Founding Dean’s Perspective
2007 Annual Report
A journey of a thousand miles begins
with a single step Lao-tzu
Our choice to make a positive impact on the community each day
– whether through interactions with our patients, our students, our
peers or the public – is what has made our institution a success .
The courageous actions and attitudes of many helped us reach for
the sky – one step at a time .
While watching the story of El Paso’s medical school unfold, I have
logged thousands of hours in the presence of individuals whose
hearts and minds were reluctant to face the odds, yet rather focus on
the possibilities – and the work at hand .
This not only includes our most visible supporters and donors,
but specifically each member of the Texas Tech University Health
Sciences Center faculty and staff that have made this institution a
valuable part of the El Paso community for almost 35 years . With
humble beginnings within the corridors of Thomason Hospital, we
have grown to heights that still leave some silent with pride .
Not only have we emerged as a thriving health sciences center, but
also the only accredited four-year medical school on the U .S ./Mexico
border – preparing to seat its first class in 2009 .
As our efforts take a place in El Paso’s
history, I hope they are viewed as a time
when many truly believed and proved…
the sky is the limit! Thank you El Paso!
Founding Dean
Jose Manuel de la Rosa, M.D.
Chancellor’s Message
Across the Texas Tech University System, 2007 proved to be a record
year for fundraising, enrollment growth and advanced research
initiatives . One of our proudest moments was the establishment of a
four-year medical school at the Texas Tech University Health
Sciences Center at El Paso .
In August, it was announced that the El Paso School of Medicine
would be named in honor of Paul L . Foster, president and CEO of
Western Refining, Inc . Foster donated $50 million to the TTUHSC
El Paso School of Medicine, the largest gift ever to be received by
the Texas Tech University System . As the only four-year medical
school on the United States/Mexico border, this initiative will allow us to establish ourselves as
the national leader in border health research .
The Paul L . Foster School of Medicine is a perfect example of what can be accomplished with a
passionate vision and the collaboration of people like you – our faculty, staff, students, alumni,
legislators and community partners . This truly is an exciting time for the Texas Tech University
System . I celebrate with you in this historic achievement and look forward to many more
successes in 2008 .
President’s Message
The Texas Tech University Health Sciences Center started with one
man’s vision . More than three decades later, Governor Preston
Smith’s dream has grown into a reality that likely has exceeded
even his imagination .
This has been an historic year in the life of our institution with the
official celebration of the Texas Tech University Health Sciences
Center Paul L . Foster School of Medicine .
The achievement of excellence has required dedication and hard
work from all elements of the Texas Tech family .
Chancellor Kent Hance
Thank you to our faculty, staff and students and especially to the El Paso community for your
commitment and contributions . This is an exciting time in the life of this institution . I value
deeply your continued confidence in the Paul L . Foster School of Medicine . Texas Tech is a
special place with a compelling history and an exciting future .
Exceptional work will take place within these new walls . As we continue to grow what Governor
Smith began, we will continue to focus on excellence in education, research and health care .
The Paul L . Foster School of Medicine will be your legacy for the next generations to come .
2007 Annual Report
Thank you El Paso!
El Paso Supports the Paul L . Foster School of Medicine
The Infinity Capital Campaign far surpassed its goal with generous contributions from our
community to establish the Paul L . Foster School of Medicine . Contributions came in all
amounts — some small, some large — and showed that El Paso truly supports its new
four-year medical school . What a wonderful beginning! The Paul L . Foster School of Medicine
is committed to reach its full-potential as the national leader in border health.
However, before the first class of medical students is seated next year, a great deal is left to
do . We must be ready to compete with other medical schools for top students and experts in
many scientific disciplines .
Support from individual and corporate investors is
needed to help recruit and retain top faculty, as well
as to expand scholarship opportunities for qualified
students, trainees and residents . Accomplished
professors, scientists and researchers must be added
to the ranks to teach and contribute to existing
medical knowledge that will benefit healthcare
professionals nationally . Newly established Centers of
Excellence need to be endowed to fund the ongoing
investigation of health care challenges that have
afflicted El Paso for years including diabetes, obesity, and infectious diseases .
Donor’s gifts are helping us to break this region’s healthcare confines, and provide a path
toward a better future . Thank you for your ongoing support .
Rick & Ginger Francis
Honored as Outstanding Philanthropists
The dictionary defines philanthropy as “a desire to help mankind by donating gifts, services,
or by providing other acts of generosity .”
L . Frederick “Rick” and Ginger Francis have distinguished themselves as philanthropists
whose gifts, services, and actions have helped bring to life the first four-year medical school
on a U .S ./Mexico border in their hometown . And in 2007, they contributed $1 .5 million to
the Paul L . Foster School of Medicine for a Regent’s Endowed Dean’s Chair . This gift will
subsidize the salary of a dean who administers the School of Medicine and has a major
interest in border health .
