Excellence Awards at Secutech 

VIVOTEK has won Camera Excellence Awards at 

Secutech International Security Expo for two 

consecutive years. The winning model this year is the 

IP8172. Presented by Messe Frankfurt New Era 

Business Media Ltd, this year’s Secutech International 

Security Expo took place at Taipei World Trade 

Centre, Nangang Exhibition Hall, from April 18 to April

forefront of lens design, the XU-80 includes 20x 

optical HD zoom, helping security teams to closely 

monitor large areas. It has a wide pan and tilt 

range (180 degrees to the left and right, 220

using a single 1/3 inch single-CMOS image sensor

Requirements - Having now completed the construction of a 

9.4 megawatt solar farm in the province of Turin, the 

company turned to address the problem of guaranteeing the 

highest possible levels of protection. 

"The client asked us to design a solution in which the 

network infrastructure was both sturdy and scalable so that 

it could be used simultaneously by the security system, the 

video-surveillance system and the other equipment used to 

monitor the production of electricity. Moreover, in 

compliance with the applicable laws in force, the videosurveillance 

system had to ensure low luminous impact at 

night and, therefore, had to be able to operate satisfactorily 

without any lights on, except in exceptional circumstances", 

explains Claudio Toaldo, owner of Sicurtel, the company that 

built the plant. 

The solution - The plant took about two months to complete, 

including meetings with the client and the realisation of the 

design plan. 

Given the distance of the perimeter (about 4,000 metres) and 

the possible electromagnetic interference caused by 12 

inverters installed on the field, Sicurtel decided to construct 

a closed ring fibre optic Ethernet infrastructure using O-ring 

technology with 12 field switches and an extended 

temperature range of -40°C/+75°C. 

The network hosts 28 ERMO 482 X PRO Cias microwave 

barriers and 11 Ulisse Compact IP 36 + Videotec 110 mt IR 

cameras. 

The Cias barriers are connected on the field via 15 

485/Ethernet IB-FMCREP-ETH converters and are controlled 

by means of an IB-SYSTEM IP server. IP

Centre in Oxford, Unipart Security has announced a

Microsemi Unveils Industry’s First 

60W IEEE 802.3at-compliant 

Outdoor PoE Midspans 

Microsemi Corporation, a leading provider of 

semiconductor solutions differentiated by power, security, 

reliability and performance, announced at the 

International Security Conference (ISC) West its new PD- 

9501GO/AC, the industry’s first 60 Watt (W) IEEE-compliant 

Power-over-Ethernet (PoE) midspan that delivers power 

over standard Ethernet cabling to outdoor devices such as 

wireless LAN access points (WLAN) and Internet protocol 

(IP) cameras. Microsemi is demonstrating the new 

midspan, which is now available, at ISC West in booth 

#5045 March 28-30. 

The PD-9501GO/AC single port midspan supports the 

IEEE802.3at standard at 10/100/1000Mbps data rates for 

outdoor installations and is backward-compatible with the 

earlier IEEE802.3af standard. It allows WLAN access points, 

security network cameras and other IP terminals to 

receive power, along with data, over standard Ethernet 

cables, leaving network infrastructure completely 

unaltered. The midspan also features plug-and-play 

installation, energy efficiency, location flexibility and lowcost

No more lost cars with EtroGate ANPR 

(Automatic Number Plate Recognition) system 

Forgetting where one’s car is in a large parking 

facility is time consuming and frustrating. Moreover, 

the inconvenience is compounded when you have 

just disembarked from a long flight. 

Taiwan Taoyuan International Airport in Taiwan is 

using Etrovision’s EtroGate ANPR (Automatic Number 

Plate Recognition) system to help drivers quickly 

and conveniently find their cars in the airport’s 

parking facility. The airport’s parking facility has 

over 2,000 parking spaces which are managed by 

the Etrovision ANPR system. The EtroGate ANPR 

system is part of Etrovision's EtroCenter VMS (Video 

The Ataturk Stadium in Elazig, Turkey recently 

implemented Etrovision cameras to help to ensure 

efficient levels of security during matches at their 

football facilities. Enigma Security Systems, a customer 

of Nettek, Etrovision's distribution partner in Turkey, 

was contracted for this stadium project. 

Hooliganism and vandalism is sometimes a problem 

present at football matches. Monitoring and prevention 

is a challenge in large, crowded stadiums. 

With a capacity of about 10,000, the stadium’s cameras 

record a total of 8 hours per match which includes 3 

hours before and after the match. The Elazig Police 

Department operates the cameras to identify 

suspicious activity. 

Etrovision cameras were selected for stability, image 

quality and durability. The project includes 45 EV8180F 

5-megapixel IP CCTV cameras to monitor the entire 

visitor area. Each camera is able to view an area of up 

to 800 sites. Camera lenses are able to display a 92 

degree angle of view. 

Management System). The ANPR feature is an 

advanced option available in the EtroGate access 

control system. 

Using IP surveillance cameras, the system captures 

the license plate number upon entering the parking 

facility. Subsequently, the cameras also capture and 

store the car’s eventual parking spot location in 

EtroGate’s ANPR database. Each parking space has 

an associated camera to track the car parked in that 

space. Customers can then access kiosks to look-up 

where their car is in the parking facility using their 

parking ticket or by the license plate number. 

