7.3 Alternative Plant, Water Pipeline, and Transmission Line Locations<br />

Eighteen sites within the <strong>Krasnodar</strong> Krai were considered as possible locations for<br />

the proposed power station. Each of these sites was evaluated by the <strong>Krasnodar</strong><br />

<strong>GRES</strong> Joint Stock Company Ownership Group with respect to:<br />

Land ownership, availability, and access,<br />

Topography and ground conditions,<br />

Pollution and potential environmental impacts,<br />

Availability of makeup water,<br />

Transportation of equipment,<br />

Proximity of a natural gas pipeline,<br />

Interconnection with regional transmission systems, and<br />

Local infrastructure.<br />

As a result of these evaluations the Mostokskoy site was determined to be the<br />

most suitable for construction and operation of the <strong>Krasnodar</strong> <strong>GRES</strong>. The major<br />

results and considerations of the site investigations and evaluations which led to<br />

the selection of the Mostovskoy site included:<br />

The Mostovskoy site meets or exceeds all Russian Federation<br />

environmental, health and safety requirements,<br />

The plant elevation will be located above the flood plain,<br />

The site soils will provide adequate structural support,<br />

Water sources for the site include an existing well field 33 kilometers<br />

distant, the Laba River which is 2 kilometers distant, and the potential for<br />

on-site water wells,<br />

The site is 5 kilometers from the settlement of Mostovskoy and thus the<br />

citizens of Mostovskoy will experience little to no inconvenience due to<br />

plant construction and operation,<br />

Natural gas will be piped from an existing trunk line 60 kilometers distant,<br />
