The structure of the GMP puts emphasis on planning by <strong>Management</strong> Programme, rather<br />

than by management zone as in past plans (see TANAPA, 1991 and 1996). These programmes<br />

provide the long-term management strategies, objectives, targets, actions and,<br />

where appropriate, prescriptions for achieving the Park Purpose and maintaining the Park’s<br />

Exceptional Resource Values. The four <strong>Management</strong> Programmes or strategies for SENAPA<br />

are:<br />

� Ecosystem <strong>Management</strong><br />

� Tourism <strong>Management</strong><br />

� Community Outreach<br />

� Park Operations<br />

Structuring the GMP into these four discrete programmes will facilitate understanding and<br />

subsequent implementation. This is achieved due to the programmes being aligned with different<br />

departments in SENAPA, such as the Ecology and Tourism Departments. This alignment<br />

ensures that the plan can be implemented relatively easily compared to a GMP that is,<br />

for example, entirely organised by park zones. Allocating responsibility for implementing individual<br />

<strong>Management</strong> Programmes to specific SENAPA Departments also helps to build a<br />

sense of ownership and accountability for GMP success in the concerned department. Finally,<br />

<strong>Management</strong> Programmes also complement the Logical Framework Approach to park<br />

planning (see below).<br />

10-year strategic and 3-year action plan structure<br />

<strong>General</strong> management plans typically have a 10-year planning horizon, with both management<br />

objectives and actions established on a 10-year timeframe. This GMP takes a different<br />

approach, incorporating both 10-year strategic and 3-year action planning timeframes. This<br />