A CCTV system was originally proposed for the 

project, but Etrovision’s ANPR solution with IP 

cameras were determined to be more cost effective 

when all factors were considered. Not only did the 

CCTV system require more servers (1 PC/32 cameras) 

than EtroGate’s ANPR system (1 ANPR Server/100 

cameras), but the CCTV system also required video 

capture cards for the PCs which were not needed for 

the EtroGate ANPR servers. 

A considerable amount of coaxial cable also would 

have been required for the CCTV system. Although 

the Etrovision system required more network 

cabling, using PoE (Power Over Ethernet) reduced 

the amount of cabling required. In addition, the 

CCTV system’s power consumption would have also 

been far higher than Etrovision’s ANPR solution. 

The Etrovision EV8180F 5-megapixel IP 

camera has 2536 x 1940 (5 MP) 

resolution @ 10 fps recording and 

monitoring. The EV8180F also supports 

recording & monitoring at 2048 x 1536 (3 

MP) @ 20 fps and 1920 x 1080 (full HD) @ 

25 fps. 

System cabling is collected at 5 different 

edge switches. Each edge switch is 

placed in an IP66 rated Schneider site 

panel. All electrical fuses, switch 

components and accessories are Merlin 

Gerin products which were chosen for 

reliability. 

The project’s fibre optics solution 

partner was Fiberex who specialise in IP and fibre 

infrastructure along with LAN/WAN network products. 

Luxriot's VMS was used for the Ataturk Stadium’s video 

management system. The Luxriot’s VMS is used in 

many city surveillance systems. Subsequently, the 

police department and camera operators are already

several other manufacturers cameras, Luxriot also 

supports Etrovision’s EV8180F. This not only simplifies 

integration, but it is a flexible, user-friendly platform 

for displaying and recording the EV8180F’s impressive 

high resolution image quality.

educate the Physical Security maket and the end-user 

customers as to the benefits of such technologies - 

Where have we heard this before? 

Although we are investigating the opportunities in the 

Middle East seeking partners in the six major countries 

of Abu Dabi, Bahrain, Dubai, Quatar, Saudi Arabia and the 

UAE, we are concentrating on India as our top priority.

A recent SIA India Security Market Report concludes 

that the Indian Market for electronic security 

technology is huge and revealed considerable 

opportunities for investment and expansion. The 

market size and growth rate are important indicators 

of the development and sustainability of an emerging

security market was $256 million in 2007 and with the 

recent growth of some 30% year on year is projected 

to exceed $750 million in 2012. This being led by a rapid 

growth in CCTV, the largest product segment.

First Quarter M&A Activity in Physical 

Security Disappoints; Whist Demand 

Grows & New Opportunities Develop 

In the first quarter of 2012 we recorded 15 

acquisitions just 1 down on the same period in 2011. 

In our Report - The Physical Security Business In 

2011 we showed that 2011 was a record high for 

mergers and acquisitions for the industry; but we 

forecast that for this year the value of deals would 

fall by 2.5% but the volume would increase by 5%. 

Although many of the deals this quarter did not 

disclose the financial details their value has fallen 

significantly, more than we forecast for the 

average for the whole year and it’s unlikely that 

any one deal exceeded $100m. 

All the acquisitions were strategic with the 2 most 

notable being HID Global’s acquisition of Easy 

Lobby and Authentec’s acquisition of Proxure, Inc., 

a provider of syncing and cloud based storage 

services. None of the traditional multi faceted 

manufacturer / suppliers made acquisitions this 

quarter and for many of them this has been that 

case for the last 2 years. Despite the fact that these 

companies are cash rich they have not been 

tempted to go for growth through acquisition but 

have secured major deals in other areas of their 

business portfolio. 

Whilst this quarter may be regarded by some as 

disappointing, given that the demand for Physical 

Security products and systems has outstripped 

economic growth; it does follow on from a decline 

in acquisition activity in the last quarter of 2011. 

Now that Tyco International has reorganised its 

businesses into separate entities built upon 

technologies and markets they are a more 

attractive target for acquisition. We expect in the 

next 6 months a little more than just speculation 

about possible bids. 

Over the last 3 months we have been watching the 

developments in the market for Video Surveillance 

in the Electrical Transmission & Distribution 

Industry. This business under its "new" name of 

Smart Grid is undergoing a global transformation 

from a traditional low tech business to a high tech 

one. It is evolving into a fully digital IP based 

business in order to take on renewable distributed 

power and play its part in the 21st century low 

carbon economy. This business will need to invest 

some $2 trillion over the next 20 to 30 years to 

enable the world’s electricity grids to become 

“Smart”, interfacing with all its consumers and 

distributed energy suppliers. 

Security of the Smart Grid is vital because it will 

now become vulnerable to cyber attacks and a 

significant part of the expenditure will be spent on 

software to prevent this happening. Security from 

physical attacks is also important and here millions 

of power substations will need to be protected with 

a high proportion being in remote locations, 

virtually all being unmanned. They will need to be 

monitored for safety and maintenance purposes. 

Real-time IP Video can play an important role in 

both monitoring their security and providing vital 

information on equipment performance. 

