Many of <strong>the</strong>se same demands vere made by scientists before <strong>the</strong>y agreed to<br />

participate on <strong>the</strong> TAC. In addition, <strong>the</strong> Long Island Sound TAC chair<br />

negotiated a formal statement of <strong>the</strong> cooaittee functions and membership before<br />

agreoing to participate. Determining TAC membership vas also an area of<br />

negotiation In tvo of <strong>the</strong> estuaries. Agencies are reluctant to assign too many<br />

povers to an unproven committee structure, but <strong>the</strong> negotiations over <strong>the</strong><br />

appropriate role of <strong>the</strong> TAC made clear <strong>the</strong> expectations of both sides and began<br />

<strong>the</strong> process of personal relationship building.<br />

Finally, <strong>the</strong> academic community Is alvays searching for funding assistance and<br />

responds favorably to saall amounts of support. In both Buzzards Bay and Long<br />

Island Sound <strong>the</strong> TAC chairs oade special pleas that money be set aside for <strong>the</strong><br />

support of studies by graduate students. Such Joint graduate education<br />

projects have long been used by state agencies to build ties vlth <strong>the</strong> acadeoic<br />

community, ei<strong>the</strong>r through classes for <strong>the</strong>ir employees or serving as faculty<br />

advisors for students at state universities.<br />

Summary<br />

Much of <strong>the</strong> literature evaluating <strong>the</strong> role of advisory committees debates <strong>the</strong><br />

extent to which <strong>the</strong>y Influence policy development (Sulzner, 1971; Wolanin,<br />

1975). I have discussed above hov participation of <strong>the</strong> academic comnunity can<br />

be maximized In technical advisory committees. Many of <strong>the</strong>se recommendations<br />

are resource-intensive, both for <strong>the</strong> agency staff and <strong>the</strong> academic scientists.<br />

It may not alvays be In <strong>the</strong> interest of both groups to expend <strong>the</strong> resources<br />

necessary to effectively participate in this sort of organizational structure.<br />

For instance, In <strong>the</strong> early Buzzards Bay meetings, scientists hesitated to put<br />

much energy Into <strong>the</strong> project. Hovever, should <strong>the</strong> issues be of sufficient<br />

controversy or <strong>the</strong> funding of a large enough magnitude to warrant full<br />

participation, <strong>the</strong> effectiveness of <strong>the</strong> technical advisory system can be<br />

maximized by careful attention to building personal trust betveen groups and<br />

responsive actions by scientists and managers to each o<strong>the</strong>rs needs.<br />
