Action 1.2.3: Install radio secrecy and minimise frequency interference<br />

Radios are the principle form of communication for the security operations and to ensure the<br />

success and safety of these operations, it is essential that unauthorised persons cannot access<br />

this communication channel. This action will ensure that all park radio communication is<br />

properly protected from outside interference and unauthorised access.<br />

Action 1.2.4: Collaborate with other law enforcement agencies and local communities<br />

As with the resource protection operations above, the success of the security operations requires<br />

that SENAPA management collaborate with other law enforcement agencies and local<br />

communities neighbouring the Park, in identifying and dealing with law-breakers.<br />

Objective 2: Efficiency of SENAPA park operations<br />

strengthened<br />

The desired future state of SENAPA is one where there is an optimal number of well-trained<br />

and motivated personnel, who are performing their functions to a high standard and have the<br />

necessary facilities and management systems in place to achieve this. Below are described<br />

the five management targets to achieve this desired state.<br />

Target 2.1: Staff welfare improved<br />

The move of the Park Headquarters to Fort Ikoma in 1997 was in part aimed at improving<br />

staff welfare - in terms of having better services, especially fresh water, education for staff<br />

children, social interaction, mains electricity, food supplies and expanded health facilities.<br />

However, these improvements have only partially been completed.<br />

This target will focus on completing the installation of all the envisaged staff facilities and services<br />

at Fort Ikoma as well as improving the park facilities and services for staff residing<br />

within the Park. The three management actions to achieve this are described below.<br />

Action 2.1.1: Motivate and build capacity of staff<br />

SENAPA management recognises that a well-motivated staff force is likely to be more committed<br />

and accountable in carrying out its obligations to a high standard. To achieve this<br />

SENAPA staff will be provided with the necessary training as well as infrastructure and supplies,<br />

based on a thorough assessment of capacity needs.<br />

Action 2.1.2: Improve medical services<br />

SENAPA management is particularly aware of the importance of undertaking measures to<br />

protect staff from diseases prevalent in the <strong>Serengeti</strong> area, such as Malaria, HIV/AIDS and<br />

Tuberculosis. SENAPA management will ensure that all personnel are properly informed on<br />

how best to protect themselves against these diseases, and that the appropriate supplies<br />

and equipment are available.<br />

Action 2.1.3: Improve education opportunities for SENAPA staff<br />

The SENAPA staff work in a remote area where there are no schools that are easily accessible.<br />

SENAPA management will facilitate the construction/ rehabilitation of a boarding school<br />
