Impacts<br />

Water supply shortages due to over<br />

drawing the regional well field in<br />

excess of the groundwater recharge<br />

rate during drought periods.<br />

preparation, earth work, and road,<br />

building, and housing construction.<br />

Erosion of destabilized soils during<br />

storm events as a result of site<br />

clearing, earth work, and road,<br />

building and housing construction.<br />

Excessive noise levels from<br />

construction activities, vehicular<br />

traffic, and heavy equipment.<br />

Excessive dusting created by site<br />

clearing, vehicular traffic, earth<br />

work, and construction activities.<br />

Loss of agricultural productivity from<br />

the use of agricultural land for<br />

construction of the power plant.<br />

Mitigating Measure<br />

An emergency water management plan will be<br />

prepared which will direct the implemetation of use<br />

of emergency water supplies and mandatory<br />

conservation measures.<br />

Vegetation on offsite areas will be restored to its<br />

condition prior to construction.<br />

Use of erosion control devices such as silt fences,<br />

hay bales, and riprap in stormwater conveyances.<br />

Replacement of vegetation with perennial grasses<br />

along road sides and in construction areas no<br />

longer subject to earth moving activities.<br />

The chosen location of the construction site is<br />

approximately 2 km away from the nearest<br />

populated area which effectively eliminates the<br />

impact of excessive noise levels on the local<br />

population. Onsite workers will be required to<br />

wear hearing protection when around activities<br />

producing sound levels in excess of 85 dba, such<br />

as pole hammering.<br />

The chosen location of the construction site is<br />

approximately 2 km away from the nearest<br />

populated area which effectively eliminates the<br />

impact of excessive dusting on the local<br />

population. The use of water spray may be<br />

provided as necessary.<br />

Compensation to the collective farm for the value<br />

of the land to be used for the power plant<br />

addressed in the Resolution on Power Plant<br />

Location of 1989, and the District Administration<br />

Resolution. Compensation includes construction of<br />

a new school, recreation facility, and provisions<br />

made to supply natural gas to individual consumers<br />

in the village.<br />
