Each of these alternatives, which is described and discussed in Chapter 7, is<br />

evaluated for its advantages and disadvantages according to its overall<br />

effectiveness, feasibility, implementability, cost, and regulatory and community<br />

acceptance as appropriate and consistent with this project's objectives and the<br />

environment and infrastructure in the <strong>Krasnodar</strong> Krai and Mostovskoy areas.<br />

The only viable alternative requiring further investigation of those evaluated<br />

concerned an alternative water supply. It was recommended that the installation<br />

and use of on-site wells be investigated as an alternative to water from the Laba<br />

River.<br />

1.6 Consultation With Affected People<br />

Guidance documents of the World Bank and the Russian Federation stress the<br />

importance of public participation in development projects. In accordance with<br />

Russian practice, preliminary meetings to discuss the <strong>Krasnodar</strong> <strong>GRES</strong> have been<br />

held with various governmental and nongovernmental organizations (NGOs).<br />

These meetings included:<br />

1. Ownership Group, Regional <strong>Environmental</strong> Committee, Consultants, 23<br />

February, 1 995.<br />

2. <strong>Krasnodar</strong> Regional <strong>Environmental</strong> Committee (KREC) 18 April and 24<br />

August 1995.<br />

3. Kuban Folk Peoples Academy of Environment (NGO) 25 May 1995.<br />

4. KREC Department of Regional <strong>Environmental</strong> Expertise, September 1995.<br />

5. Mostovskaya District Administration, 2 July 1995.<br />

6. Mostovskaya District Representatives, 12 July 1995.<br />

7, Public Hearing of Governmental and Non-Governmental Organizations, 26<br />

December 1995.<br />

The public hearing held on 26 December 1995 was held in accordance with World<br />

Bank guidelines. This public hearing was attended by governmental and non-<br />

governmental organizations as well as members of the mass media. The public<br />

hearing concluded with the generation of a signed decree stating that the<br />

<strong>Krasnodar</strong> <strong>GRES</strong> project has been found to be acceptable from a technological and<br />

environmental standpoint.<br />