Supervisory Control and Data Acquisition (SCADA) 

systems, which are already deployed in many 

power substations, can be easily integrated with 

video surveillance technology. By installing a realtime 

video monitoring system and connecting to a 

central control room, visual data to complement 

the raw SCADA data can be received. Real-time 

video monitoring can help ensure normal 

operations for power equipment, protect against 

intrusion and tampering by unauthorized personnel 

and prevent accidents. For example, intruders, 

physical obstructions or smoke indicating a fire can 

be seen via video so engineers no longer need to 

visit the site in-person each time to diagnose a 

problem, saving both time and costs. 

A number of Video camera manufacturers have 

their “eyes” on this market. Video smoke detection 

has been operating for the last 10 years in 

industrial markets and more recently thermal 

cameras have found application here. These 

devices look particularly suitable for substation 

applications offering a combined function of fire 

detection, recording and monitoring equipment 

temperatures and security surveillance.

Video over IP - a solution! 

As more applications for transporting video content from 

various sources over distance emerge, a near zero latency 

solution has been developed for video over IP. 

A hardware Encoder that can transport a 1920 x 1080 PC 

image at 60HZ or HD camera images over IP and back 

again with almost no loss of picture quality and

Set to Double over Next Three Years 

IMS Research estimates that the world market for 

cloud based video surveillance, or video 

surveillance as a service (VSaaS), was worth over 

$500 million in 2011, an increase of 25% from 2010. 

However, the big question is what does the future 

hold for this emerging market? 

Sam Grinter, Market Analyst with IMS Research 

comments that, “Growth in the VSaaS market is a 

result of increasing demand from consumer, smallto-medium 

businesses, and government end users. 

Also, an increasing number of entrants to the 

market has accelerated growth of service 

development, marketing presence, and is also 

creating a more competitive environment. All of 

which means that VSaaS is set to grow significantly 

faster for 2012 onwards.” 

VSaaS solutions can include: self monitoring, real 

time alerts, integrated analytics, and off-site 

storage. Because of the large feature set of VSaaS 

solutions, it can be used for a number of 

applications. Examples of VSaaS deployments range 

from integrated security systems incorporating onsite 

and off-site storage and remote video 

monitoring by a central station, to the ‘peace of 

mind’ one to four camera solutions for keeping an 

eye on loved ones.

While VSaaS solutions are clearly developing, a key 

inhibitor of the VSaaS market remains price. The 

infrastructure cost required to provide a VSaaS 

solution remains relatively expensive, with monthly 

camera subscriptions costing between $5 and $30 

depending on the level of service and the inclusion 

of hardware. While this sounds inexpensive 

compared to the initial capital expenditure for a

Grinter continues, “For VSaaS to become more 

widely adopted, the market needs to resolve a 

number of barriers. For consumers and commercial 

users, the price per camera needs to drop 

significantly and installation must be simpler.

Unipart Security’ Monitoring & Response Centre reports 

increased interest in Thermal Imaging cameras 

Pressure on security budgets is driving the recent 

increase in demand for the remote monitoring of 

thermal imaging cameras, according to Les Ramsden of 

Unipart Security. 

“Our Monitoring & Response Centre has recently seen a 

marked increase in interest from consultants, installers 

and end-users who are interested in protecting sites 

with thermal imaging cameras instead of deploying 

traditional video surveillance cameras,” said Les 

Ramsden, Sales Manager for Unipart Security’s 

Monitoring& Response Centre. 

Les believes that economics is a key reason for the 

specification of thermal imaging cameras and 

particularly so for large remote sites. “Although a 

thermal imaging camera may cost more than a 

standard security camera, you need far less of them to 

cover a wide area,” said Les. “However, another major 

contributing factor is that thermal imaging cameras 

can operate effectively regardless of lighting 

conditions. For many projects this could offer a 

significant cost saving in not having to incur the capital 

costs, engineering works and energy running costs of 

installing supplementary lighting.” 

Thermal imaging cameras are sensitive to heat sources

In some cases a single MegaPixel camera is sufficient to replace multiple 

standard analog cameras. 

But CCTV system designers have a hard time deciding about the location, 

number, resolution and angle of the cameras. They also need to minimize 

'dead zones'. 

Previously, it was not possible to exactly decide on these parameters 

though any scientific analysis, but only depending on the skills, experience 

and expertise of the designer. 

Using “IP Video System Design Tool” software, the CCTV designer can ease 

the design process and eliminate a risk of design errors. The designer loads 

site/floor plan into the software and then creates objects such as walls, 

cameras etc in order to get a realistic 3D model of the surroundings. 

The software can also estimate the video archive size and the required 

network bandwidth for IP cameras.

capable of carrying out the job in hand,” said Les. 

Les points out that the success of thermal imaging 

cameras at a recently completed project at the UK’s 

largest solar farm near Swindon, is an excellent 

example of how remote visual monitoring centres can 

effectively monitor sites protected by thermal imaging 

cameras alongside other sites where traditional video 

surveillance cameras are installed. “At the solar farm, 

the client has in fact achieved the best of both worlds 

in that the FLIR PT series systems which have been 

installed, incorporate both a highly sensitive thermal 

imaging camera and a high resolution Day/Night 

security camera.”

