Dear Governor:<br />

As required by law I have the honor to transmit herewith<br />

the biennial report of the Office of Secretary of State<br />

for the calendar years <strong>1955</strong>-<strong>1956</strong>.<br />

In previous years my letter of transmittal has dealt more<br />

or less with the breakdown of the various divisions under<br />

the office and the duties and activities of the same. I shall<br />

make this letter of transmittal brief and not attempt to elaborate.<br />

Two years ago my letter of transmittal went into more<br />

detail.<br />

With this report I should like to emphasize the rapid<br />

growth of the volume of work being handled. The office<br />

primarily intended to be a record office, and it still is, has<br />

been expanded in its functions and duties. It has become not<br />

only a record office, but a service office. It is the amazing<br />

increase in the service functions that I should like to refer to.<br />

CORPORATION DIVISION<br />

In the corporation division where all the charters or<br />

articles of incorporation must be processed and filed, the<br />

number of new corporations coming in day by day and<br />

month by month is proof of an almost unbelievable rate of<br />

increase. Though our State does not rank higher than about<br />

twelfth or thirteenth in population among the forty eight<br />

states of the Union, it ranks third in the number of new<br />

corporations formed month by month and this rate was<br />

achieved and maintained for most of last year.
