manipulering van gewasse die<br />

sleutel gaan wees om die mensdom oor<br />

die volgende dekades te kan voed. Sowat<br />

9.1 biljoen mense sal teen 2050 moet kan<br />

eet en net dié tegnologie sal die wa deur<br />

die drif kan trek, meen kenners.<br />

verbruikers wat grootoog en onseker na<br />

luidrugtige (en dikwels oningeligte)<br />

kapsie makers luister, wat biotegnologie na<br />

iets laat klink wat ‘n sluwe Frankenstein in<br />

donker vertrekke weggesteek word nie.<br />

graad 10 vir ons oor die voortplantingsdinge<br />

van die denneboom vertel het.<br />

“Die verbond met God moet nie as<br />

beperkend gesien word nie, maar as<br />

beskermend,” het Russel Nelson iewers<br />

geskryf. Ons vergeet so maklik van die krag<br />

van God se verbond. So maklik raak ons in<br />

by die enigste Een wat ons regtig kan help.<br />

Al vergeet ons van die verbond, Hy vergeet<br />

nie. Hy het Homself aan ons verbind, en wil<br />

ons seën en ons gebede verhoor.<br />

Dit is vandag vir ons ook so maklik om<br />

eerste te gaan hulp soek by die dokters, of<br />

die prokureur, of “Die sterre voor spel”, of die<br />

Lotto, in plaas van heel eerste na ons<br />

liefde volle hemelse Vader te gaan.<br />

Ons geld word so maklik ons god, en<br />

agri Stille waters<br />

dan kan ons verwag dat die Here genoeg vir<br />

ons omgee om ons te leer dat geld niks is<br />

om op te vertrou nie. Mense sal ons keer op<br />

keer teleurstel. Maar God het jou nie vergeet<br />

nie. Hy onthou sy verbond met jou.<br />

Hoe hervorm mens grond?<br />

Met die ANC se beleidskonferensie<br />

om die draai, styg die politieke<br />

temperatuur feitlik weekliks. ‘n<br />

Gewilde maar hoogs emosionele en<br />

kontroversiële onderwerp blyk die<br />

grondhervormingsdebat te wees. Die<br />

begrip “grondhervorming” is in elk<br />

geval, soos mens in Engels sou sê, ‘n<br />

“misnomer”. Hoe kan mens grond<br />

“hervorm”? Dit is wel moontlik om<br />

die wette en reëls oor die besit en<br />

gebruik daarvan te hervorm, maar<br />

die grond self? Ag toggie, néé!<br />

Eweneens moet landbouers hardop<br />

en duidelik néé sê vir ondeurdagte<br />

of selfs kwaadwillige voorstelle wat<br />

dikwels hieromtrent gedoen word –<br />

voorstelle wat waarskynlik vir<br />

populêre steunwerwing gedoen word, veral<br />

as daar van onteiening sonder vergoeding<br />

gepraat word. Laasgenoemde is nog ‘n<br />

“misnomer”: in ons regstaat impliseer<br />

onteiening die betaling van billike vergoe–<br />

ding. Dit sal die “hervorming” van Suid-Afrika<br />

se Grondwet sowel as dié van sekondêre<br />

wetgewing vereis om gevolg te gee aan<br />

ekstremistiese standpunte oor grondverdeling<br />

sonder vergoeding. Hoewel sodanige<br />

radikale standpunte nie deur hoofstroom<br />

politici gelug word nie, is dit tog kommerwekkend<br />

dat sommige politici toegelaat word<br />

om dit te propageer. Om hierdie rede moet<br />

<strong>Agri</strong> <strong>SA</strong> en andere in die burgerlike samele–<br />

