contain detailed Information about Individual sites and general<br />

information about NERRS. Site specific descriptions will include<br />

information on site location, size and biological assemblages. Also<br />

included will be a list of publications resulting from research<br />

conducted on <strong>the</strong> site and a list of research currently being undertaken.<br />

More importantly, <strong>the</strong> site descriptions will present information on any<br />

unique/unusual characteristics <strong>the</strong> site may possess. The general<br />

information about <strong>the</strong> national program will list <strong>the</strong> various sites,<br />

<strong>the</strong>ir location, <strong>the</strong>ir unique/unusual characteristics, and <strong>the</strong> source for<br />

additional information about <strong>the</strong> site.<br />

Often agencies that support research can only partially fund even <strong>the</strong><br />

most meritorious proposals. Therefore, NERRS wil 1 identify projects<br />

that are only partially funded and will consider providing complementary<br />

funding if <strong>the</strong> Investigators agree to undertake <strong>the</strong> research on a NERRS<br />

site.<br />

Al 1 states having a NERRS site al so have a <strong>Sea</strong> <strong>Grant</strong> Col lege Program.<br />

The <strong>National</strong> <strong>Sea</strong> <strong>Grant</strong> College Program was established to accelerate <strong>the</strong><br />

development, use and conservation of <strong>the</strong> nation's marine and coastal<br />

resources. To achieve this objective. <strong>Sea</strong> <strong>Grant</strong> combines <strong>the</strong> research<br />

skills of university scientists from all disciplines with a strong<br />

corrmitment to make research findings available to <strong>the</strong> public through a<br />

network of advisory and education specialists. Technical and public<br />

information reports, conferences, workshops and personal contacts by <strong>Sea</strong><br />

<strong>Grant</strong> marine agents and researchers ensure that information relevant to<br />

<strong>the</strong> wise use and development of marine resources reaches those who need<br />

ft. NERRS is considering <strong>the</strong> establishment of closer linkages with <strong>the</strong><br />

<strong>Sea</strong> <strong>Grant</strong> College Program to better utilize <strong>the</strong> <strong>Sea</strong> <strong>Grant</strong> mechanisms for<br />

information transfer. NERRS sites in several states already have joint<br />

projects with <strong>Sea</strong> <strong>Grant</strong> universities.<br />

Estuarine research is ei<strong>the</strong>r undertaken or supported by several federal<br />

agencies: NOAA (which Includes <strong>the</strong> <strong>National</strong> <strong>Sea</strong> <strong>Grant</strong> College Program,<br />

<strong>the</strong> <strong>National</strong> Marine Fisheries Service, and <strong>the</strong> <strong>National</strong> Ocean Service),<br />

<strong>National</strong> Science Foundation, U.S. Environmental Protection Agency, U.S.<br />

Army Corps of Engineers, and <strong>the</strong> U.S. F1sh and Wildlife Service.<br />

Support is also provided by various units of state government,<br />

foundations and private industries. Much of <strong>the</strong> estuarine research<br />

supported by <strong>the</strong>se agencies is appropriate for reserve sites. NERRS<br />

will make every effort to encourage estuarine researchers being<br />

supported by <strong>the</strong> o<strong>the</strong>r agencies to use <strong>the</strong>ir sites.<br />

NOAA is actively developing a national estuarine research plan upon<br />

which to focus Its various components of research, management and<br />

monitoring. He strongly urge <strong>the</strong> incorporation of <strong>the</strong> <strong>National</strong><br />

Estuarine Reserve Research System Into <strong>the</strong> Estuarine Program Office so<br />

that proper emphasis can be achieved. Use of those national resources<br />

Illustrated by <strong>the</strong> reserves can play a prominent role in <strong>the</strong> overall<br />

estuarine research program led by NOAA. It is very important to<br />

emphasize that research activities be driven by research Issues ra<strong>the</strong>r<br />

than by management Issues.<br />

<strong>National</strong> Research Priorities<br />

Although large data sets exist for many fundamental processes of<br />

estuaries, <strong>the</strong>re are several serious deficiencies in <strong>the</strong> Information<br />
