4.79 tons per year (page 23 of the Report). With commissioning of the power<br />

plant NOx emissions shall increase up to 2.58 tons per year, i.e. total emissions<br />

level for the Territory shall remain within the Convention requirements. However,<br />

with commencement of power plant operation reconstruction of the units of the<br />

existing <strong>Krasnodar</strong> City thermal power plant and switching to modern combined<br />

cycle mode shall become possible with consequent cessation of use of sulfur<br />

containing fuels which will contribute to a decrease of total nitrogen and sulfur<br />

oxides emissions and will improve the acid rain situation. With the power plant<br />

commissioning, the probability rate of acid rain in the reserve shall be decreased.<br />

The <strong>Environmental</strong> Report of the <strong>Krasnodar</strong> Territory in 1994 (see page 105)<br />

points out "increasing impact on biota of the reserve by chemical and radiological<br />

pollution associated with global transboundary transfer of pollutants, however the<br />

consequences of this process require further study".<br />

5.2.1.6 lmpact on Human Health<br />

Impact on human health is rendered through air, potable water, water reservoirs,<br />

soil, labor conditions and living standards.<br />

Water quality shall be improved due to commissioning of a new subchannel water<br />

intake at Andryuki.<br />

Water reservoir quality shall not be deteriorated because waste water shall be<br />

processed at the treatment plant, and withdrawal of fresh water shall be<br />

minimized due to use of dry cooling towers. Silty and toxic industrial waste is not<br />

discharged to water reservoirs but held within the power plant site in special<br />

vessels.<br />

There will be no soil pollution or degradation (see section 5.2.1.7).<br />

Due to construction of the residential compound, recreation center, school,<br />

asphalt covering of the streets, central heating, lighting of the streets, and other<br />

planned infrastructure development projects, living conditions will improve.<br />

Medical care shall improve due to construction of a new clinic.<br />

Air quality shall be nominally impacted but will remain within permissible<br />

concentrations. Previously conducted mathematical modeling (accounting for<br />

changes of meteorological conditions disregarded by OND-86 methodology) states<br />

that more than 90 % of the time, above ground concentrations of air pollutants in<br />

adjacent populated areas shall not differ from the background values (see Table<br />

@ 5.11).<br />
