PROGRES OF MAHARASHTRA STATE IN <strong>JSSK</strong> IMPLEMENTATION<br />

It has been observed that most of the times due to delay in reaching health care<br />

facility like FRU, 24x7 PHCs, Secondary or Tertiary centers, mothers and<br />

neonates are deprived of emergency care resulting in maternal morbidity and<br />

mortality, still birth and neonatal deaths. To prevent all these complications, it is<br />

important that mothers and children should be provided quality care free of cost<br />

including diet and transport facility on time.<br />

Maharashtra is progressive state and is progressing towards achievement of<br />

<strong>NRHM</strong> goals by 2012. Present status of <strong>NRHM</strong> goals of Maharashtra is as<br />

1. Free registration, checkup treatment and delivery to pregnant mothers<br />

4. Free Diet to the mother and neonates during they stay in the hospital.<br />

State is proposing to inaugurate the <strong>JSSK</strong> scheme in Maharashtra on 2 nd<br />

October 2011. With a view to effective implementation of the program,<br />

following activities have been initiated in the State:<br />

� Necessary Government Resolutions from Public Health Department<br />

has been issued on 26.9.2011 and Govt. Resolution from Medical<br />

Education & Drugs Department and Urban Development Department<br />

is being issued for making the health services (registration, checkup,<br />

treatment, delivery, transportation and diet) free of cost to mother and<br />

neonates up to 30 days in the government hospitals.<br />

� Detailed guidelines issued to all the districts on 8.8.2011 regarding<br />

establishment of Control Room for providing ambulance services to<br />

mothers and neonates.<br />

� One control room will be established at each district HQ preferably in<br />

Woman Hospital or District Hospital. Total 12 Control Rooms are<br />

established and activity is in progress in other districts.<br />

� Five Call Assistants will be employed in each of the control room for<br />

round the clock duty for 365 days a year. They will receive call and<br />

direct nearest Ambulance to reach the home of beneficiary for<br />

transportation. Twelve Districts have appointed the Call Assistants<br />

and appointment is in progress in remaining districts.<br />

� Each control room is provided with two computers, internet facility,<br />

UPS and essential furniture.


� State has 1728 ambulances at PHCs and hospitals have 518<br />

ambulances (total 2246). All these ambulances will be included in<br />

<strong>JSSK</strong> program for transportation of mothers and children.<br />

� Considering the fact that hospitals with high turnover will require<br />

large number of ambulances for transportation, panel of private<br />

ambulances is also being established in each block of the state.<br />

o All the health facilities will provide following services :<br />

o Cleanliness<br />

o Normal Delivery facility – Labour room<br />

o New Born Care Corner (NBCC)<br />

o Facilities for admitted patients (Water Supply, Toilet facility,<br />

Hot water facility)<br />

o Transport of beneficiary from home to hospital and back<br />

o Medicines required for treatment<br />

o Diet services<br />

� All the health facilities in the state are being mapped as per<br />

availability of various types of services in these institutions. This is<br />

important for providing timely services to beneficiary and also to<br />

avoid wrong referral.<br />

� Presently in the state we have Cesarean Section services in 81<br />

government facilities and Blood Transfusion services in 122<br />

government facilities. We are trying to add these services in 32<br />

hospitals in next two weeks. All the mothers with complications will<br />

be referred to these places for management.


� Repairs and renovation of health facility particularly OT (49), Labour<br />

Room (234), Neonatal Care Units (352) and Laboratories (251) has<br />

been initiated will be completed by 1 st October 2011.<br />

� All the ambulance drivers in state will be provided Rs. 100/PM<br />

mobile charges for attending the calls to transport mother and<br />

neonates.<br />

� Arrangements are being made for free transportation of mother and<br />

neonates from their residence to hospital, hospital to hospital and<br />

hospital to residence. The referral transportation program has been<br />

functionalized in 12 districts and the same will be functionalized by<br />

end of September 2011 in the remaining districts.<br />

� List of medicines required for Mothers and Children is provided<br />

under <strong>JSSK</strong> GoI guidelines. List of medicines is provided to all the<br />

districts. Medicines which are not available as per list are being<br />

procured at district level from <strong>NRHM</strong> funds.<br />

� Referral of beneficiary is done by Call Operator. Each of the village,<br />

district or city is connected to one of the 1816 PHCs and 455 hospitals<br />

in the state. Mothers and children will be referred to nearest facility<br />

with availability of services needed.<br />

� Orders have been issued to Chief Executive Officers, District Health<br />

Officers, Civil Surgeons, Medical Officer of Health to organize<br />

workshops for sensitization of all the health staff. So also, orders<br />

have been issued to give wide publicity to the program at district<br />

level.<br />

� Dr. Ganu, Asstt Director (FW) SFWB Pune has been designated as<br />

the State Nodal Officer for <strong>JSSK</strong> and the Grievance Redressal Officer<br />

(SHSM) has been designated as the State Grievance Redressal Officer<br />

(<strong>JSSK</strong>). So also, District RCH Officers and the Administrative


Officers at the district level are being designated as the District Nodal<br />

Officer (<strong>JSSK</strong>) and Administrative Office of district as District<br />

Grievance Redressal Officers (<strong>JSSK</strong>) respectively.<br />

� Special Cell with necessary officers and staff is being established at<br />

State level for effective implementation of the program.<br />

� Detailed meeting of all the Civil Surgeons and District Health<br />

Officers was conducted on 26.9.2011. The <strong>JSSK</strong> program was<br />

discussed in detail during the meeting. Plan of Implementation of<br />

<strong>JSSK</strong> is prepared in the meeting and districts have agreed to start the<br />

program from 2 nd October 2011.<br />

� Following support is being extended from <strong>NRHM</strong> for the <strong>JSSK</strong><br />

program:<br />

o In addition to regular budget – budget for repairs and POL from<br />

mobility support and budget for POL from referral transport<br />

o Medicines and equipment can be procured from RKS/IPHS<br />

funds<br />

o Diet charges from RCH Flexi pool/RKS<br />

o Appointment of contractual drivers from RKS/IPHS funds<br />

o Mobile charges to drivers of govt ambulances<br />

o Budget for establishment of Control Room<br />

o New ambulances for needy facilities<br />

Janani Shishu Suraksha Karyakram (<strong>JSSK</strong>)<br />

It has been observed that most of the times due to delay in reaching health care facility<br />

like FRU, 24x7 PHCs, Secondary or Tertiary centers, mothers and neonates are deprived of<br />

emergency care resulting in maternal morbidity and mortality, still birth and neonatal deaths. To<br />

prevent all these complications, it is important that mothers and children should be provided<br />

quality care free of cost including diet and transport facility on time.<br />

Maharashtra is progressive state and is progressing towards achievement of <strong>NRHM</strong><br />

goals by 2012. Present status of <strong>NRHM</strong> goals of Maharashtra is as follows:<br />
