training, assessment, understudy and test training of maintenance and start up<br />

personnel. An employee can be admitted to work on his own by an administering<br />

document (an order).<br />

All employees including managers are obliged to take instruction on labor and fire<br />

safety, which consists of:<br />

introductory instruction<br />

initial instruction on a work place<br />

periodic instruction<br />

urgent instruction<br />

target (current) instruction<br />

The Inspector-Engineer on Labor Safety of the plant has to instruct each new<br />

employee. This introductory instruction is carried out on a special curriculum in<br />

compliance with the standard documents, labor safety regulations and peculiarities<br />

of the plant. The curriculum is generated at the plant and is approved by the plant<br />

manager.<br />

lntroductory instruction is carried out at the safety regulations office with the use<br />

of visual aids and training facilities and is registered in the "Journal of Introductory<br />

Instruction," signed by the instructor and the trainee.<br />

Initial instruction on a work place is conducted with: all new employees,<br />

employees transferred from one unit to another, employees who came to the plant<br />

temporarily from another plant, trainees, and workers doing a new job. The aim<br />

of initial instruction is to make an employee familiar with the particular conditions<br />

of his job, hazardous and harmful factors that may occur in the position, and to<br />

instruct the employee as to the protection measures against these factors. Initial<br />

instruction is carried out on the approved curriculum in compliance with the<br />

requirements, corresponding standards, and labor safety regulations. Initial<br />

instruction is carried out individually with every worker with practical<br />

demonstration of safe ways and techniques of work.<br />

Periodic instruction is given to all employees regardless of the type of equipment,<br />

qualifications, length of service and the character of work performed. Periodic<br />

instruction is carried out not less than once a month. It is done individually, or<br />

with a group of workers servicing similar facilities and within one work place, and<br />

involves questions on labor and fire safety.<br />