wing meer as ooit tevore nou aan die<br />

gronddebat deelneem<br />

en met beginselvastheid<br />

en konstruktiewe<br />

voorstelle die hande<br />

van verantwoordelike<br />

politici te sterk om<br />

Suid-Afrika op ‘n<br />

volhoubare groeipad<br />

te hou.<br />

Die gronddebat<br />

Minister Gugile<br />

Nkwinti het die<br />

uitdaging om tydens<br />

die ANC se komende<br />

beleidskonferensie<br />

enersyds te verduidelik<br />

hoekom daar onbevredigend gevorder is met<br />

die regerende party se beleidsopdragte oor<br />

“grondhervorming” en andersyds voorstelle te<br />

doen oor hoe die situasie reggestel kan<br />

word. Met vanjaar se opening van die<br />

“Oor verskeie ander voorstelle<br />

in die Groenskrif is daar ‘n<br />

wisselende mate van vordering<br />

gemaak, maar te min om dit<br />

as ‘n afgeronde pakket van<br />

beleidvoorstelle na die ANC se<br />

beleidskonferensie te neem. Die<br />

vraag is dus, wat kan Minister<br />

Nkwinti aan dié konferensie<br />

voorhou wat wye steun kan<br />

geniet?”<br />

Eiendomsreg uitgedaag<br />

parlement het president Zuma die hoë koste<br />

van grondverkryging voor die deur van die<br />

“gewillige koper, gewillige verkoper”-<br />

benadering gelê. Hy het boere ook onlangs<br />

daarvan beskuldig dat hulle toelaat dat<br />

plase, wat onder die restitusieprogram<br />

aangekoop is, verval voordat dit aan<br />

begunstigdes oorgedra is. Hy het dit as ‘n<br />

rede aangevoer vir die hoë persentasie<br />

mislukkings op restitusieplase asook vir die<br />

noodsaak van ‘n herkapitaliseringsprogram.<br />

<strong>Agri</strong> <strong>SA</strong> het reeds hierop gereageer deur dit<br />

duidelik te stel dat die restitusieprogram<br />

deurspek is met talle administratiewe falings<br />

wat dit aangewese vir die regering maak om<br />

hieroor hand-in-eie-boesem te steek eerder<br />

as om die boeregem-<br />

eenskap as sondebok<br />

te wil uitsonder. Tog is<br />

dit betekenisvol dat<br />

minister Nkwinti se<br />

Groenskrif oor<br />

Grondhervorming<br />

geen melding maak<br />

van onteiening sonder<br />

vergoeding, of die<br />

skrapping van die<br />

“gewillige koper,<br />

gewillige verkoper”benadering,<br />

of van<br />

gebreke met die<br />

beleidsbedeling<br />

rondom die restitusieprogram nie.<br />

Nogtans moet daar nou uitsluitsel oor die<br />

“gewillige koper, gewillige verkoper”-debat<br />

verkry word. Dit bly <strong>Agri</strong> <strong>SA</strong> se standpunt dat<br />

