Drinking water parameters shall be measured from the potable water intake;<br />

Noise levels shall be measured at and beyond the <strong>Krasnodar</strong> <strong>GRES</strong> facility<br />

boundaries.<br />

The World Bank recommends that baseline monitoring of NOx in the<br />

Caucasus biosphere reserve begin as soon as possible and continue<br />

through the operational phase of the plant.<br />

Monitoring During Construction<br />

Noise and dust will be measured in and around the <strong>Krasnodar</strong> <strong>GRES</strong> site on a<br />

monthly basis. Exact monitoring locations shall be approved by the PECC<br />

representative. In addition, CO and hydrocarbon emissions will be measured for<br />

on-site motor vehicles which lack an official exhaust inspection certificate.<br />

Air Monitoring During Operations<br />

A continuous emission monitoring system will measure basic parameters of plant<br />

operation (discharge velocity, temperature, etc.) as well as concentrations of NOx,<br />

S02, CO, CnHm, 03, and particulates in the flue gas in compliance with the Russian<br />

regulatory documents for environmental control. An automated on-site<br />

meteorological station will measure and record the following: Wind direction; Wind<br />

velocity; Temperature; and Humidity. Both the continuous emission monitoring<br />

system and the meteorological station will be connected to a central data<br />

receiving station at the facility which will archive average values of the data for 3<br />

minute, 30 minute, and 24 hour intervals.<br />

On-site ambient air quality measurements will be obtained by environmental<br />

control laboratory staff for particulates, NOx, S02, and CO at intervals determined<br />

by PECC.<br />

Off-site air monitoring stations are planned for the following sites:<br />

Mostovskoy settlement;<br />

Perepravnaya settlement;<br />

Psebai settlement;<br />

Caucasus biosphere reserve.<br />
