Discussion:<br />

1. The Regional <strong>Environmental</strong> Commission is a branch of the Federal Ministry<br />

of <strong>Environmental</strong> Protection and Natural Resources (MENPR). The Regional<br />

Commission provides a preliminary review of the <strong>Environmental</strong> Impact<br />

<strong>Assessment</strong> before passing it on to the Ministry. Comments are resolved<br />

first at the local level. If comments cannot be resolved, these are referred<br />

to the federal level.<br />

2. Mr. Yarmak identified the following issues:<br />

Previous <strong>Environmental</strong> <strong>Assessment</strong> was done a long time ago. The<br />

new one should not necessarily rely on the old one but meet the new<br />

requirements.<br />

The local population wants an EIA prepared to international standards<br />

(including liquids, COs, etc.).<br />

Dispersion of air pollutants to the Biosphere reserve is a critical issue.<br />

International models for dispersion should be used. These will need<br />

to be certified by the MENPR.<br />

3. Mr. Yarmak provided the following information and guidance:<br />

<strong>Environmental</strong> work consists of three stages:<br />

Stage 1 - data collection and analysis of existing background<br />

Stage 2 - Concrete impacts of the project are quantified -<br />

consumption of resources, noise levels, emissions, physical<br />

characteristics<br />

Stage 3 - modeling of impacts - forecast probable consequences on<br />

the environment for the construction period and the life of the<br />

project.<br />

Public meetings should not be held until after the Commission has<br />

reviewed the project.<br />

Interaction with the <strong>Environmental</strong> Commission should start quickly.<br />

A description of the project and identification of plant impacts would<br />