die Grondwet ‘n goeie basis vir redelikheid<br />

en billikheid daarstel vir vergoeding in<br />

gevalle waar die staat die verpligting het om<br />

bates aan te koop vir openbare doeleindes of<br />

in openbare belang. Die korrekte toepassing<br />

van die “gewillige koper, gewillige verkoper”benadering<br />

is ons insiens die wyse waarop<br />

hieraan gevolg gegee kan word, en ingeligte<br />

persone stem hiermee saam. ‘n Werkgroep<br />

oor die voorgestelde waardeerder-generaal,<br />

soos voorgestel in die Groenskrif, gee<br />

aandag aan hoe deursigtigheid en beter etiek<br />

met grondaankope verseker kan word. Die<br />

rede hiervoor is voor-die-hand-liggend:<br />

volgens die Onteieningswet is die “gewillige<br />

koper, gewillige verkoper”-benadering ‘n<br />

objektiewe maatstaf om die prys van grond of<br />

ander bates met behulp van vergelykende<br />

marktransaksies te bepaal. In die populêre<br />

afsluiting van hierdie debat.<br />

Oor verskeie ander voorstelle in die<br />

Groen skrif is daar ‘n wisselende mate van<br />

vordering gemaak, maar te min om dit as ‘n<br />

afgeronde pakket van beleidvoorstelle na die<br />

ANC se beleidskonferensie te neem.<br />

Die vraag is dus, wat kan minister Nkwinti<br />

aan dié konferensie voorhou wat wye steun<br />

kan geniet?<br />

Een van die aspekte wat moontlik op<br />

daardie vlak gedebatteer kan word is<br />

grond plafonne – anders gestel: beperkings<br />

op plaasgroottes per individu. Dit kan een<br />

van die redes wees waarom mnr. Gwede<br />

Mantashe, Sekretaris-generaal van die ANC<br />

onlangs met ‘n groep boere wat groot<br />

grond besitters is, ‘n gesprek oor grondaangeleenthede<br />

gevoer het. Hierdie aspek is<br />

How do you reform land?<br />

With the ANC’s policy conference<br />

around the corner, the political<br />

temperature rises weekly. A<br />

popular, yet highly emotional and<br />

controversial topic seems to be the<br />

land reform debate. The concept<br />

“land reform” is in any case a<br />

misnomer. How can you “reform”<br />

land? It is possible to reform the<br />

legislation and rules regarding the<br />

ownership and usage of land, but<br />

the land itself? No, really!<br />

Likewise, farmers must loud and clear<br />

say nó for the ill-considered or even<br />

malicious proposals that are often<br />

made in this regard – proposals that<br />

are probably made for popular<br />

support canvassing, especially if expropriation<br />

without compensation is mooted as a<br />

possibility. The latter is yet another misnomer:<br />

in our constitutional state expropriation implies<br />

the payment of fair compensation. It would<br />

require “reform” of the South African Constitution<br />

as well as secondary legislation to give<br />

effect to extreme views such as land distribution<br />

without compensation. Although such<br />

radical viewpoints are not mentioned by<br />

mainstream politicians, it is still concerning that<br />

some politicians are allowed to propagate this.<br />

For this reason <strong>Agri</strong> <strong>SA</strong> and others in civil<br />

society must now take part in the land debate<br />

more than ever before and must, with sound<br />

arguments and constructive proposals,<br />

strengthen the hands of responsible politicians<br />

to keep South Africa on a sustainable growth<br />

path.<br />

The land debate<br />

Minister Gugile Nkwinti faces the challenge<br />

to, on the one hand, explain why progress<br />

with the ruling party’s policy directives on land<br />

reform was unsatisfactory and, on the other<br />

hand, make proposals about how the<br />

situation could be rectified. With the<br />

parliamentary opening this year, President<br />

Zuma placed the blame for the high costs of<br />

challenged<br />

land acquisition on the “willing buyer, willing<br />

seller” approach. He also recently accused<br />

farmers of allowing farms that have been<br />

bought under the restitution programme to<br />

become dilapidated before they are<br />

transferred to beneficiaries. He cited this as<br />

reason for the high percentage of failure on<br />

restitution farms, as well as for the necessity<br />

for a recapitalisation programme. <strong>Agri</strong> <strong>SA</strong><br />

already responded to this by making it clear<br />

that serious flaws with the execution of the<br />

restitution programme require from<br />

government to assess and rectify its own<br />

failures rather than blaming the farming<br />

community. Still, it is significant that Minister<br />

Nkwinti’s Green Paper on Land Reform makes<br />

no mention of expropriation without<br />

compensation, or of the scrapping of the<br />

“willing buyer, willing seller” approach, or the<br />

need to address policy failures of the<br />

restitution programme.<br />

But it is imperative that the debate around<br />

the “willing buyer, willing seller” approach<br />

must now be concluded. It always was<br />

<strong>Agri</strong> <strong>SA</strong>’s view that the Constitution provides a<br />

