A journey of a thousand miles begins<br />

with a single step Lao-tzu<br />

Our choice to make a positive impact on the community each day<br />

– whether through interactions with our patients, our students, our<br />

peers or the public – is what has made our institution a success .<br />

The courageous actions and attitudes of many helped us reach for<br />

the sky – one step at a time .<br />

While watching the story of El Paso’s medical school unfold, I have<br />

logged thousands of hours in the presence of individuals whose<br />

hearts and minds were reluctant to face the odds, yet rather focus on<br />

the possibilities – and the work at hand .<br />

This not only includes our most visible supporters and donors,<br />

but specifically each member of the <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong><br />

Sciences Center faculty and staff that have made this institution a<br />

valuable part of the El Paso community for almost 35 years . With<br />

humble beginnings within the corridors of Thomason Hospital, we<br />

have grown to heights that still leave some silent with pride .<br />

Not only have we emerged as a thriving health sciences center, but<br />

also the only accredited four-year medical school on the U .S ./Mexico<br />

border – preparing to seat its first class in 2009 .<br />

As our efforts take a place in El Paso’s<br />

history, I hope they are viewed as a time<br />

when many truly believed and proved…<br />

Chancellor’s Message<br />

Across the <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> System, <strong>2007</strong> proved to be a record<br />

year for fundraising, enrollment growth and advanced research<br />

initiatives . One of our proudest moments was the establishment of a<br />

four-year medical school at the <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong><br />

Sciences Center at El Paso .<br />

In August, it was announced that the El Paso School of Medicine<br />

would be named in honor of <strong>Paul</strong> L . <strong>Foster</strong>, president and CEO of<br />

Western Refining, Inc . <strong>Foster</strong> donated $50 million to the TTUHSC<br />

El Paso School of Medicine, the largest gift ever to be received by<br />

the <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> System . As the only four-year medical<br />

school on the United States/Mexico border, this initiative will allow us to establish ourselves as<br />

the national leader in border health research .<br />

The <strong>Paul</strong> L . <strong>Foster</strong> School of Medicine is a perfect example of what can be accomplished with a<br />

passionate vision and the collaboration of people like you – our faculty, staff, students, alumni,<br />

legislators and community partners . This truly is an exciting time for the <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong><br />

System . I celebrate with you in this historic achievement and look forward to many more<br />

successes in 2008 .<br />

The <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences Center started with one<br />

man’s vision . More than three decades later, Governor Preston<br />

Smith’s dream has grown into a reality that likely has exceeded<br />

even his imagination .<br />

This has been an historic year in the life of our institution with the<br />

official celebration of the <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences<br />

Center <strong>Paul</strong> L . <strong>Foster</strong> School of Medicine .<br />

The achievement of excellence has required dedication and hard<br />

work from all elements of the <strong>Texas</strong> <strong>Tech</strong> family .<br />

President John C. Baldwin, M.D.<br />

<strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong><br />

Sciences Center President<br />

John C. Baldwin, M.D., began his appointment<br />

as president of <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong><br />

<strong>Health</strong> Sciences Center in August <strong>2007</strong>.<br />

Dr. Baldwin previously served as Professor<br />

of Surgery at Harvard <strong>University</strong> and<br />

President and Chief Executive Officer of the<br />

Immune Disease Institute, an affiliate of<br />

Harvard Medical School.<br />

Baldwin, a fifth consecutive generation<br />

native Texan, was born in Fort Worth and<br />

raised in Anna, <strong>Texas</strong>, near McKinney.<br />

Because of family business interests, he had<br />

the opportunity to spend considerable time<br />

in the El Paso/southern New Mexico area<br />

as a child and knows it well. He earned his<br />

bachelor’s degree from Harvard <strong>University</strong>,<br />

where he was one of 12 students to be<br />

elected to the Phi Beta Kappa honorary<br />

society as a junior. After graduating summa<br />

cum laude from Harvard, Baldwin was<br />

awarded a Rhodes Scholarship, under<br />

which he performed research at Oxford. He<br />

received his medical degree with honors<br />

from the Stanford <strong>University</strong> School of<br />

Medicine and completed his internship<br />

and residency at Massachusetts General<br />

Hospital in Boston. Later in his career in<br />

academic medicine, he succeeded Dr. Michael<br />

Debakey as head of surgical programs at<br />

Baylor College of Medicine in Houston.<br />

He has served as Dean of Dartmouth<br />

Medical School and as the university’s<br />

Associate Provost for <strong>Health</strong> Affairs.<br />

Baldwin has extensive business experience<br />

in biotechnology and bioengineering,<br />

intellectual property, technology transfer,<br />

pharmaceutical and device start-up<br />

companies, health insurance, banking and<br />

non-profit organizations.<br />

Governor Rick Perry arrived on the <strong>Texas</strong> <strong>Tech</strong><br />