For their continued support of worthy projects, the couple was honored by the Association
of Fundraising professionals with the Outstanding Philanthropist Award .
Pete & Anne Mounsey
Honor Pediatric Surgeon
Pete and Anne Mounsey left El Paso with a priceless gift – their son’s life . Twenty-four hours
after arriving in Puerto Vallarta, Mexico with their three children - eight-year-old Gracey and
seven-and-a-half month old twins, Mary Sarah and Peter - their son Peter developed a
life-threatening intestinal blockage . With no pediatric surgeon available, the Mounsey family
waited 17 hours before boarding a flight-for-life plane which would return them to Denver . But,
Peter experienced severe trauma during flight, and landing in El Paso, their child’s fate fell in the
hands of one man – Donald E . Meier, M .D ., pediatric surgeon and a professor of clinical surgery
at Texas Tech University Health Sciences Center at El Paso .
“I’m going to give him the same care that I would give my own grandson, nothing less,” is what
Dr . Meier said to the Mounseys after an ultrasound at Providence Memorial Hospital confirmed
the need for immediate surgery . The surgery went well, and Dr . Meier spoke with the Mounseys
at length, methodically explaining the surgery . After an intense recovery, they finally headed
home to Denver .
“Through all of our experiences, we’ve come to know that it’s not just what doctors do, but how
they do it that truly makes a difference in people’s lives,” said Pete Mounsey . This led Pete and
his wife Anne to honor the lifesaving work of Dr . Meier by establishing a $1 .5 million
Endowed Chair in Pediatric Surgery .
The endowed chair will enable the Paul L . Foster School of Medicine to attract pediatric
surgeons like Dr . Meier to El Paso and Texas Tech, support the teaching of outstanding
patient care, and buttress research in the area of pediatric surgery .
Levels of Giving
9
Endowment
An endowment is the greatest source
of financial security to non-profit
institutions . It is used chiefly to support
faculty and students and is valued
because it provides stable income, free
from shifts in government funding
patterns, and third –party
reimbursement rates .
Endowments can support education,
research, patient care and community
service . Endowed funds are invested in
long-term investments in accordance
with Board of Regents policy .
Fiscal year spending is based on 4 .5%
of an endowment’s average market
value for the previous twelve quarters,
and is made available on a quarterly
schedule .
Endowed Chair - $1,500,000+
An endowed chair is the most
prestigious award an academic
institution can grant one of its scientists
or physicians . Chairs enable TTUHSC
to recognize its most talented current
faculty members as well as to recruit
outstanding new members . Endowed
chair holders are among the institution
leaders setting the standards for
research, teaching, and patient care .
2007 Annual Report
Endowed Professorship- $500,000
This endowment is funded at a
lower level than the endowed chair . It
rewards faculty who are doing an outstanding
job of teaching or conducting
research in their particular field .
Endowed Lectureship- $200,000
This endowment provides funds in
perpetuity to offset expenses in bringing
distinguished lecturers to speak
to students and faculty of the TTUHSC
Paul L . Foster School of Medicine .
Library Book Fund Endowment
-$100,000
These funds will be named after the
donor and monitored by the Director
of Libraries at Texas Tech . These funds
will be used to purchase books or
professional journals . This fund
supplements the limited budget
supplied to public institutions
through state appropriations for
special research publications .
Presidential Endowed Scholarships
- $100,000
Presidential Endowed Scholarships for
under-graduate study are awarded to
outstanding entering first year medical
students based on academic
achievements, leadership in school or
community activities . Recipients must
obtain a minimum score of 30 on the
MCAT admission exam .
Match Day Moment
On March 15, 2007, at precisely 12 noon EST (10 a .m . MST),
fourth-year medical students around the nation and Canada tore
open envelopes holding the answer to their burning question:
Where will I spend the next three to five years of my residency?
The Texas Tech University Health Sciences Center (TTUHSC)
School of Medicine Class of 2007 was very successful in the
National Residency Match Program (NRMP) . The NRMP is
operated by the Association of American Medical Colleges
(AAMC) and is sponsored by the American Board of Medical
Specialties, American Medical Association, American Hospital
Association, Council of Medical Specialty Societies, and the
AAMC . The NRMP oversees a computerized process that links
choices of graduating medical students with preferences of
Residency Program Directors .
Overall, the 46 senior medical students at TTUHSC – El Paso
obtained excellent training programs and 89% matched
electronically . A majority of El Paso-based students (52%) went
to training programs in primary care (either Family Practice,
Internal Medicine, Obstetrics and Gynecology, or Pediatrics) and
2007 Annual Report
67% trained in Texas programs . Six students trained in El Paso
on the Texas Tech/Thomason Hospital Campus .
Academic Achievements
2007 Annual Report
Texas Tech University Health Sciences Center at El Paso is the sponsoring institution for eight
residency programs including Emergency Medicine, Family Medicine, Internal Medicine,
Neuropsychiatry, Obstetrics and Gynecology, Pediatrics, Surgery and Transitional Year .
