Chairman Clark was engaged
in the general practice
of law a t Columbia. He had
served as Corporation Counsel
under Secretary a f State
Walter H. Toberman (1955 ­
59). A Colonel 0 n Governor

Colonel for the late Governor
James T. Blair.
A graduate of the University
of Missouri School of
Law, the Chairman holds a degree
fro m the University's
School of Business and Public
Administration. He is a gradlitHe
of Kemper Military Academy
and attendedCentral College,
Fayette, Mo., and the
University of Colorado.
AnAir Force pilot during
World War II, he flew 172
combat missions in the China­
Burma-India theater of action.
He was a jet test pilot for the
Air Force from 1948 to 1953.
Chairman Clark is a member of the Executive Committee of
the National Association of Regulatory Utility Commissioners. He
serves 0 n the Mis sou r i Oil and Gas Council; the Governor I s Coordinated
Committee on Traffic Safety and is Chairman of the Transportation
Task Group of the Missouri EmergencyResources Management
Planning Board. He also serves as C h air man of an eightmember
committee, The Governor I S R ail r 0 ad - Hi g h way Grade
Crossing Safety Committee.