sound basis for reasonableness and fairness<br />

with respect to compensation in cases where<br />

the state is obliged to procure assets for<br />

public purposes or in public interest. The<br />

correct application of the “willing buyer,<br />

willing seller” concept is, in our view, the best<br />

way to give effect to this – and informed<br />

people tend to agree. A working group on the<br />

proposed Valuator-General, as proposed in<br />

the Green Paper, is considering measures by<br />

which transparency and ethical behaviour with<br />

land acquisition can be ensured. The reason<br />

for this is obvious: according to the<br />

Expropriation Act the “willing buyer, willing<br />

seller” approach is an objective measure for<br />

determining the price of land or other assets,<br />

by making use of comparative market transactions.<br />

In the popular politics this approach is<br />

incorrectly understood as if land owners can<br />

dictate prices higher than what could be<br />

achieved when selling<br />

to the private sector.<br />

Hopefully, reason will<br />

prevail with the closing of this debate.<br />

Varying progress has been made with other<br />

proposals in the Green Paper, but too little to<br />

take it as a complete package of policy<br />

proposals to the ANC’s Policy Conference.<br />

The question, therefore, remains – what can<br />

Minister Nkwinti offer this conference that<br />

enjoys wide support?<br />

One of the aspects that could possibly be<br />

debated at that level is land ceilings – in other<br />

words: limitations on the size of farms per<br />

individual. This could be one of the reasons<br />

why Mr Gwede Mantashe, Secretary-General<br />

of the ANC, recently had a discussion on land<br />

matters with a group of farmers who are<br />

size able land owners. This aspect has also<br />

already been debated in a working group of<br />

the Green Paper’s National Reference Group.<br />

It is one of the issues about which deep<br />

philosophical differences exist, which can have<br />

catastrophic results for food production and<br />

economic development if not handled<br />

correctly.<br />

The structuring of the land debate in itself is<br />

problematic. On the one hand, Minister<br />

Nkwinti consults about land matters by means<br />

of the National Reference Group he had<br />

established. A wide group of organisations<br />

take part in this on the grounds of mandates<br />

they obtain from their support bases.<br />

This includes <strong>Agri</strong> <strong>SA</strong>. At the same time Mr<br />

Mantashe, on behalf of the ruling party, now<br />

started with a parallel process by consulting<br />

with a group of prominent land owners on<br />

land policy. This gives rise to the question of<br />

who has to be approached with inputs on this<br />

important subject and how viewpoints of<br />

individuals will be weighed against those of<br />

mandate-giving structures. Yet, this is probably<br />

indicative of prevailing uncertainty within the<br />

ANC on how they should approach this subject<br />

during their coming policy conference.<br />

Die Centre of Excellence-konsep beteken dat die Monsantolandboukundige<br />

in daardie bepaalde gebied saam met ‘n produsent<br />

verskeie proewe onder normale kommersiële toestande uitvoer.<br />

Daar word onder meer gekyk na die optimale plantestand vir sekere<br />

basters, plantdiepte, opkoms, opbrengs en bemesting. Verskillende<br />

absa launched the <strong>Agri</strong>Grow Card,<br />

for farmers to use when buying<br />

supplies, thus providing merchants<br />

and input suppliers with a convenient way<br />

to accept payment. The <strong>Agri</strong>Grow card is<br />

the farmers’ electronic wallet with unique<br />

payment functionalities, Absa says.<br />

The card was piloted last year with the<br />

agriculture co-op, Boeremake laars<br />

Koöperatief Beperk (BKB), as a strategic<br />

partner, and was presented to farmers at<br />

this year’s Nampo Harvest Day. It is a<br />

payment solution that will assist farmers in<br />

financial manage ment and will help to<br />

avoid overspending, Absa says.<br />

Explaining how this will work, Absa<br />

<strong>Agri</strong>business head Ernst Janovsky says<br />

that farmers will approach selected and<br />

accredited co-operative stores and<br />

agribusinesses to purchase inputs such as<br />

electricity audit<br />

Due to increased tariffs and the state’s significant focus on energy efficiency<br />

practices, Eskom plans the intensification of its demand-side management<br />

(DSM) initiatives in the country over the near term. In order to increase the<br />

effectiveness of the DSM programmes, Eskom has commissioned the company,<br />

Frost & Sullivan, to assist in identifying what equipment is currently in use across<br />

