8.2 Mitigation Measures for lmpacts Related to Operation<br />

Mitigating Measure<br />

Provisions will be made for temporary housing<br />

outside of Mostovskoy for construction workers.<br />

Additional measures such as infrastructure<br />

improvements, hiring additional police officers, etc.<br />

will be implemented as necessary.<br />

Specific onsite hazardous areas, such as open<br />

excavations, will be enclosed with temporary<br />

barricades. The contractor will provide personnel<br />

to maintain onsite security during non-construction<br />

hours.<br />

lmpacts related to operation will differ from construction related impacts primarily due to the<br />

temporary nature of most construction activities. However, temporary operational impacts<br />

may also occur as a result of an accident, or unusual operating or weather condition. A<br />

discussion of operational impacts is presented in Chapter 5 of this report. Table 8-3<br />

indicates operation processes that will cause impacts, what targets may be affected, and<br />

the potential type of impact which may result i.e. none, insignificant, moderate, severe,<br />

positive, or negative.<br />

As indicated in Table 8-3, any impacts related to routine plant operation are either<br />

insignificant or actually have a positive effect. Further reduction to negative impacts are<br />

either technically not feasible at this time, are not necessary, or are cost prohibitive for the<br />

amount of potential impact reduction. Existing design parameters which are included in the<br />

<strong>Krasnodar</strong> <strong>GRES</strong> design and which may be viewed as mitigation measures are the inclusion<br />

of low NOx burners, a dry cooling tower system, and improvements to the Mostovskoy<br />

wastewater treatment plant. Therefore, no further mitigative measures beyond those<br />

included in the design plan are proposed or recommended.<br />
