Commissioner Howard Elliott, Jr. was appointed to the Public
Service Commission 0 n April 15, 1967, by Governor Warren E.
Hearnes for a six-year term.

Prior to his appointment,
Commissioner Elliott
was engaged in the private
practice 0 f law with the firm
of Boyle, P r i est, Elliott &
Weakley in St. Louis, Missouri.
He was active in numerous
civic and educational
activities there including the
Co ill'm itt e e of Forty which
sponsored and successfully
established the St. Louis -St.
Louis County Junior College
District, which was the first
Junior College District established
in Missouri.
Commissioner Elliott
was born July 4, 1933, and is
the second youngest Commissioner
eve r appointed since
the Commission 1s inception in
1913. He attended Brown University
as an undergraduate
and is a graduate of the Washington
University S c h 001 of
Law. He served in the United
States Army from 1956 until
1958.
Commissioner Elliott is a member of the Bar A ssociation of
S1. Louis, the Lawy"er I s A ssociation a f St. Louis, the Cole County
Bar, the Missouri Bar, and the American Bar Association. He is a
Republican.
