1. 4 February 1991 - Meeting with the public of the Mostovskoy Township.<br />

2. 17 August 1992 - Meeting of citizens employed in Brigade #2 of the Frunze<br />

Collective Farm.<br />

3. May 1993 - Meeting in Mostovskoy.<br />

4. 18 August 1995 - Meeting of citizens of the Frunze Collective Farm in the<br />

Perepravnaya Settlement.<br />

Documentation of public meetings\hearings is included in Chapter 11.<br />

1.7 Institutional Requirements<br />

In conjunction with engineering and administrative controls, effective<br />

environmental management and planning during the construction and operation of<br />

the <strong>Krasnodar</strong> <strong>GRES</strong> is required to prevent any adverse impact on the surrounding<br />

0 environment.<br />

During the course of the development phase, the Owners Group will evolve into<br />

the project company, Kuban <strong>GRES</strong>. This company will manage the<br />

implementation of the project from issuing the invitation to bids through plant<br />

operation.<br />

The project development phase of the project includes the development work by<br />

the Owner and its consultants, e.g., land acquisition, feasibility studies,<br />

environmental impact statements and regulatory permits. Sources of debt and<br />

equity financing and project contracts are also developed. This work is in<br />

progress.<br />

During the construction phase of the project Kuban <strong>GRES</strong> will appoint a <strong>Project</strong><br />

Manager who will have the overall technical and project management<br />

responsibility for administering the turnkey EPC contract. All functions of the<br />

project namely, purchasing, contract administration, engineering, construction,<br />

project control, schedules, costs, and quality control and assurance will report to<br />

the project manager. The project manager will be the sole point of contact for<br />

project contractors and will be responsible for resolving all contractors' issues<br />

to schedule, cost, change orders and will be responsible for controlling the<br />
