many o<strong>the</strong>r factors must be used in order to Improve <strong>the</strong> coastal environ<br />

ment. We have a beginning in North Carolina. We have had some problems,<br />

but we have had many successes with CAMA. Hopefully, CAMA will be im<br />

proved. Perhaps it might even be expanded to include whole drainage<br />

basins or <strong>the</strong> entire state. We certainly need it for our coasts arc<br />

finite and fragile.<br />
