7. The optimum stream flows Into <strong>the</strong> estuaries that will maintain<br />

native populations and ecosystem functions.<br />

All seven issues are of interest to <strong>the</strong> <strong>National</strong> Estuarine Reserve<br />

Research System. In all likelihood, NERRS will encourage investigators<br />

to conduct scientific studies on its sites that are related to <strong>the</strong>se<br />

seven issues.<br />

Summary<br />

The <strong>National</strong> Estuarine Reserve Research System has shifted its focus<br />

from local to national research questions and management Issues. As a<br />

result of this shift, NERRS has undertaken or Initiated a number of<br />

steps to make <strong>the</strong> reserve system more responsive to <strong>the</strong> needs of <strong>the</strong><br />

estuarine research community. The effectiveness of this important<br />

estuarine program could be enhanced even fur<strong>the</strong>r If NOAA would shift <strong>the</strong><br />

reserve program to <strong>the</strong> newly created Estuarine Program Office.
