In <strong>the</strong> protected sanctuaries, scientists can collect long-term data. A<br />

long-established research or monitoring site Is invaluable in <strong>the</strong><br />

development of new research aimed at solving specific ecological<br />

problems.. Long-term data sets will provide information on status,<br />

trends and episodic events that enhance <strong>the</strong> ability of scientists to<br />

understand basic estuarine processes.<br />

Reserve sites can also play a role tn comparative studies. Standardized<br />

data collection will facilitate comparative analysis and information<br />

exchange within and between biogeographic provinces.<br />

Host estuarine scientists are interested in making a contribution to<br />

<strong>the</strong>ir field of science, and also in seeing <strong>the</strong>ir data used to solve<br />

major coastal problems. NERRS can assure estuarine scientists that<br />

<strong>the</strong>ir research at sanctuary sites nay be used to address coastal<br />

management problems.<br />

For estuarine data to be useful, it must be transmitted quickly to<br />

agency managers, o<strong>the</strong>r scientists, and <strong>the</strong> general public Because of<br />

<strong>the</strong> research and coastal management role of NOAA, NERRS can rapidly<br />

transfer research data critical to coastal management Issues.<br />

NERRS provides a unique opportunity to address national research<br />

questions and estuarine management issues. To fully utilize this<br />

opportunity, <strong>the</strong> program has strongly expressed a willingness to work<br />

with <strong>the</strong> scientific comnunity to publicize <strong>the</strong> availability of NERRS<br />

sites, <strong>the</strong>ir unique/unusual resources, <strong>the</strong>ir facilities and amenities,<br />

and <strong>the</strong> results from research conducted on <strong>the</strong> sites.<br />

Program Modifications and Activities<br />

With <strong>the</strong> shift in focus from local to national research questions and<br />

management issues, NERRS has Initiated efforts to make <strong>the</strong>ir program<br />

more attractive and responsive to <strong>the</strong> estuarine research community.<br />

Several steps initiated, or undertaken, are described below. These<br />

steps, coupled with moving <strong>the</strong> NERRS office to <strong>the</strong> newly established<br />

Estuarine Program Office in NOAA should greatly enhance <strong>the</strong> research<br />

productivity of <strong>the</strong> reserve system.<br />

NERRS is now in <strong>the</strong> process of revising <strong>the</strong>ir announcement of research<br />

opportunities to provide a <strong>document</strong> that will be more useful to<br />

estuarine scientists. Special attention Is being given to describing<br />

<strong>the</strong> national research priorities of <strong>the</strong> program as well as <strong>the</strong> proposal<br />

review procedures and criteria. The announcement of research<br />

opportunities will be published in <strong>the</strong> Federal Register. In addition,<br />

<strong>the</strong> announcement will be distributed to universities, federal and state<br />

agencies, and to estuarine scientists and administrators of<br />

coastal/marine laboratories.<br />

A number of reserve sites are located reasonably near major research<br />

institutions. These institutions often have programs in estuarinerelated<br />

sciences and graduate students entering <strong>the</strong>se programs.<br />

Therefore, NERRS Is considering <strong>the</strong> establishment of a graduate<br />

fellowship program to attract students to <strong>the</strong>ir sites.<br />

A NERRS site catalog will be prepared to provide Interested parties with<br />

specific information about <strong>the</strong> reserve system sites. The catalog will