<strong>University</strong> <strong>Health</strong> Sciences Center campus on<br />

June 12, <strong>2007</strong> to attend a ceremonial signing for<br />

higher education legislation and celebrate the<br />

passage of the bill that provided $48 million in<br />

startup funds for the full, four-year El Paso School<br />

of Medicine . Perry officially signed the budget on<br />

June 15, approving the medical school funding<br />

that enabled the El Paso School of Medicine to<br />

hire the necessary faculty and proceed with the<br />

accreditation process to seat the first four-year<br />

medical school class in 2009 .<br />

on September 20, <strong>2007</strong>, after<br />

completing a tour of Medical<br />

Science Building I and the<br />

Medical Education Building.<br />

“I pledge to you my continued support to grow this medical<br />

school,” said Dewhurst.<br />

During the 80th Legislative Session, Dewhurst secured $48<br />

million in the 2008-2009 state budget to fund faculty for<br />

<strong>Texas</strong>’ first four-year medical school in 30 years.<br />

The appropriation will fund first- and second-year faculty at the<br />

medical school, completing the first phase of development and<br />

making full accreditation possible. The institution is scheduled<br />

to enroll its first four-year students in 2009.<br />

medical students in their third and fourth<br />

years, caring for large numbers of patients<br />

from El Paso and surrounding areas in<br />

partnership with Thomason Hospital, and<br />

extensive experience in clinical research, the<br />

<strong>Paul</strong> L . <strong>Foster</strong> School of Medicine has been<br />

approved as a four-year medical school<br />

within the <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> System .<br />

“This is a watershed event, a great<br />

milestone in the history of El Paso and <strong>Texas</strong><br />

<strong>Tech</strong> System,” said <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong><br />

<strong>Health</strong> Sciences Center President<br />

John Baldwin . “For nearly four decades, our<br />

El Paso campus has been a cornerstone in<br />

our medical education system at <strong>Texas</strong> <strong>Tech</strong> .<br />

deserve – a full-fledged four-year medical<br />

A ribbon cutting for the Medical Education Building (MEB) of<br />

the TTUHSC <strong>Paul</strong> L . <strong>Foster</strong> School of Medicine took place on<br />

November 29, <strong>2007</strong> . The building is the second of three that<br />

will comprise the <strong>Paul</strong> L . <strong>Foster</strong> School of Medicine . <strong>Texas</strong> <strong>Tech</strong><br />

<strong>University</strong> <strong>Health</strong> Sciences Center administrators, local and<br />

state officials and TTUHSC at El Paso medical students were<br />

present to cut the ribbon at the MEB . “This is where our<br />

students will spend their days learning, studying, and training<br />

to be the best doctors in the region,” said Founding Dean<br />

Jose Manuel de la Rosa, M .D ., TTUHSC <strong>Paul</strong> L . <strong>Foster</strong><br />

School of Medicine .<br />

leadership, to our faculty, who have<br />

worked tirelessly in this long journey,<br />

and to all the people of El Paso .”<br />

The school has now entered into an<br />

agreement with the <strong>Texas</strong> Medical and<br />

Dental School Application Service, to begin<br />

accepting applications for the first class of<br />

students, to be seated in August of 2009 .<br />

<strong>Texas</strong> <strong>Tech</strong>’s <strong>Paul</strong> L . <strong>Foster</strong> School of<br />

Medicine will, over the next several years,<br />

grow to accept some 80 students per year .<br />

Kent Hance, chancellor of the <strong>Texas</strong> <strong>Tech</strong><br />

System, said, “We confidently expect<br />

El Paso’s medical school to be a national<br />

leader in education, biomedical research,<br />

and clinical care, and we are positioning<br />

the people and resources to make<br />

honored local businessman, and namesake of the school,<br />

<strong>Paul</strong> L . <strong>Foster</strong>, for his contribution to the School of Medicine .<br />