IP-in-Action LIVE Bolton UK 

Huge success despite major motorway 

closure reduces visitor numbers. 

The IP-in-Action LIVE event at the Bolton Reebok 

stadium brought together manufacturers, installers, 

integrators, consultants and some notable end users for 

a memorable event. Although somewhat marred by the 

major incident and motorway closure immediately 

adjacent to the Reebok complex the event remained as 

popular as ever. We understand that although the M61 

northbound was closed for several hours and 

southbound congested for most of the day, thankfully 

there were no serious injuries. 

Paul Hennings, IP UserGroup Director explained "It is a 

great shame that the incident and subsequent road 

closure has prevented many of our delegates and guests 

from joining us today. I have had several emails and texts 

from colleagues who have registered but have been 

unable to attend due the traffic grid-lock on the M61 and

not the first visit to the Bolton Reebok and it won't be

East Midlands Airport takes off with 

IndigoVision IP Video surveillance 

IndigoVision’s end-to-end IP Video surveillance 

system has been installed at East Midlands Airport, 

providing the business with more detailed analysis 

and greater storage of video surveillance footage. 

Located in the heart of the UK, East Midlands Airport 

is an important hub for UK passenger travel, 

connecting over four million passengers annually 

with more than 90 destinations. As the UK’s primary 

pure freight airport, East Midlands Airport is home to 

leading air freight operators DHL, TNT and UPS and is 

a major air hub for the Royal Mail. 

Working with local partner P&G Electrical, 

IndigoVision has reused some of the existing 

infrastructure and cameras, adding new high 

definition cameras, 195 static and 18 PTZ cameras. 

These are a combination of analogue and IP units, 

alongside IndigoVision’s NVRs (Network Video 

Recorders). 

The distributed and open architecture of 

IndigoVision’s IP Video system provides the ideal 

installation platform for the migration of existing 

CCTV equipment, and seamless integration with other 

security systems. 

The airport now has 52TB of storage available, 

necessary due to increased government 

requirements for retention of footage. The export of 

that footage for analysis has also been simplified. 

Three Control Center stations have been established 

at the airport, to allow multiple-location monitoring 

from the car park, security operations and apron 

control centres. User reports have been particularly 

positive regarding the camera salvos, guard tours 

and alarm acknowledgement features of Control 

Center, as well as its easy to use, intuitive interface.

High Definition cameras are ideal in situations where 

the clarity of images captured is vital. In casinos, for 

example, it is essential that every detail of action on 

the gaming tables can be seen at all times. Crystalsharp 

images, even in zoomed images, allow

The 11000 Fixed Dome provides great image quality

Each 11000 HD camera provides unrivalled dual pixel 

Wide Dynamic Range (WDR) performance. WDR is 

useful in all lighting conditions and is particularly 

effective where activity takes place against strong 

back light. Class leading H.264 compression 

technology provides outstanding video quality with 

astonishingly low bandwidths. This allows the 

cameras to be used in locations where high 

bandwidth communication is not available and 

reduces the storage capacity needed for recording 

video. Dual video and audio encoding offers still 

more flexibility to configure the solution to suit the

All cameras across the airport now use IndigoVision’s 

Activity Controlled Framerate (ACF) technology. ACF 

controls the framerate of the video stream based on 

the amount of motion in the scene. When there is no 

activity, video is streamed at minimal framerate; the 

instant any motion is detected, video is 

simultaneously transmitted at maximum configured 

framerate. This significantly reduces the bandwidth

The 11000 HD cameras have been designed to work

Plustek Restores Peace to Japanese Shrine 

On-site video monitoring- fighting against the bleak 

economy with extra eyes on the donation box and 

historic monuments 

A Shinto shrine outside of Tokyo offers a welcome 

respite from the hustle and bustle of the world’s 

largest city. Shinto spirituality has a significant 

influence in Japan, counting 119 million observers 

nationwide. The shrine’s tranquility attracts local 

worshippers as well as tourists. 

Preserved for many years, the shrine’s main purpose 

is to house “kami,” sacred objects with spirits or life 

essence. Visitors can leave donations, which are 

used to maintain the grounds and make them 

accessible. However, the shrine faces the risk of 

theft. The bleak economic climate and growing 

unemployment rates have resulted in higher 

vagrancy. With more reports of theft, looting and 

arson, crime poses a real threat to Shinto shrines. 

The shrine’s caretakers wanted to monitor strategic 

areas, while preserving its aesthetics. They wanted 

evidence-grade video that could be used by the 

authorities to apprehend criminals. However, the 

existing analog cameras did not provide sufficient 

detail for identification. The solution needed to be 

discreet and not overly intrusive. 

Solution 

The religious caretaker selected Plustek network 

storage to watch over worshippers and relics. “We 

needed to protect our shrine’s historical treasures, 

while giving our visitors an open environment,” said 

a caretaker. “If something happens, we need video 

proof to help the police solve investigations.” 

With cameras alert for crime 24/7, all footage is 

recorded to the Plustek Network Video Recorders 

(NVRs) on-site and video data are transmitted back 

to the main office for record though the in-house 

design, MultiManager. High-resolution network 

cameras kept watch at the gateway, offering hall and 

sacred objects for constant surveillance. Onboard 

motion detection analytics monitor the area around 

the shrine for any activity, alerting management if 

alarm zones are breached. Should an alert be 

triggered, two-way audio allows staff to warn wouldbe 

thieves right away. 