We also co-sponsor an Orthopedics Residency program with William Beaumont Army Medical
Center . There are 188 total approved residency positions . All residency programs are fully accredited
by the Accreditation Council for Graduate Medical Education (ACGME) .
The Office of Graduate Medical Education has the responsibility to maintain oversight of all
residency programs, as well as the institutional accreditation for graduate medical education .
The office works closely with the Institutional Graduate Medical Education Committee (GMEC) so
that all requirements of the respective programs are fulfilled . The GMEC has representation from all
the residency programs, the house staff association, institutional administrators and hospital
administration . The major participating hospitals involved in residency training include
Thomason Hospital, William Beaumont Army Medical Center,
El Paso Psychiatric Center and Providence Memorial Hospital .
In 2007, the institution received an accreditation visit that resulted
in full accreditation for three years . The internal medicine and
transitional year programs were also reviewed and accredited .
TTUHSC at El Paso also received approval from the ACGME for a
four-year radiology residency for graduates of medical school, to
begin in the summer of 2008 . This is the first time in 15 years that
a new residency program has been approved for the institution
and is the first radiology residency within the Texas Tech University
Health Sciences Center System .
TTUHSC at El Paso residents had the opportunity to present their
research projects at the Annual Meeting of the Southwest
Association of Hispanic American Physicians . This was also the first
year the El Paso campus hosted the Annual TTUHSC Research Day,
which gave researchers from TTUHSC and the University of Texas at
El Paso the opportunity to share valuable knowledge, and in some
cases, coordinate efforts . Awards were given to the best research
projects by residents .
Many residents and faculty members also produced publications
in peer-reviewed journals .

Continuing Medical Education
2007 Annual Report
The Office of Continuing Medical
Education (CME) exists to serve
the educational needs of several
groups . These include faculty,
community physicians in urban,
rural, border, and underserved
areas of West Texas, and in
certain instances, the inclusion
of national and international
physician audiences .
Within the context of the mission of the
Texas Tech University Health Sciences Center
School of Medicine, the Office of CME seeks to:
n Provide continuing medical education opportunities for
physician faculty at the Health Sciences Center and physicians practicing in West Texas .
n Assist regional practitioners in maintaining their basic knowledge and learning of advances in
medicine, thus assisting in providing quality care to residents of the region .
n Ensure the quality of educational programs by adhering to the guidelines and standards
established by the Accreditation Council for Continuing Medical Education (ACCME) .
n Utilize CME as a mechanism where faculty can report on appropriate basic science and clinical
research with an emphasis on how such findings can improve the quality of patient care .
The scope of CME activities encompasses primarily clinical subject matter, in risk management,
ethics/professional responsibility, cultural diversity and health disparities, quality assurance,
managed care, rural and border medicine and faculty development . This is accomplished with
conferences, grand rounds activities, teleconferences, videotapes, Internet activities and other
modes of distance learning .
Accreditation
Texas Tech University Health Sciences Center is accredited by the Accreditation Council for
Continuing Medical Education (AACME) to sponsor continuing medical education for physicians .
Texas Tech University Health Sciences Center takes responsibility for the content, quality, and
scientific integrity of CME activity .
Continuing Medical Education presents activities for educational purposes only . Participants are
expected to utilize their own expertise and judgment while engaged in the practice of medicine .
The content of the presentations is provided solely by presenters who have been selected because
of recognized expertise in their field .
The Department of Research has entered a new
phase due to great stimulus resulting from the
Legislature authorizing major state monies to
TTUHSC El Paso, the Paul L . Foster endowment,
and the LCME accreditation visits .
The department moved from its planning
phase, to implementing those plans . Major
research faculty and staff recruitment also moved forward in 2007 . Recruiting directors for the
School’s first Center of Excellence in Infectious Disease also began . The Center of Excellence
opened in early 2008 with two new co-directors aboard - Manjunath Swamy, M .D ., and
Premlata Shankar, M .D .
Patrick Tarwater, Ph .D ., whose expertise is biostatistics, was also hired on as faculty . Recruitment
of senior research staff for the school’s research core facilities also began, with the hiring of
Lambert Ngoka, Ph .D ., as senior director of Proteomics .
Beyond growth in the number of research faculty and staff, 2007 also brought in new research
grant dollars to the Paul L . Foster School of Medicine and the community . The research faculty
of the school submitted grants to both the Department of Defense and the National Institutes
of Medicine, which were funded in early 2008 . These prestigious awards will bring important
recognition to research in El Paso .
Texas Tech University Health Sciences Center patient offices are now
united under one name and identity-Texas Tech Physicians . This effort
brings together more than 500 physicians across four campuses . It is the
largest network of physicians and health care professionals in West Texas .
