In addition, the plant electric transmission lines and water pipelines shall be<br />

sited such that they will not impact flora, fauna, or ecologically sensitive<br />

areas.<br />

Alternative Plant, Water Pipeline and Transmission Line Designs:<br />

Transmission lines and pipelines shall be designed in conformance with<br />

International Standards acceptable to the Russian Federation and the World<br />

Bank and will not impact any ecologically sensitive areas. The proposed<br />

combined cycle natural gas plant is, by its very nature and design, one of<br />

the cleanest and most efficient fossil fuel plants available. Therefore, no<br />

alternative designs were considered to be a viable option.<br />

Alternative Fuel Utilization: Alternative fuels evaluated included oil, lignite<br />

and coal. Due to increased air emissions, storage considerations, and<br />

availability, no alternative fuel to natural gas was considered to be a viable<br />

option.<br />

Alternative Water Supplies and Intakes: The current plant design requires<br />

process water to be taken from the Laba River and a 33 kilometer potable<br />

water pipeline to be constructed. On-site wells are recommended for further<br />

analysis in order to reduce both environmental impacts on the Laba River<br />

and costs associated with a potable water pipeline.<br />

Alternative Sanitary and Plant Wastewater Disposal: The current proposed<br />

design of the plant wastewater system ensures that the chemical and<br />

thermal quality of all effluents will meet or exceed all appropriate Russian<br />

Federation and World Bank standards. Sanitary wastes from the proposed<br />

facility shall be directed to the existing treatment plant in Mostovskoy<br />

which will be upgraded in order to accept the anticipated increase in flow.<br />

Alternative disposal options and releases have been judged as<br />

unacceptable. Therefore, there are no viable alternatives to the current<br />

sanitary and wastewater systems.<br />

Alternative Solid Waste Disposal: The proposed waste disposal plan calls for<br />

environmentally safe disposal and recycling and reuse of a portion of<br />

wastes generated. No viable alternatives to the current solid waste disposal<br />

plan were identified.<br />

Alternative Pollution Control Systems and Equipment: The proposed<br />

pollution control systems will cause all liquid and gaseous plant effluents to<br />

meet or exceed all Russian Federation and World Bank requirements.<br />

Therefore, no viable alternatives to the current pollution control systems<br />

were identified.<br />