The shrine was most vulnerable at night, with no 

staff on hand. Remote monitoring enabled staff to 

keep watch at all hours through their smart phones. 

Caretakers can stream video live from the shrine 

whether at home or on the road, giving them peace 

of mind. 

Result 

The shrine staff was pleased with Plustek’s reliable 

and smart network storage. It provided them with an 

easy-to-use solution and 24/7 surveillance. They 

were able to adjust their shift schedule freely and 

still have the entire shrine under their eyes. The 

capability of supporting Megapixel cameras allows 

them to zoom in for a clear visual of image of the 

theft. Moreover, the Skype integrated function 

allowed the caretaker to call out for help 

immediately. As a result, the shrine has witnessed a 

noticeable reduction in theft. Donation box is now 

kept under surveillance with smart analytics and 

remote video capabilities made from Plustek- it is a 

perfect match for the shrine’s monitoring needs.

Raytec LED Lighting 

Secures Pakistani Industrial Sites 

Infra-Red and White-Light LED lighting technology from 

Raytec has been deployed at various industrial sites 

and training institutions in Pakistan as part of a 

landmark perimeter security upgrade. 

The lighting schemes were designed and managed by 

Pakistani integrated security solutions provider 

Technology Windows Enterprises, Rawalpindi. A large 

number of RAYMAX Infra-Red and RAYLUX White-Light 

LED illuminators were installed at the security 

perimeter, to improve the quality and effectiveness of 

CCTV surveillance at the sites. 

The Infra-Red illuminators now enable the CCTV 

systems to produce the highest quality monochrome 

images at night, at a long range of up to 200m+ with 

zero light pollution. Used in conjunction with the IR, 

the White-Light illuminators are connected to external 

triggers to provide a visible deterrent to potential 

intruders. 

“The sites were suffering from poor CCTV images” 

explains Aleem Siddiqui, CEO of Technology Windows. 

“The images were very good during daylight, but were 

not as sharp or clear as they needed to be at night. 

Without good light the effectiveness of CCTV is

significantly compromised, giving advantage to 

potential attackers”. 

As well as delivering better images, the savings 

offered by Raytec was also a very important factor for 

the customer. The extremely low power consumption 

of the Raytec LED illuminators deliver significant 

energy and running cost savings compared to 

traditional lighting. 

It wasn’t just a question of energy-efficiency, which is 

very important given the ever-rising electricity tariffs 

in Pakistan, but the further savings due to the high 

performance, long life (minimum of ten years) and 

zero maintenance nature of the LED illuminators. 

“Infrastructure costs of installing and maintaining 

systems using old lighting technology are often high. 

Having fewer, longer life, high quality lights which 

illuminated the area very efficiently, proved much 

more attractive to the customer, rather than installing 

a greater number of cheaper, shorter life units that 

didn’t work as well, and had high maintenance and 

replacement costs.” 

Three alternative lighting ranges from different 

manufacturers were tested and compared at the start 

Heifer International upgrades 

to megapixel video 

Heifer International was expanding its campus and 

needed a new surveillance solution in a new warehouse. 

At the same time they decided to upgrade their legacy 

anologue system, and Arecont Vision were chosen to 

provide the megapixel cameras for their surveillance 

requirements. 

Heifer provides gifts of livestock and training to help 

families improve their nutrition and generate income in 

sustainable ways. The non-profit organisation refers to 

the animals as "living loans" because, in exchange for 

their livestock and training, each family agrees to give 

one of its animal's offspring to another family in need. 

The new system at Heifer International provides 

surveillance for three buildings, and cameras are 

monitored by a central guard station. The IP-based 

system also makes it possible for multiple departments 

to monitor their areas, according to Tom Spinnato, 

Facilities/IT Specialist, Heifer International. 

“Arecont Vision provided the most robust features, and 

the panoramic options are beyond impressive,” said Mr. 

Wirges. “The customer easily perceived the quality of 

the product, which allowed performance and versatility 

to be the focus of the design rather than price.” Says 

Zachary Wirges, President of Genesis Datacom, the 

integrator for the project. 

At Heifer International, three Arecont Vision AV8185DN 

Surroundvideo day/night 8-megapixel H.264 cameras are 

now being used. The cost-effective cameras are 

designed for applications where mechanical pan-tiltzoom 

(PTZ) devices might otherwise be used or where 

multiple cameras would be needed to view expansive 

areas. Each Surroundvideo camera incorporates surface- 

mount and in-ceiling mounting options, an IP66-rated 

environmental chassis and a 5.5 inch polycarbonate 

dome that needs no external housing. 

Arecont Vision model AV8185DN is an 8 megapixel, 180degree 

panoramic H.264 IP camera that incorporates 

four 2 megapixel CMOS image sensors that can be 

switched between day and night manually or 

automatically to provide 6400 x 1200-pixel panoramic 

images at 5.5 frames-per-second (fps). The panoramic 

view can also be set at lower resolutions to provide 

faster frame rates, such as 1600 x 1200-pixel images at 

22 fps or 800 x 600-pixel images at 88 fps. Low-light 

sensitivity is 0.2 lux at F2.0. The 180-degree panoramic 

camera can substitute for up to 24 analog cameras. 

