
ratificada, concediendo el derecho al voto<br />
a todas las mujeres estadounidenses y declarando<br />
por primera vez que ellas, como<br />
los hombres, merecían todos los derechos<br />

of American women exercised<br />
their right to vote for the<br />
first time. It took activists and reformers<br />
nearly 100 years to win that right, and<br />
the campaign was not easy: Disagreements<br />
over strategy threatened to cripple<br />
the movement more than once. But on<br />
August 26, 1920, the 19th Amendment<br />
to the Constitution was finally ratified,<br />
enfranchising all American women and<br />
declaring for the first time that<br />
they, like men, deserve all the<br />
rights and responsibilities of<br />
citizenship.<br />
The campaign for women’s<br />
suffrage began in earnest in the<br />
decades before the Civil War.<br />
During the 1820s and 30s,<br />
most states had extended the<br />
franchise to all white men, regardless<br />
of how much money<br />
or property they had. At the<br />
same time, all sorts of reform<br />
groups were proliferating<br />
across the United States--temperance<br />
clubs, religious movements<br />
and moral-reform societies,<br />
anti-slavery organizations--and in<br />
many of these, women played a prominent<br />
role. Meanwhile, many American<br />
women were beginning to chafe against<br />
what historians have called the “Cult of<br />
True Womanhood”: that is, the idea that<br />
the only “true” woman was a pious, submissive<br />
wife and mother concerned exclusively<br />
with home and family. Put together,<br />
all of these contributed to a new<br />
way of thinking about what it meant to<br />
be a woman and a citizen in the United<br />
States.<br />
In 1848, a group of abolitionist activists--mostly<br />
women, but some mengathered<br />
in Seneca Falls, New York to<br />

and the pursuit of happiness.” What this<br />
meant, among other things, was that<br />
they believed women should have the<br />
right to vote.<br />
During the 1850s, the women’s rights<br />
movement gathered steam, but lost momentum<br />
when the Civil War began. Almost<br />
immediately after the war ended,<br />
the 14th and 15th Amendments to the<br />
Constitution raised familiar questions<br />
of suffrage and citizenship. (The 14th<br />
Amendment, ratified in 1868, extends the<br />
Constitution’s protection to all citizens-<br />
-and defines “citizens” as “male”; the<br />

Michigan Comprehensive Cancer Center<br />
researchers. The finding suggests a pos-<br />
sible target for developing new ways to<br />
treat this deadly disease.<br />
Researchers have known that mutations<br />
in the Kras gene are what cause<br />
pancreatic cancer to develop. These mutations<br />
are frequently seen in common<br />
precancerous lesions, suggesting it has<br />
an early role in pancreatic cancer.<br />
The new study, published in the February<br />
Journal of Clinical Investigation,<br />
finds that in mice, mutant Kras also keeps<br />
the tumor growing and helps precancerous<br />
tumors grow into invasive cancer.<br />
When the researchers turned off Kras, the<br />
tumors disappeared and showed no signs<br />
of recurring.<br />
The researchers were able to manipulate<br />
Kras in a mouse model that they<br />
designed to look at Kras at various points<br />
in pancreatic cancer development. In the<br />
precancerous lesions, turning off Kras<br />
eliminated the tumors in mice and the<br />
pancreas tissue returned to normal, with<br />
no signs of the cancer returning. With invasive<br />
cancer, inactivating Kras killed off<br />
the cancer but left the pancreas with fibrous<br />
areas similar to scar tissue. Tumors<br />
did not recur.<br />
Researchers hope this finding provides<br />
the basis for future drug development.<br />
“Right now no drugs specifically target<br />
Kras, but there are drugs for downstream<br />
effectors. We next need to figure<br />
out which of these downstream effectors<br />
of Kras are important in pancreatic cancer,”<br />
says study author Marina Pasca di<br />
Magliano, Ph.D., assistant professor of<br />
surgery and of cell and developmental<br />
biology at the U-M Medical School.<br />
Kras is also known to play a role in<br />
lung and colon cancer. But it is likely<br />
the biggest player in pancreatic cancer,<br />
where more than 90 percent of all tumors<br />

in the poorest countries are placing<br />
their hopes and dreams on their ability<br />
to learn, and they want to use their education<br />

at 11 percent, followed by “improve<br />
health care” at 9 percent.<br />
Reflecting the dangers of the world<br />
around them, 83 percent of children in<br />
developing nations said they felt safest<br />
at home or with their parents or family.<br />
Children’s biggest health-related concern<br />
is getting sick or contracting a disease,<br />
which was cited by 23 percent of<br />
respondents in developing countries.<br />
Despite finding a stark contrast in<br />
professional aspirations, the survey uncovered<br />
an inherent similarity among<br />
the world’s children. Given the choice<br />
to do anything they wanted for a day,<br />
34 percent of children in the developing<br />
world would choose to play, and 35 percent<br />
of children in developed nations<br />

“At the end of day, children are<br />
children no matter where they live,”<br />
Goddard said. “This survey gives us a<br />
powerful glimpse into the opinions of<br />
children around the world and will help<br />
shape our priorities and programs while<br />

Usted tiene derecho a saber que alrededor de un cuarto de la electricidad de la Ciudad de Nueva<br />
York y Westchester es generada por Indian Point Energy Center (Centro eléctrico Indian Point),<br />
casi sin emisiones de gas de invernadero, y a un costo más bajo que otros recursos de la región.<br />
Los expertos independientes de la Comisión Regulatoria Nuclear (NRC) evalúan<br />
constantemente las operaciones de Indian Point. Nos encontramos también entre las<br />
plantas de energía nuclear más controladas de los EE.UU.<br />