The four floors of the MEB comprise 125,000 sq . ft ., and<br />

include a student services area, cafeteria, food prep area,<br />

classrooms, a library, evaluation areas, small group rooms,<br />

clinical skills areas, simulation areas, basic science<br />

teaching labs and a gross anatomy lab .<br />

Thank you El Paso!<br />

El Paso Supports the <strong>Paul</strong> L . <strong>Foster</strong> School of Medicine<br />

The Infinity Capital Campaign far surpassed its goal with generous contributions from our<br />

community to establish the <strong>Paul</strong> L . <strong>Foster</strong> School of Medicine . Contributions came in all<br />

amounts — some small, some large — and showed that El Paso truly supports its new<br />

four-year medical school . What a wonderful beginning! The <strong>Paul</strong> L . <strong>Foster</strong> School of Medicine<br />

is committed to reach its full-potential as the national leader in border health.<br />

However, before the first class of medical students is seated next year, a great deal is left to<br />

do . We must be ready to compete with other medical schools for top students and experts in<br />

many scientific disciplines .<br />

Support from individual and corporate investors is<br />

needed to help recruit and retain top faculty, as well<br />

as to expand scholarship opportunities for qualified<br />

students, trainees and residents . Accomplished<br />

professors, scientists and researchers must be added<br />

to the ranks to teach and contribute to existing<br />

medical knowledge that will benefit healthcare<br />

professionals nationally . Newly established Centers of<br />

Excellence need to be endowed to fund the ongoing<br />

investigation of health care challenges that have<br />

afflicted El Paso for years including diabetes, obesity, and infectious diseases .<br />

Donor’s gifts are helping us to break this region’s healthcare confines, and provide a path<br />

toward a better future . Thank you for your ongoing support .<br />

Patricia Gonzalez is New Development Director<br />

Patricia A. Gonzalez, senior director of Development for <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences Center<br />

in El Paso, holds a B.A. in Journalism/Advertising and Public Relations from the <strong>University</strong> of <strong>Texas</strong> at<br />

El Paso, and will receive her Master’s in Communications this summer. She last served as director of<br />

Development for the College of Business Administration at the <strong>University</strong> of <strong>Texas</strong> at El Paso.

Honored as Outstanding Philanthropists<br />

The dictionary defines philanthropy as “a desire to help mankind by donating gifts, services,<br />

or by providing other acts of generosity .”<br />

L . Frederick “Rick” and Ginger Francis have distinguished themselves as philanthropists<br />

whose gifts, services, and actions have helped bring to life the first four-year medical school<br />

on a U .S ./Mexico border in their hometown . And in <strong>2007</strong>, they contributed $1 .5 million to<br />

the <strong>Paul</strong> L . <strong>Foster</strong> School of Medicine for a Regent’s Endowed Dean’s Chair . This gift will<br />

subsidize the salary of a dean who administers the School of Medicine and has a major<br />

interest in border health .<br />

For their continued support of worthy projects, the couple was honored by the Association<br />

of Fundraising professionals with the Outstanding Philanthropist Award .<br />

Pete & Anne Mounsey<br />

Honor Pediatric Surgeon<br />

Pete and Anne Mounsey left El Paso with a priceless gift – their son’s life . Twenty-four hours<br />

after arriving in Puerto Vallarta, Mexico with their three children - eight-year-old Gracey and<br />

seven-and-a-half month old twins, Mary Sarah and Peter - their son Peter developed a<br />

life-threatening intestinal blockage . With no pediatric surgeon available, the Mounsey family<br />

waited 17 hours before boarding a flight-for-life plane which would return them to Denver . But,<br />

Peter experienced severe trauma during flight, and landing in El Paso, their child’s fate fell in the<br />

hands of one man – Donald E . Meier, M .D ., pediatric surgeon and a professor of clinical surgery<br />

at <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences Center at El Paso .<br />

“I’m going to give him the same care that I would give my own grandson, nothing less,” is what<br />

Dr . Meier said to the Mounseys after an ultrasound at Providence Memorial Hospital confirmed<br />

the need for immediate surgery . The surgery went well, and Dr . Meier spoke with the Mounseys<br />

at length, methodically explaining the surgery . After an intense recovery, they finally headed<br />

home to Denver .<br />

“Through all of our experiences, we’ve come to know that it’s not just what doctors do, but how<br />

they do it that truly makes a difference in people’s lives,” said Pete Mounsey . This led Pete and<br />

his wife Anne to honor the lifesaving work of Dr . Meier by establishing a $1 .5 million<br />