Features include image cropping and up to four regions 

of interest. 

In addition, Heifer International uses an Arecont Vision 

AV365DN camera, which is a Surroundvideo day/night 8megapixel 

H.264 camera providing 360-degree 

panoramic views. Other features are similar to the 

AV8185DN. 

Also used at Heifer is the Arecont Vision AV2825IR 

camera, a full-HD mode, 1080p H.264 Megaview IP 

camera that includes an IR illuminator. The megapixel 

camera is enclosed in an all-in-one IP66 

(environmentally rated) and vandal-resistant cylindrical 

(bullet-style) housing. The camera also includes a 4.5- 

10mm IR-corrected vari-focal lens, and the IR illuminator 

has 48 infrared LEDs for a 25-metre (82-foot) IR distance. 

The camera provides up to 24 frames-per-second in 

1080p mode, and has an embedded heater and blower.a 

Other Arecont Vision cameras incorporated into the 

of the project – including Raytec. In these trials the 

Raytec products were found to be significantly more 

effective than competitors. “The decision to install 

Raytec illuminators was taken after a thorough 

cost/benefit analysis,” explains Aleem Siddiqui. “It 

demonstrated that investing in higher quality 

technology at the beginning would soon deliver 

significant savings in energy, running costs and 

maintenance – the customer was not interested in 

false economies.” 

Following the success of the installation, Technology 

Windows Enterprises is expecting more Raytec CCTV 

lighting upgrades to follow in the region. These include 

a number multi-kilometre perimeter projects which will 

benefit from the long range illumination offered by 

Raytec lighting. 

Heifer International system include two Arecont Vision 

AV3155DN cameras, each a 3-megapixel H.264 network 

(IP) Megadome integrated camera, lens and IP66-rated 

dome providing 2048 x 1536-pixel images at 15 fps and 

0.2 lux light sensitivity at F1.4. Features of the all-in-one 

integrated camera, lens and housing include a 1/2” CMOS 

sensor and Arecont Vision's Megavideo image 

processing at 80 billion operations per second. The 

camera employs H.264 (MPEG 4, Part 10) compression to 

minimize bandwidth and storage requirements while 

maintaining real-time image resolution. The day/night 

model (DN) features a motorised IR cut filter. 

Finally, four Arecont Vision AV1355 H.264 Megadome IP 

cameras provide 1.3 megapixel (1280 x 1024-pixel) images 

at 32 frames per second in an integrated all-in-one 

camera, lens and dome. The cameras have features 

similar to the other models. Light sensitivity of 0.1 lux at 

F1.4 enables low-light viewing and recording.


VIVOTEK Keeps India’s Oldest 

Library Collection Safe and Sound 

Goa Central Library, located in the State of Goa, West of India, is the oldest library in 

the country. Since the Library opened its door in 1832, the facility has maintained a 

collection of nearly 200,000 books in Goa’s official language of Konkani, as well as 

many other languages. 

The book section carries Goan newspapers dating back 130 years as well as a collection 

of literature printed in Goa of the 17th century. The Library also houses a number of 

rare collections documenting Goa’s past as a Portuguese colony and other items of 

historical importance. 

Challenges 

While the Library owns many valuable items, its most recurrent security issue has been 

visitors thoughtlessly tearing pages out of books or otherwise damaging them. Lost 

and stolen books, disturbances resulting from loud conversations, and theft of 

stationery were other problems that administrators hoped an effective monitoring 

regime could help alleviate. 

Solution 

Goa Library’s facilities encompass a wide variety of 

environments – from dimly lit stacks with long 

narrow aisles to brightly illuminated reading 

rooms with broad unbroken spaces – posing a 

challenge for system integrators aiming to provide 

a robust surveillance solution while keeping 

administration simple. Ultimately, Reconnoitre 

Systems, in association with AUTOCOP, developed a 

solution adopting a total of 116 pieces of VIVOTEK 

cameras – 78 pieces of FD7131s, 30 pieces of 

SD8121s and eight SD7323 units, in addition to 

VIVOTEK in-house ST7501 software. 

Benefits 

VIVOTEK FD7131 is a fixed dome network camera designed for indoor surveillance. Its 

wide-angle vari-focus lens provides maximum coverage, while a sophisticated 3-axis 

mechanical design enables simple, flexible installations on either a ceiling or a wall. 

The FD7131 fields not only a rich feature set but also advanced technologies like a 

passive infrared sensor for motion detection and built-in white-light illuminators for 

situations where light levels are low. The FD7131 can even transmit dual streams of 

video at different resolutions, allowing simultaneous real-time viewing on separate 

devices—for example, on an on-site administrator’s PC and on a mobile phone, thanks 

to 3GPP support. 

VIVOTEK SD8121 speed dome network cameras, which are now in use at the Library, is 

like an icing on a cake to FD7131’s baseline of features by adding powerful 12x optical 

zoom, enabling administrators to obtain sharp details even at considerable distances. 

