5 And Yithro, Moshe's abba-in-law, came with his sons<br />

and his wife to Moshe into the wilderness, where he<br />

camped at the mount of Elohim:<br />

6 And he said to Moshe, I your abba-in-law Yithro have<br />

come to you, with your wife, and her two sons with her.<br />

7 And Moshe went out to meet his abba-in-law, and<br />

bowed down, 264 and kissed him; and they asked each<br />

other of their welfare; and they came into the tent.<br />

8 And Moshe told his abba-in-law all that vuvh had done<br />

to Pharaoh and to the Mitzrim for Yisrael's sake, and all<br />

the travail that had come upon them by the way, and how<br />

vuvh delivered them.<br />

9 And Yithro rejoiced for all the tov that vuvh had done to<br />

Yisrael, whom he had delivered out of the hand of the<br />

Mitzrim.<br />

10 And Yithro said, Blessed be vuvh, who has delivered<br />

you out of the hand of the Mitzrim, and out of the hand of<br />

Pharaoh, who has delivered the people from under the<br />

hand of the Mitzrim.<br />

11 Now I know that vuvh is greater than all elohim: for in<br />

the thing in which they dealt proudly He was above them.<br />

12 And Yithro, Moshe's abba-in-law, took a burnt<br />

offering and sacrifices for Elohim: and Aharon came, and<br />

all the zechanim of Yisrael, to eat lechem with Moshe's<br />

abba-in-law before Elohim.<br />

13 And it came to pass the next day, that Moshe sat to<br />

judge the people: and the people stood by Moshe from the<br />

morning to the evening.<br />

14 And when Moshe's abba-in-law saw all that he did for<br />

the people, he said, What is this thing that you do for all<br />

the people? Why do you sit alone, and all the people stand<br />

before you from morning to evening?<br />

15 And Moshe said to his abba-in-law, Because the<br />

people come to me to inquire of Elohim:<br />

16 When they have a matter, they come to me; and I<br />

judge between one and another, and I do make them know<br />

the chukim of Elohim, and His Torot.<br />

17 And Moshe's abba-in-law said to him, The thing that<br />

you do is not tov.<br />

18 You will surely wear away, both you, and this people<br />

that is with you: for this thing is too heavy for you; you<br />

are not able to perform it yourself all alone. 265<br />

19 Listen now to my voice, I will give you counsel, and<br />

Elohim shall be with you: Stand before Elohim for the<br />

people, that you may bring the matters to Elohim:<br />

20 And you shall teach them the ordinances and Torot,<br />

and shall show them the derech in which they must have<br />

their halacha, 266 and the work that they must do.<br />

21 Moreover you shall provide out of all the people able<br />

men, such as fear Elohim, men of emet, hating<br />

covetousness; and place such over them, to be rulers of<br />

thousands, and rulers of hundreds, rulers of fifties, and<br />

rulers of tens: 267<br />

22 And let them judge the people at all seasons: and it<br />

shall be, that every great matter they shall bring to you,<br />

but every small matter they shall judge: so shall it be<br />

easier for yourself, and they shall bear the burden with<br />

you.<br />

23 If you shall do this thing, and Elohim command you<br />

so, then you shall be able to endure, and the entire people<br />

shall also go to their place in shalom.<br />

24 So Moshe listened to the voice of his abba-in-law, and<br />

did all that he had said.<br />

25 And Moshe chose able men out of kol Yisrael, and<br />

made them heads over the people, rulers of thousands,<br />

rulers of hundreds, rulers of fifties, and rulers of tens.<br />

26 And they judged the people at all seasons: the hard<br />

matters they brought to Moshe, but every small matter<br />

they judged themselves.<br />

27 And Moshe let his abba-in-law depart; and he went his<br />

way into his own land.<br />

In the third month, when the children of Yisrael had<br />

gone forth out of the land of Mitzrayim, the same day<br />

they came into the wilderness of Senai.<br />

2 For they were departed from Rephidim, and were come<br />

to the desert of Senai, and had camped in the wilderness;<br />

and there Yisrael camped before the mount.<br />

3 And Moshe went up to Elohim, and vuvh called to him<br />

out of the mountain, saying, This shall you say to Beit<br />

Yaakov, and tell the children of Yisrael;<br />

4 You have seen what I did to the Mitzrim, and how I bore<br />

you on eagles' wings, and brought you to Myself.<br />

5 Now therefore, if you will obey My voice indeed, and<br />

shomer My brit, then you shall be a peculiar treasure to<br />

Me above all peoples: for all the earth is Mine:<br />

6 And you shall be to Me a malchut of Kohanim, 268 19<br />

and a<br />

kadosh nation. These are the words that you shall speak<br />

to the children of Yisrael.<br />

7 And Moshe came and called for the zechanim of the<br />

people, and set before them all these words that vuvh<br />

commanded him.<br />

8 And all the people answered together, and said, All that<br />

vuvh has spoken we will do. And Moshe returned the<br />

words of the people to vuvh.<br />

9 And vuvh said to Moshe, See, I come to you in a thick<br />

cloud, that the people may hear when I speak with you,<br />

and believe you le-olam-va-ed. And Moshe told the words<br />

of the people to vuvh.<br />

10 And vuvh said to Moshe, Go to the people, and set<br />

them apart today and tomorrow, and let them wash their<br />

clothes,<br />

11 And be ready by the third day: for on the third day<br />

vuvh will come down in the sight of all the people upon<br />

Har Senai.<br />

12 And you shall set borders for the people all around,<br />

saying, Be careful, that you go not up into the mount, or<br />

touch the border of it: whoever touches the mount shall<br />

be surely put to death:<br />

13 There shall not a hand touch it, but he shall surely be<br />

stoned, or shot through; whether it be beast, or man, it<br />

shall not live: when the shofar sounds long, they shall<br />

come near the mountain.<br />

14 And Moshe went down from the mount to the people,<br />

and set-apart the people; and they washed their clothes.<br />

15 And he said to the people, Be ready for the third day:<br />

approach not your wives in intimacy.<br />

16 And it came to pass on the third day in the morning,<br />

that there was thunder and lightning, and a thick cloud<br />

upon the mount, and the voice of the shofar exceedingly<br />

loud; so that all the people that were in the camp<br />

trembled.<br />

17 And Moshe brought forth the people out of the camp<br />

to meet with Elohim; and they stood at the foot of the<br />

mountain.