Endowed Chair in Pediatric Surgery .<br />

The endowed chair will enable the <strong>Paul</strong> L . <strong>Foster</strong> School of Medicine to attract pediatric<br />

surgeons like Dr . Meier to El Paso and <strong>Texas</strong> <strong>Tech</strong>, support the teaching of outstanding<br />

patient care, and buttress research in the area of pediatric surgery .<br />

Endowment<br />

An endowment is the greatest source<br />

of financial security to non-profit<br />

institutions . It is used chiefly to support<br />

faculty and students and is valued<br />

because it provides stable income, free<br />

from shifts in government funding<br />

patterns, and third –party<br />

reimbursement rates .<br />

Endowments can support education,<br />

research, patient care and community<br />

service . Endowed funds are invested in<br />

long-term investments in accordance<br />

with Board of Regents policy .<br />

Fiscal year spending is based on 4 .5%<br />

of an endowment’s average market<br />

value for the previous twelve quarters,<br />

and is made available on a quarterly<br />

schedule .<br />

Endowed Chair - $1,500,000+<br />

An endowed chair is the most<br />

prestigious award an academic<br />

institution can grant one of its scientists<br />

or physicians . Chairs enable TTUHSC<br />

to recognize its most talented current<br />

faculty members as well as to recruit<br />

outstanding new members . Endowed<br />

chair holders are among the institution<br />

leaders setting the standards for<br />

research, teaching, and patient care .<br />

Endowed Professorship- $500,000<br />

This endowment is funded at a<br />

lower level than the endowed chair . It<br />

rewards faculty who are doing an outstanding<br />

job of teaching or conducting<br />

research in their particular field .<br />

Endowed Lectureship- $200,000<br />

This endowment provides funds in<br />

perpetuity to offset expenses in bringing<br />

distinguished lecturers to speak<br />

to students and faculty of the TTUHSC<br />

<strong>Paul</strong> L . <strong>Foster</strong> School of Medicine .<br />

Library Book Fund Endowment<br />

-$100,000<br />

These funds will be named after the<br />

donor and monitored by the Director<br />

of Libraries at <strong>Texas</strong> <strong>Tech</strong> . These funds<br />

will be used to purchase books or<br />

professional journals . This fund<br />

supplements the limited budget<br />

supplied to public institutions<br />

through state appropriations for<br />

special research publications .<br />

Presidential Endowed Scholarships<br />

- $100,000<br />

Presidential Endowed Scholarships for<br />

under-graduate study are awarded to<br />

outstanding entering first year medical<br />

students based on academic<br />

achievements, leadership in school or<br />

community activities . Recipients must<br />

obtain a minimum score of 30 on the<br />

MCAT admission exam .<br />

Research Endowments- $100,000<br />

Research at TTUHSC <strong>Paul</strong> L . <strong>Foster</strong><br />

School of Medicine focuses on border<br />

health issues, diabetes, HIV and other<br />

infectious diseases, migrant health,<br />

colorectal cancer, asthma, gastrointestinal<br />

conditions and psychiatric diseases .<br />

Scholarships - $35,000<br />

Endowed scholarships are also<br />

awarded to outstanding entering<br />

students who are just below the level<br />

of Honors Scholars . The scholarships,<br />

while small in dollar amount, can have<br />

a major influence in convincing a<br />

potential student to attend our school .<br />

Rebecca Salcido is the new Senior<br />

Match Day Moment<br />

On March 15, <strong>2007</strong>, at precisely 12 noon EST (10 a .m . MST),<br />

fourth-year medical students around the nation and Canada tore<br />

open envelopes holding the answer to their burning question:<br />

Where will I spend the next three to five years of my residency?<br />

The <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences Center (TTUHSC)<br />

School of Medicine Class of <strong>2007</strong> was very successful in the<br />

National Residency Match Program (NRMP) . The NRMP is<br />

operated by the Association of American Medical Colleges<br />

(AAMC) and is sponsored by the American Board of Medical<br />

Specialties, American Medical Association, American Hospital<br />

Association, Council of Medical Specialty Societies, and the<br />

AAMC . The NRMP oversees a computerized process that links<br />

choices of graduating medical students with preferences of<br />

Residency Program Directors .<br />

Overall, the 46 senior medical students at TTUHSC – El Paso<br />

obtained excellent training programs and 89% matched<br />

electronically . A majority of El Paso-based students (52%) went<br />

to training programs in primary care (either Family Practice,<br />

Internal Medicine, Obstetrics and Gynecology, or Pediatrics) and<br />

<strong>2007</strong> <strong>Annual</strong> <strong>Report</strong><br />

67% trained in <strong>Texas</strong> programs . Six students trained in El Paso<br />

on the <strong>Texas</strong> <strong>Tech</strong>/Thomason Hospital Campus .<br />

