e I. 1 Introduction<br />

1.0 EXECUTIVE SUMMARY<br />

The North Caucasus region of Russia has a significant electric power capacity<br />

deficit and within this region the <strong>Krasnodar</strong> power system has the biggest deficit.<br />

Existing generating capacity in the <strong>Krasnodar</strong> Krai is approximately 75% of the<br />

projected demand in the year 2000, and many power stations are old and<br />

operating beyond their design life. To address this electric power deficit, a joint<br />

stock company has been formed with the objective of constructing a new gas<br />

turbine combined cycle power plant near Mostovskoy. The identified shareholders<br />

in the new joint stock company (referred to as "Kuban <strong>GRES</strong>") are RAO EES<br />

Rossii, A0 Kubanenergo, RAO Gazprom, A0 Energo Machine Building Corporation,<br />

Unified Electric Energy Complex Corporation, and the administrations of the<br />

<strong>Krasnodar</strong> Krai and Mostovskoy District. The proposed power plant facility is<br />

called <strong>Krasnodar</strong> <strong>GRES</strong>.<br />

The Mostovskoy site was originally selected, in the mid-198Ors, as a site suitable<br />

for construction of a nuclear plant. The plans for a nuclear plant were<br />

subsequently canceled. Site investigations were later carried out for a fossil<br />

power plant and a preliminary feasibility report was prepared in 1991 by<br />

Rostovteploelectroproject (RoTEP), the Design Institute in Rostov. This report<br />

recommended that the site be developed for a 1,350 MW combined cycle plant.<br />

The feasibility report prepared by RoTEP provides the basis for the current project.<br />

This <strong>Environmental</strong> <strong>Assessment</strong> report was generated from data and information<br />

supplied by <strong>Krasnodar</strong> State Agricultural University (KSAU) and Russian Oil<br />

Initiatives Limited (ROIL) under the direction of Burns and Roe.<br />

1.2 <strong>Project</strong> Description<br />

In order to address the electric power deficit in the North Caucasus region, a<br />

natural gas fired combined cycle power plant is proposed to be built near the<br />

village of Mostovskoy in the <strong>Krasnodar</strong> Krai of Russia.<br />

The <strong>Krasnodar</strong> <strong>GRES</strong> plant is a 900 MW combined cycle plant with future planned<br />

expansion to 1,350 MW. It is composed of two modular blocks of 450 MW each,<br />

with each block containing two combustion turbines of 150 MW capacity, two<br />

heat recovery steam generators (HRSGs), and one 150 MW steam generator.<br />

Using modern combustion technology, power plant efficiency is estimated at<br />

50.4% with a plant availability factor of approximately 90%. The plant will use a<br />

dry cooling tower system to eliminate the need to withdraw large quantities of<br />

(I) water from the Laba River and will be fueled with natural gas. The gas will be<br />