With sophisticated remote pan/tilt capabilities, the camera offers a full 360° pan and 

90° tilt, controllable via a mouse or joystick, with up to 128 preset positions available 

for patrolling set-ups. 

Moreover, the SD8121 generates excellent image quality even in challenging lighting

conditions, thanks to its Wide Dynamic Range (WDR) technology. When a camera 

attempts to capture footage in a high-contrast, backlight, glare or light-reflective 

environment, subjects may be unrecognizable. WDR compensates for the unbalanced 

lighting, restoring the details throughout the field of view. Furthermore, the 

implementation of an auto-iris lens allows the SD8121 to adapt to changing levels of 

light without intervention from an operator. 

VIVOTEK SD7323 is another high-performance speed dome network camera with a 35x 

zoom lens. In addition to going beyond the SD8121’s ability to obtain crisply detailed 

images from afar, the SD7323 features ground-breaking technology such as electronic 

image stabilization to mitigate the effect of vibration and other camera movement, 

and a 3D privacy mask that allows the Library to prevent designated areas in the field 

of view from being filmed, even when the remote PTZ functionality is used to pan, tilt 

or zoom the camera. 

Customer Feedback 

After deployment of the Library‘s new surveillance was completed in June 2011 came 

the real test: how would it perform in actual use? Fortunately, the system has not only 

met the Library‘s requirements, but surpassed expectations, bringing benefits like 

greater convenience to the staff, ability to monitor more of the Library‘s indoor 

environment than ever before, and excellent image quality far surpassing what Library 

had anticipated. According to VIVOTEK‘s valued partners, Reconnoitre Systems and 

AUTOCOP, the installation has helped the Library resolve security issues, calling 

VIVOTEK hardware and software "a great investment".

Based on results from testing conducted in 

Anixter’s Infrastructure Solutions Lab, the 

ipAssured Education Zone programme will

analogue to IP that is both scalable and 

interoperable. 

For installers and integrators, the sessions will

This is the first event presented in Chile by the IP 

UserGroup, who have always had great success and 

significant acceptance in the industry as these 

meetings strengthen IP technology acceptance in the 

security industry in the country, making available 

some of the new products and discussing the trends 

in the market. 

Throughout the day several lectures were presented 

by representatives of the leading manufacturers 

exhibitoring, along with an exhibition area with the 

latest products and services using IP technology.

Hikvision Helps Brazilian 

Electricity Station 

A Revolutionary Solution to Save Resources 

“Possibly the only project of this nature in the whole 

world, and definitely the only project in Brazil that 

utilizes mobile DVRs in this fashion,” is how Alvaro de 

Souza, CCTV manager at VMI (the company in charge of 

designing this security project) aptly defined this 

revolutionary Brazilian security solution. 

In 2010, Rio Grande Energia (RGE) decided a change was 

in order for its electricity stations. These stations, 

responsible for the electrical distribution throughout 

the north-northeast portion of Rio Grande do Sul, serve 

262 municipalities - representing 51% of all counties in 

this Brazilian state. 

Previously, security at all electricity substations was 

comprised of an intrusion and alarm system. In turn, 

these alarm systems were tied into various support 

stations to alert technical workers of a possible 

situation. 

Yet, while straightforward enough, these support 

stations are generally located a great distance from the 

outlying electricity substations. In essence, if an alarm 

were to go off, a maintenance worker would have to 

place their normal work duties on the backburner, and 

literally drive for hours to determine the nature of the 

incident – a waste of both time and company resources. 

Additionally, while an alarm might actually relate to a 

legitimate security threat, it was far more often an 

everyday occurrence – such as grazing animals 

wandering too near the facility – that triggered the 

response. Unfortunately, due to the distance between 

substations and support points, and the fact that these 

are all located in a rural environment; no infrastructure 

was in place to support technology such as an live 

Internet feed. As such, technical workers were forced to 

spend an increasingly large percentage of their 

workdays chasing nothing. Both RGE and their 

employees agreed something needed to be done. 

What to be done? 

This is the question RGE executives asked themselves. 

The cost of building the infrastructure necessary for 

Internet access, from the ground up, was cost 

Hikvision’s “Panda” Camera Wins the 

Prestigious 2012 Red Dot Product 

Design Award 

Hikvision, is proud to announce that its new “Panda” 

network camera – the DS-2CD8464F-EI – recently won 

the 2012 “Red Dot Product Design Award.” The DS- 

2CD8464F-EI, specifically designed for homesurveillance 

purposes, won this prestigious award for 

its innovative design and appearance. 

The Red Dot Design Award, organized on an annual 

basis by the Design Zentrum Nordrhein Westfalen in 

Germany, is the world’s largest and most famous

prohibitive – to say the least. From a conventional 

security standpoint, the options of providing real-time 

video… the vital component in order to eliminate this 

growing time nuisance… were few and far between. 

Enter Alvaro de Souza and VMI. After considerable time 

spent pondering possibilities, and ruling others out, Mr. 

Souza chose an inventive path. With the help of 

Hikvision security technology, it was indeed possible to 

supply these support stations with the necessary realtime 

video of each-and-every electricity substation. The 

trick was in the DVR, or more specifically, Hikvision’s DS- 

8104HMI-B Mobile DVR with 3G module. 

“We’ve always had great faith in Hikvision technology. 

