Action 2.1.1: Work with stakeholders to identify promising CBNRM initiatives<br />
The Outreach Department will work closely with the district authorities in identifying suitable<br />
target communities adjacent to the Park with which to develop CBNRM initiatives. Once<br />
these communities have been identified, the Outreach Department will assist in the identification<br />
of the major issues that need to be addressed from the perspective of SENAPA as well<br />
as the communities. The identified CBNRM initiatives will include resource substitution approaches<br />
as well as conservation compatible income-generating activities.<br />
Action 2.1.2: Support and participate in planning and management capacity building<br />
for CBNRM initiatives<br />
SENAPA personnel have considerable experience in financial and administration management,<br />
surveying, and protected area planning. The Outreach Department will take the lead in<br />
coordinating the transfer of this knowledge from the relevant SENAPA departments to the<br />
newly formed CBNRM initiatives. This will involve support in conducting village surveys, running<br />
natural resource management committees, and designing village land-use management<br />
plans.<br />
Action 2.1.3: Train village game scouts in collaboration with other stakeholders<br />
With extensive experience in training TANAPA wardens and rangers, SENAPA will provide<br />
training for village game scouts, particularly providing ‘on-the-job’ experience and advice on<br />
the type of training required. The training will be provided by the Resource Protection Department<br />
(see Park Operations Programme Action 1.1.5), but facilitated by the Outreach Department.<br />
Although budgets are limited, efforts will be made to assist with equipment provision.<br />
Moreover, collaboration with newly-formed village game scout forces will be developed<br />
in order to provide a coordinated and professional effort in law enforcement in the ecosystem.<br />
Action 2.1.4: Collaborate with SENAPA Veterinary Department in implementing<br />
veterinary outreach activities in local communities<br />
The main focus of this management action is to address priority animal health and wildlifedomestic<br />
animal disease transmission issues.<br />
Action 2.1.5: Work with relevant stakeholders in furthering the establishment and<br />
development of neighbouring WMAs as appropriate<br />
Although not the primary facilitator for WMA formation in the area, SENAPA will actively contribute<br />
by encouraging and supporting the communities and the other stakeholders where<br />
practical. In particular, this will involve reassuring communities that all stakeholders are working<br />
together and that the WMA process does not confer management rights to SENAPA.<br />