Academic Achievements<br />

Alpha Omega Alpha (AOA) National Medical Honor Society<br />

induction is a high distinction awarded to selected students for<br />

their scholastic accomplishment . Inductees in <strong>2007</strong> were Sarah<br />

Cooper, Matthew Higgs, Jennifer Johnson, Michal Klysik, Malini<br />

Patel, and Jeremy Saller .<br />

The El Paso County Medical Society also presented awards to<br />

recognize high academic achievement by medical students at<br />

TTUHSC at El Paso . Angelina Edwards and Rosser Powitzky were<br />

recognized for being the highest ranked students from El Paso<br />

in the Class of <strong>2007</strong> on the El Paso campus .<br />

Student Affairs<br />

The Office of Student Affairs supports the achievement of high<br />

quality educational experiences by third and fourth-year medical<br />

students as required by the Liaison Committee on Medical<br />

Education (LCME) through attention to the academic and career<br />

planning needs of the medical students on the El Paso campus .

<strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences Center at El Paso is the sponsoring institution for eight<br />

residency programs including Emergency Medicine, Family Medicine, Internal Medicine,<br />

Neuropsychiatry, Obstetrics and Gynecology, Pediatrics, Surgery and Transitional Year .<br />

We also co-sponsor an Orthopedics Residency program with William Beaumont Army Medical<br />

Center . There are 188 total approved residency positions . All residency programs are fully accredited<br />

by the Accreditation Council for Graduate Medical Education (ACGME) .<br />

The Office of Graduate Medical Education has the responsibility to maintain oversight of all<br />

residency programs, as well as the institutional accreditation for graduate medical education .<br />

The office works closely with the Institutional Graduate Medical Education Committee (GMEC) so<br />

that all requirements of the respective programs are fulfilled . The GMEC has representation from all<br />

the residency programs, the house staff association, institutional administrators and hospital<br />

administration . The major participating hospitals involved in residency training include<br />

Thomason Hospital, William Beaumont Army Medical Center,<br />

El Paso Psychiatric Center and Providence Memorial Hospital .<br />

In <strong>2007</strong>, the institution received an accreditation visit that resulted<br />

in full accreditation for three years . The internal medicine and<br />

transitional year programs were also reviewed and accredited .<br />

TTUHSC at El Paso also received approval from the ACGME for a<br />

four-year radiology residency for graduates of medical school, to<br />

begin in the summer of 2008 . This is the first time in 15 years that<br />

a new residency program has been approved for the institution<br />

and is the first radiology residency within the <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong><br />

<strong>Health</strong> Sciences Center System .<br />

TTUHSC at El Paso residents had the opportunity to present their<br />

research projects at the <strong>Annual</strong> Meeting of the Southwest<br />

Association of Hispanic American Physicians . This was also the first<br />

year the El Paso campus hosted the <strong>Annual</strong> TTUHSC Research Day,<br />

which gave researchers from TTUHSC and the <strong>University</strong> of <strong>Texas</strong> at<br />

El Paso the opportunity to share valuable knowledge, and in some<br />

cases, coordinate efforts . Awards were given to the best research<br />

projects by residents .<br />

Many residents and faculty members also produced publications<br />

in peer-reviewed journals .


Resident Graduation<br />

– Nine Docs Stay in El Paso<br />

Commencement exercises were held June 16, <strong>2007</strong> for 53 resident physicians<br />

who completed their specialty training in the nine residency programs on<br />

the <strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences Center at El Paso campus . William<br />

Beaumont Army Medical Center is the sponsor of the Orthopaedic Residency .<br />

Fifteen of the 53 resident-physician graduates chose to stay in <strong>Texas</strong> or New<br />