But, this project represented a leap from the norm, so 

we extensively tested the DS-8104HMI-B to make sure it 

could provide quality images over a 3G network for 

employees at distant substations to evaluate. Our tests 

proved the usage of Hikvision mobile DVRs would be a 

great solution to this sticky problem,” Mr. Souza noted. 

For this project, the key was to reverse the general 

process: use the DS-8104HMI-B Mobile DVR as a 

stationary DVR unit. In doing so, the thorny problem of 

installing highly-expensive fiber-optic cable or cable 

lines was completely sidestepped. 

Yet, where one major problem was solved, another 

presented itself. “Brazil has an unfortunate history of 

not always having the most stable 3G wireless network. 

Sometimes problems do arise,” Mr. Souza explained. As 

such, if any power outages – or other network issues 

arose – this entire 3G solution could collapse. Yet this 

problem was easily remedied by the DS-8104HMI-B 3G’s 

ability to store a backup at the location site. Thus, if any 

3G network problems were to occur; one need only 

travel to the actual site to recover security footage. 

The DS-8104HMI-B Mobile DVR is able to accomplish all 

of these requirements through several features; such as 

H.264 video compression, up to 4CIF resolution 

recording, two pluggable 2.5-inch SATA HDDs, a 

patented hard disk vibration-proof and bracing 

technology, and a built-in 3G (WCDMA/cdma2000) 

module (optional). 

industrial design competition. For the 2012 edition, over 

4,500 of the world’s most advanced products were 

submitted by 1,800 manufacturers and designers – a 

collection comprising contestants from 58 different 

countries. When the dust finally settled, Hikvision’s 

“Panda” camera rose to the top of the field on the 

strength of its exclusive and innovative design. 

Equipped with an articulated bracket, the Hikvision 

“Panda” camera allows the flexibility to fully adjust its 

angles in order to better accommodate varying 

monitoring environments. With its built-in IR LEDs, it 

captures clear images in ultra-low illumination 

environments, and additionally offers users the benefit 

of wired and Wi-Fi data transmission.. 

The Final Piece 

While Hikvision’s mobile DVRs solved the problem of 

connectivity, another piece still remained: the eyes of 

the solution. For Mr. Souza, compared to overcoming a 

lack of internet capability with Brazil’s existing 3G 

network, this was a proverbial piece of cake: “I 

immediately knew what camera would be best for this 

solution – Hikvision’s DS-2AF1-617-B Speed Dome. Due to 

the 128? wide dynamic range and 36 zoom 

magnification, this was the perfect camera to give 

employees at these far-off support stations the tools to 

see if something constituted an actual threat.” 

Mr. Souza continued, “Furthermore, the DS-2AF1-617-B 

provides an angle of view to cover 360 degrees – as far 

as we could ask this equipment to go. Now when alarm 

sounds, real-time video through these Hikvision 

cameras will allow support-station technicians to make 

an accurate – and resourse saving – optimal choice.” 

Additionally, Mr. Souza noted this speed dome works 

especially well in a “low-light environment” due to its 

true day/night imaging. 

Further features, such as a 128? wide dynamic range, 

540 TVL high resolution, 3D intelligent positioning 

function, 3D digital noise reduction, and an IP66 rating 

give this camera the tools to secure every RGE 

electricity station providing power to this portion of 

Brazil. 

This project, completed in December 2010, could best be 

summed up by Mr. Souza apropos sentiment: “The RGE 

solution represents 10% technical understanding and 

90% hard work – all tied together with tremendous 

Hikvision technology.”

Axis Officially Opens the Doors to New 

North American Headquarters and 

State-of-the-Art Axis Experience Center 

New Chelmsford, Mass. office is more than three times 

larger than previous space; Axis Experience Center 

includes command center demo room, product museum, 

executive conference rooms, 50-person auditorium and 

training center 

Axis Communications, the world leader in network video, 

held an official grand opening celebration last week for its 

new North American headquarters with a private cocktail 

event for local partners in the state-of-the-art Axis 

Experience Center. 

Axis’ new 60,000 square foot office is located at 300 

Apollo Drive in Chelmsford, Mass., about 30 minutes from 

Boston and on the same campus as its previous facility. Of 

Axis’ 150-plus North American employees, nearly 90 from

Are Switches the unsung 

heroes of IP-CCTV? 

Whenever IP CCTV is discussed it is always the two 

ends that are talked about but never the clever bits in 

the middle! 

Inevitably it is the very intelligent cameras with high definition, thermal 

imaging, etc that are discussed in depth at one end of the system, along 

with the stunning video analysis of images with motion detection, high 

accuracy number plate recognition, etc. at the other end. Rarely is the 

work horse of the network considered; the managed or unmanaged switch 

that ensures the data gets from one end to the other. 

Almost all IP networks for CCTV need managed switches with high 

resilience (multiple power inputs, the ability to self heal a network when it 

is broken, robust bandwidth management), high security (IGMP, DDoS/DoS, 

etc), broad temperature ranges (-40° to +70°C for example), ruggedised 

construction (metal cases to at least IP30) and where necessary specialist 

housings (EN50155 approval for railway use, e-Mark for transport use, 

waterproof to IP67, etc)
