make allowance for any double counting.<br />

In order to estimate the total number of uprooted Jews, however,<br />

this figure must be increased by the addition of those who were evacuated,<br />

fled or emigrated. According to the data given above, these<br />

figures are as follows:<br />

– Refugees from Poland to and through Romania, Hungary<br />

and Lithuania 50,000<br />

– Refugees from the Incorporated Provinces to the General<br />

Government 60,000<br />

– Refugees from German-occupied Poland to Sovietoccupied<br />

territory 200,000<br />

– Refugees from Bessarabia 100,000<br />

– Evacuees from the Baltic States 30,000<br />

– Evacuees from Western Byelorussia and Western<br />

Ukraine 500,000<br />

– Evacuees from the pre-1939 territory of Soviet Union 1,100,000<br />

– Emigrants to overseas and neutral European countries<br />

160,000<br />

Total 2,200,000<br />

This number again includes some refugees who have been<br />

counted twice, among the following groups: (1) 50,000 refugees<br />

from Poland who went to European countries; many of these emigrated<br />

later, while others were afterwards deported; (2) 200,000<br />

Jews who went from German-occupied Poland to Soviet-occupied<br />

territory in 1939; some of them were afterwards removed to the east,<br />

and therefore figure in the total of 500,000 Jews removed from<br />

Western Byelorussia and the Western Ukraine. To avoid the possibility<br />

of double counting, half of both these groups may be deducted,<br />

thus giving a total of 2,100,000.<br />

Summing up both sets of figures, i.e. figures relating to Jews deported<br />

and expelled and to those otherwise displaced, a total of<br />

3,150,000 is obtained.<br />

This figure does not include. (a) the hundreds of thousands of<br />

Polish Jews deported eastward from the General Government, and<br />

(b) hundreds of thousands of Jews transferred by compulsion within<br />

the limits of the same country or territory to be segregated in ghettos<br />

and special Jewish towns, in particular in the General Government<br />

and in the German-occupied Eastern Territories. Assuming that only