a number of business sectors. The energy audit is crucial to the ongoing<br />

implementation of incentives that may benefit sectors such as agriculture,<br />

Eskom says. Key equipment categories include fans, pumps, variable speed<br />

drivers, heat pumps, compressors, lighting, motors, heating, ventilation, air<br />

conditioning and geysers. The aim of the study is to map the unit quantity, as<br />

well as the percentage of total electricity usage for each of these product<br />

categories. Eskom, with the assistance of Frost & Sullivan, will conduct these<br />

struggling to make a living off the sales of their chickens to the local<br />

enterprise development initiative from AfriSam will see these women’s dream of<br />

having a good income from sustainable farming come true. This innovative<br />

project is aimed at providing sustainable economic development and<br />

diversification in the communities where AfriSam operates, and forms part of<br />

AfriSam’s investment in community enterprise development under the mantle of<br />

their social and labour plan.<br />

AfriSam is working together with social enterprise Food & Trees for Africa<br />

(FTFA) to develop this commercially viable organic farming community project.<br />

FTFA`s programme, Farmer Eco-Enterprise Development (Feed) Africa provides<br />

farmers with training, mentorship, operational support and marketing<br />

assistance, nurturing successful long-term social enterprise development from<br />

farm to local market, supermarket and hopefully the international market as<br />

Koelfontein farm, Prince Alfred’s Hamlet on<br />

Friday 25 May 2<strong>01</strong>2. Guest speaker,<br />

Western Cape minister of agriculture and<br />

tural development Gerrit van Rensburg, also<br />

earlier that day officially opened the first<br />

major expansion of the company’s facilities<br />

since 2004. The company has come a long<br />

way since its humble beginnings in 2002.<br />

That was also the year that fifth-generation<br />

fruit farmer Frans Conradie handed the reins<br />

of the family’s successful farming business,<br />

Koelfontein farm, to his son Handri. At the<br />

time, the farm was already renowned for its<br />

sal hier geberg word om dienslewering aan<br />

AGCO beplan ook om in die nabye<br />

toekoms ‘n landbou-opleidingsentrum op<br />

die been te bring. Die sentrum sal kursusse<br />

in basiese landbouopleiding bied, sowel as<br />

gevorderde kursusse in dieselwerktuigkunde.<br />

Wynn Dedwith, besturende direkteur van<br />

Valtrac Suid-Afrika, het tydens die<br />

oorhandiging daarop gewys dat die firma<br />

reeds sedert 1994 ‘n pad met Weiveldlandbouskool<br />

stap en beplan om dié goeie<br />

verhouding in die toekoms uit te bou. “Die<br />

leerders is die boere van die toekoms. Dit is<br />

noodsaaklik om hulle op die hoogte van nuwe<br />

Draft Movement of animals and Animal Produce Bill, 2<strong>01</strong>2<br />

The administration of the Stock Theft Act, 1959 (Act 57 of 1959) was transferred to the minister of police on 19<br />

August 2<strong>01</strong>1. In view of the importance to effectively combat stock theft, a bill to repeal and substitute the Stock<br />

Theft Act, 1959, the Movement of Animals and Animal Produce Bill, 2<strong>01</strong>2, has been drafted. Once finalised,<br />

this bill will replace the Stock Theft Act as it is known today.<br />

Government views the safety<br />

and security of the rural<br />

community in South Africa as<br />

a priority. The seriousness of<br />

continued acts of violence<br />

against the rural community, as well as the<br />

high levels of stock theft, required that a<br />

comprehensive and holistic strategy (the<br />

National Rural Safety Strategy) be formulated<br />

to support the creation of a safe rural<br />

environment and ensure food security. <strong>Agri</strong><br />

<strong>SA</strong> believes that the Draft Movement of<br />

Animal and Animal Produce Bill, when it is<br />

enacted, can play an important role to<br />

combat stock theft and to promote the aims<br />

of the national strategy with regard to the<br />

prevention of stock theft.<br />

Among various challenges that South<br />

African farmers face, stock theft is still one of<br />

the biggest. While it is a priority crime in<br />

most provinces, it is much more serious in<br />

regions that are bordering other countries. To<br />

<strong>Agri</strong> <strong>SA</strong> provided a copy of the comment to<br />

the <strong>SA</strong>PS in support of the National Stock<br />

Theft Forum.