Mexico . Nine entered medical practice in El Paso . Two remained at <strong>Texas</strong> <strong>Tech</strong><br />

as faculty . Fourteen residents were accepted into fellowship programs .<br />

New graduates in Emergency Medicine, Family Medicine, Internal Medicine,<br />

Obstetrics & Gynecology, Orthopaedics, Pediatrics, Psychiatry, and Surgery<br />

became eligible for specialty certification by American Boards of each<br />

specialty . Graduates of the Transitional Year Program proceeded to begin<br />

their training in one of these areas or other specialties .<br />

The Office of Continuing Medical<br />

Education (CME) exists to serve<br />

the educational needs of several<br />

groups . These include faculty,<br />

community physicians in urban,<br />

rural, border, and underserved<br />

areas of West <strong>Texas</strong>, and in<br />

certain instances, the inclusion<br />

of national and international<br />

physician audiences .<br />

Within the context of the mission of the<br />

<strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences Center<br />

School of Medicine, the Office of CME seeks to:<br />

n Provide continuing medical education opportunities for<br />

physician faculty at the <strong>Health</strong> Sciences Center and physicians practicing in West <strong>Texas</strong> .<br />

n Assist regional practitioners in maintaining their basic knowledge and learning of advances in<br />

medicine, thus assisting in providing quality care to residents of the region .<br />

n Ensure the quality of educational programs by adhering to the guidelines and standards<br />

established by the Accreditation Council for Continuing Medical Education (ACCME) .<br />

n Utilize CME as a mechanism where faculty can report on appropriate basic science and clinical<br />

research with an emphasis on how such findings can improve the quality of patient care .<br />

The scope of CME activities encompasses primarily clinical subject matter, in risk management,<br />

ethics/professional responsibility, cultural diversity and health disparities, quality assurance,<br />

managed care, rural and border medicine and faculty development . This is accomplished with<br />

conferences, grand rounds activities, teleconferences, videotapes, Internet activities and other<br />

modes of distance learning .<br />

Accreditation<br />

<strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences Center is accredited by the Accreditation Council for<br />

Continuing Medical Education (AACME) to sponsor continuing medical education for physicians .<br />

<strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences Center takes responsibility for the content, quality, and<br />

scientific integrity of CME activity .<br />

Continuing Medical Education presents activities for educational purposes only . Participants are<br />

expected to utilize their own expertise and judgment while engaged in the practice of medicine .<br />

The content of the presentations is provided solely by presenters who have been selected because<br />

of recognized expertise in their field .


The Department of Research has entered a new<br />

phase due to great stimulus resulting from the<br />

Legislature authorizing major state monies to<br />

TTUHSC El Paso, the <strong>Paul</strong> L . <strong>Foster</strong> endowment,<br />

and the LCME accreditation visits .<br />

The department moved from its planning<br />

phase, to implementing those plans . Major<br />

research faculty and staff recruitment also moved forward in <strong>2007</strong> . Recruiting directors for the<br />

School’s first Center of Excellence in Infectious Disease also began . The Center of Excellence<br />

opened in early 2008 with two new co-directors aboard - Manjunath Swamy, M .D ., and<br />

Premlata Shankar, M .D .<br />

Patrick Tarwater, Ph .D ., whose expertise is biostatistics, was also hired on as faculty . Recruitment<br />

of senior research staff for the school’s research core facilities also began, with the hiring of<br />

Lambert Ngoka, Ph .D ., as senior director of Proteomics .<br />

Beyond growth in the number of research faculty and staff, <strong>2007</strong> also brought in new research<br />

grant dollars to the <strong>Paul</strong> L . <strong>Foster</strong> School of Medicine and the community . The research faculty<br />

of the school submitted grants to both the Department of Defense and the National Institutes<br />

of Medicine, which were funded in early 2008 . These prestigious awards will bring important<br />

recognition to research in El Paso .<br />

<strong>Texas</strong> <strong>Tech</strong> <strong>University</strong> <strong>Health</strong> Sciences Center patient offices are now<br />

united under one name and identity-<strong>Texas</strong> <strong>Tech</strong> Physicians . This effort<br />

brings together more than 500 physicians across four campuses . It is the<br />

largest network of physicians and health care professionals in West <strong>Texas</strong> .<br />

A main component of <strong>Texas</strong> <strong>Tech</strong> Physician is our doctors! For close to 35<br />

years, our physicians have served El Paso and West <strong>Texas</strong> . At the core of<br />

<strong>Texas</strong> <strong>Tech</strong> Physicians are more than 200,000 patients served each year .<br />

Because our physicians are also teachers, they must remain<br />

up-to-date on new treatments and diagnostics, not only to care for<br />

patients, but to pass that knowledge on to medical students, residents,<br />

and physicians studying in fellowship .<br />