Mineral rights: <strong>Agri</strong> <strong>SA</strong><br />

to decide on way forward<br />

The Appeal Court recently gave judgment in the case on the<br />

expropriation of mineral rights. Some members of <strong>Agri</strong> <strong>SA</strong> had possibly<br />

already read the reports in the media. The court decided that the<br />

Minerals and Petroleum Resources Act had not resulted in the overall<br />

expropriation of mineral rights. It was a unanimous decision of all five<br />

judges presiding. Judge Wallis wrote the judgment.<br />

The state, in the person of the<br />

minister of minerals and energy,<br />

noted an appeal against the<br />

findings of Judge Ben du Plessis in<br />

April 2<strong>01</strong>1 that the act did result in<br />

the expropriation of mineral rights. The<br />

Appeal Court, in the person of Judge Wallis,<br />

in a judgment consisting of 87 pages, did an<br />

analysis of the history of mineral rights in<br />

South Africa since 1871. The judges felt that<br />

there were three important questions in this<br />

case that had to be answered:<br />

• What constituted an expropriation in terms<br />

of section 25(2) of the Constitution?<br />

• What was the nature of the rights that<br />

holders of mineral rights had before the<br />

Development of Minerals and Petroleum<br />

Resources Act came into effect?<br />

• Were those rights expropriated in terms of<br />

the act?<br />

The court especially focused on the second<br />

question, namely what the true nature of the<br />

rights was, which <strong>Agri</strong> <strong>SA</strong> claimed were taken<br />

away without compensation. <strong>Agri</strong> <strong>SA</strong>’s<br />

advocates argued that those mineral rights<br />

pertained to the common law, and were<br />

initially part of the bundle of ownership rights<br />

of the land.<br />

The court also dealt with the difference<br />

between a deprivation and an expropriation,<br />

but found that <strong>Agri</strong> <strong>SA</strong> did not claim that this<br />

was an arbitrary deprivation of rights, but<br />

rather an expropriation and that they<br />

therefore did not have to decide on the<br />

question of whether this could possibly have<br />

been an arbitrary deprivation.<br />

Regarding the question of whether any<br />

rights had been deprived, the court found<br />

that the old-order rights had been completely<br />

erased by the Development of Minerals and<br />

Petroleum Resources Act and that no rights<br />

had been transferred to the state. The state<br />

does, however, have the powers to allocate<br />

similar statutory rights to third parties to mine.<br />

<strong>Agri</strong> <strong>SA</strong> argued that the rights that the state<br />

had obtained were in essence the same rights<br />

that were taken away from mineral right<br />

holders.<br />

Die aandryfeenheid van ‘n<br />

spilpunt bestaan uit ‘n sentraalgemonteerdemotorratkaseenheid<br />

wat met twee aftakasse<br />

na twee wielratkaste aan<br />

weerskant, aandryf. Wanneer die ratkaste<br />

loop, bou daar hitte op. Die gevolglike<br />

uitsetting wat dit veroor saak word deur die<br />

uitsettingskamer aan die bokant van die<br />

ratkas geabsorbeer. ‘n Diafragma in die<br />

uitsettingskamer skei die inhoud van die<br />

ratkas met die atmosfeer en neem dus die<br />

uitsetting en inkrimping op.<br />

Vir die diafragma om vrylik te kan beweeg,<br />

is daar ‘n klein luggaatjie na die atmosfeer op<br />

die uitsettingskamer. Dit is van die uiterste<br />

belang dat hierdie gaatjie altyd oop moet<br />

wees. Indien dit deur modder verstop raak,<br />

bou druk in die ratkas op en kan die olie<br />

verby die seëls druk of selfs die seëls uitdruk.<br />

As die ratkas afkoel, trek dit water in die<br />

ratkas in. As die proses herhaal word, bou die<br />

water onder in die ratkas op terwyl die<br />

olie vlak daal. Dit is dus logies dat die<br />

ratkaslaers dit nie sal oorleef nie en vroeë<br />

ratkasbrekasie is dus die gevolg.<br />

Die gereelde visuele nagaan vir tekens van<br />

olielekke op die ratkaste en die nagaan van<br />

die luggaatjies op die uitsettingskamers is dus<br />

van die uiterste belang.<br />

Dryfas-koppels waarmee die ratkasasse<br />

aanmekaar gekoppel word, is deesdae redelik<br />

gestandaardiseerd omdat die konsep<br />

eenvoudig die beste werk. Dit bestaan uit vier<br />

aluminiumarmpies wat só gevorm is dat dit ‘n<br />

rubberagtige insetsel omvou. Die rubber dien<br />

as bewegingspunt en skokabsorbeerder.<br />

Indien hierdie koppels verwaarloos word en<br />

toegelaat word om abnormaal te slyt voordat<br />

dit vervang word, kan die koppelstuk breek<br />

In its commentary on the department of water affairs’ approved water tariffs for the 2<strong>01</strong>2/2<strong>01</strong>3 financial year,<br />

<strong>Agri</strong> <strong>SA</strong> said the newly released water tariff dispensation contained various positive aspects, amongst others<br />

the fact that it had not applied the maximum allowable increases. However, the organisation believes that the<br />

pricing strategy should be revised as soon as possible to bring about greater transparency in this regard.<br />

“In those cases where the water<br />

infrastructure costs have already been fully<br />

recovered, increases of up to 20% are,<br />

however, excessive and not in line with the<br />

annual inflation rate,” Möller noted.<br />

“<strong>Agri</strong>culture is exposed and susceptible to<br />

administrative prices, such as water and<br />

electricity tariffs, which threaten the economic<br />

viability of the industry. These are costs that<br />

cannot be passed on directly to the value<br />

chain. Sustainable production and food<br />

security are seriously undermined in the<br />

process,” added Möller.<br />

Möller said that, in terms of legislation,<br />

the department is supposed to review the<br />

pricing strategy every five years. The strategy<br />

was last reviewed in 2005 and was effectively<br />

for excessive prices in some instances being paid for land by government,” says Johannes Möller, president<br />

of <strong>Agri</strong> <strong>SA</strong>. He responded to recent debates in Parliament and accusations by political office bearers that<br />

government was paying excessive prices for land due to landowners demanding prices of this magnitude.<br />

Nkwinti’s view expressed in Parliament that<br />

role-players between farmers and the state<br />

should be blamed for excessive prices, rather<br />

than farmers.<br />

Möller said that the concept of “willing<br />

buyer, willing seller” is a well-known one<br />

used for taxation and accounting purposes<br />

depicting transactions taking place on an<br />

arm-length basis between unrelated parties.<br />

“Willing buyer, willing seller” is thus a<br />

notional concept of how transactions in a<br />

market-related economy should take place.<br />

“Any deviation from this can, therefore, not<br />

be regarded as an integral characteristic of<br />

“It is <strong>Agri</strong> <strong>SA</strong>’s view that it should not be<br />

expected from individual farmers to make<br />

sacrifices to serve a public purpose or public<br />

interest without receiving fair compensation.<br />

This, as per the Constitution, would boil<br />

down to deprivation or even expropriation<br />

and should be subjected to fair and<br />

equitable compensation, which currently can<br />

only be equated to market values despite<br />

relevance of such an approach for their<br />

countries. Nduati Kariuki from the Kenya<br />

National Federation of <strong>Agri</strong>cultural<br />

Producers said that African governments,<br />

multi-lateral institutions and donors should<br />

recognise the aspiration of African farmers<br />

to become successful large-scale<br />

commercial producers. “The focus should,<br />

therefore, shift from sustaining a small-scale<br />

producer dispensation towards empowering<br />

farmers to become effective participants in<br />

the commercial food value chain,” he said.<br />

enough to ensure that evaluators have an<br />

objective and market-related source of<br />
